Mr. Abebe Aemro Selassie, Director of the International Monetary Fund’s (IMF) African Department, met yesterday with Tanzania’s President John Magufuli in Dar es Salam. At the conclusion of the meeting, Mr. Selassie issued the following statement:

“President Magufuli and I had constructive discussions on Tanzania’s economic prospects and opportunities.

I noted that the IMF shares the President’s priorities to foster broad-based economic growth, create jobs, and combat corruption.

“We also discussed the priority reforms to overcome the main economic challenges the country faces. I reiterated that the IMF as always stands ready to continue supporting Tanzania’s efforts. I also expressed the IMF’s commitment to maintain a strong relationship underpinned by several years of close cooperation.

In the near term, this will include a visit by the IMF staff team to discuss recent developments and prospects and continue the dialogue on the economic reforms that could boost economic growth.

“I thanked President Magufuli and his colleagues for the warm reception they afforded me during my visit.”

Accelerated Natural Resource Degradation Puts Tanzania’s Development Goals at Risk – New World Bank Report

DAR ES SALAAM, Tanzania, May 6, 2019 – Natural resources form a core pillar of Tanzania’s economy and play a pivotal role in sustaining the livelihoods of its citizens, however a new World Bank report warns that the country has only a rapidly shrinking opportunity to harness these endowments against serious risks posed by rapid population growth, economic growth, increasing urbanization, and climate variability and change.

The impacts of these factors are intensifying and have resulted in significant loss of ecosystems, competing demands for land and water, and environmental pollution,” says Daniel Mira-Salama, World Bank Senior Environmental Specialist and co-author of the Country Environmental Assessment published today.

Despite robust economic growth which the country has enjoyed, Tanzania’s total wealth per capita – the sum of all physical, human, and natural capital – declined between 1995 and 2014.

This decline is attributed to rapid population growth which has outpaced investment and occasioned the loss of total renewable natural capital per capita by 35 percent over the past 20 years, and of non-land renewable natural capital per capita by 47 percent. warn the report authors.

Tanzania hosts one of the largest poor populations in Africa, with approximately 21.3 million citizens living below the poverty line, many of them depending on natural resources for their livelihoods.

Competing demands for and open access to many of Tanzania’s natural resources are causing the resources’ degradation and are limiting their ability to continue to provide goods and services.

The challenges are surmountable if tackled effectively and the underlying causes and drivers of environmental degradation are addressed strategically. Connecting the dots between deforestation in upper catchments and a higher flood risk in a coastal city, or between illegal ivory trafficking and a lower number of international tourists visiting the country requires multisectoral cooedination and a common, integrated approach to development,” says Bella Bird, World Bank Country Director for Tanzania, Malawi, Somalia and Burundi.

As a people, we are growing more alert to the challenges and oppportunities that we have as a country, and conserving our natural resources and environment has gradually scaled up the priority list,” says Hon. January Makamba, Minister of State for the Environment and Union Affairs.

We are building commitment and we are appreciative of the support from development partners, including analytical work in this kind of report.”

More “traditional” environmental and natural resources challenges include degradation of land and water resources, deforestation, and biodiversity loss. They are most relevant for rural areas, where natural resources are subject to competing demands.

Other challenges are pollution-related, more frequently associated with urban settlements, industrialization, and agglomeration, some of which have only recently emerged. Continued population growth, economic growth, an increasing urbanization rate, and climate variability and change will further compound these challenges.

Preventing pollution today avoids tomorrow’s costly cleanup actions and offers opportunities for better quality of public goods such as air, water, and soil” says Veruschka Schmidt, World Bank Environmental Specialist and co-author of the report.

The Country Enviornmental Analysis was prepared in close coordination with the Government of Tanzania and with support from the Swedish Embassy and SIDA. It analyzes critical environmental and natural resources management challenges, and provides policy recommendations on how to address them.

The report suggests different development paths for Tanzania. The country’s ‘wildlife economy’ and the ‘blue economy’ are highlighted as being key for conserving the country’s biodiversity and marine and freshwater resources, as are resilient landscapes. Rural areas that successfully balance ecosystems, economic, and social functions are more resilient to shocks and uncertainties.

Access to modern fuels and low impact urbanization can have immediate positive impact on ecosystems and human health.
At the same time, Tanzania’s urbanization needs to be compatible with environmental targets to limit pollution, promote sustainable living conditions, and create infrastructure and transport systems that are resilient to climate change.

The benefits of a non-polluted environment are many, and become essential if the country is to further develop in a sustainable way. Tanzania’s institutions therefore need to be strengthened for improved environmental management.

Mpaka pale serikari itakapoweza kutengeneza infrastructure za irrigation kuwasaidia wakulima, kusambaza umeme vijijini (na watu waweze afford pia bei), na katika jitihada za kutanua network za transportation; mazingira yataharibika tu na hakuna alternative solution kwa sasa zitakazo zuia impact kwa asilimia kubwa kutokana na tulipo kiuchumi.

Sisi sio mataifa makubwa wakuja na sera za carbon taxes kusudi hela watakazolipa makampuni yanayochafua mazingira kuelekezwa kwenye miradi inayo support green technology au miundombinu inayolinda mazingira kwanza ata ivyo viwanda venyewe bado hatuna. Hao wenzetu wana namna ya kufund hizo sera sio kila kitu wanachofanya hela ya mlipa kodi ndio zinatumika.

Kama ilivyo ada yao wazungu watatoa ripoti zao za mazingira vitu vingine aviitaji kupewa publicity, media attention na international debate. Hiyo ripoti ingeishia huko huko wizarani na ku-deal na wahusika kwa namna nyingine lakini zinapotua mikononi kwa mtu kama Makamba ambae anazipa publicity mwenyewe anaona anafanya jambo la maana wakati sanasana serikari inajiongezea unnecessary international pressure kwenye maswala ya mazingira wakati bado tuna miti kadhaa ya kukata kwa sababu tofauti wakati tunatafuta solutions.

Hii habari ya WB inayozungumzia mazingira, pamoja na kwamba uchumi nao humo humo, lakini ni taarifa mhimu zaidi kuliko hiyo ya IMF, ambayo kwayo nayo ni tanzu kabisa na hii uliyoiweka wewe.

Honestly, sioni "kinacho'balansiwa' katika taarifa hizi mbili!

Hili swala la kupanda miti ni swala nyeti sana sijui kwa nini serikali haioni hili, watawala hawa wanasafiri huki dunia kwa wenzetu hawaonu mazingura yao yalivyo ya kijani?

Pamoja na kwamba Ulaya na Amerika ni nchi za viwanda zenye kuzalisha taka nyingi kwa mazingira lakini wameweza ku countraact na upandaji miti

Makamba na Wizara yake hawakufanya bidii ya kutosha.
 
Pythagoras, wala haihitaji "kulazimisha". Wanalotakiwa ni kuwaelimisha wananchi tu na kuwapa uwezo wa kupanda hiyo miti, i.e., miche kupatikana kwa wingi n.k. Wananchi wenyewe watapanda miti tena kwa motisha kubwa zaidi.
Wanafunzi wetu toka shule za msingi wakifundishwa kuhusu mazingira na wakaelewa, ndio watakaokuwa walinzi wakubwa wa mazingira hayo.
Makamba na Wizara yake hawakufanya bidii ya kutosha.
Kweli kabisa Mkuu, sijui hii wizara huwa kazi yake ni nini hasa. Mambo madogo ya gharama ndogo kabisa yanashindikan kufanya?
