Speaker Sitta scolds PCCB over wifes mistreatment By DAILY NEWS Reporters , Total hits: 15 THE curtain was drawn on the CCM primaries on Saturday as Parliament Speaker and Urambo MP East MP Samuel Sitta accused the Prevention and Combating of Corruption Bureau (PCCB) of malice and unethical conduct. As Mr Sitta was voicing his concern in Tabora; in Dar es Salaam, the Secretary General of CCM, Mr Yussuf Makamba, said that anyone who will be proved to have engaged in corrupt practices during the first round of nominations would be barred from the race, even if he or she scored the highest vote in the primaries. Mr Sitta accused PCCB officials of being "malicious in executing their duties to the extent of victimizing innocent contenders for unknown motives." The Speaker made the remarks at a public rally at Matanki Manne grounds in the constituency on Saturday. The Speakers wife, Community Development, Gender and Children Minister Margaret Sitta was recently briefly held and interrogated by the anti-graft body on suspicion of election-related bribery; an act that Mr Sitta believes was instigated to tarnish the couples image. PCCB alleged that it found Mrs Sitta in possession of seven mobile phone handsets, one million shillings cash money and several envelopes During the rally, Mr Sitta reminded PCCB officials of their obligation to abide by their professional ethics and refuse to be used by people with ill intention against fellow aspirants. Addressing reporters in the city, Mr Makamba said all CCM candidates currently under probe by the PCCB will have their dreams shuttered once the allegations of corruption against them are proved. Announcing the official end of the CCM primaries, the secretary general commended PCCB for its professional execution of duties, adding that his party does not entertain corruption, which is not only sinful but also blindfolds voters to vote for incompetent leaders. Any leader proved to have ascended to power through deception will have no chance in the partys leadership ranks. The party does not discredit or favour anyone only that peoples voice is the only power to give the verdict, Mr Makamba explained. It was explained that eligible party members allowed to vote in the primaries today are those whose membership would be verified at the established local branch register and should have paid the membership fee at least for the first three months of this year. Mr Makamba said, however, that those prepared to honour on-the-spot payment of their membership fees at the established poll centres, should be allowed to do so, adding in case of absence of receipts, special arrangement should be made to keep proper records for ordinary procedures to be followed later. The new arrangement (voters participation in the exercise) nullifies the previous arrangement that required all eligible voters also to be in possession of voter identification cards. Voters will be allowed to vote without holding identification cards but their names should be found in the local branch register to avoid mercenaries who might be inclined to interfere with the polls, he clarified. Commenting on representation at vote counting centres, the party leader said aspirants were allowed to deploy agents whom they trust most to represent them at the respective branches to authenticate the number of votes cast and scored the aspirant. There are 20,000 CCM branches nation-wide. With regard to secrecy prior official announcement of the election results, Mr Makamba said election supervisors, co-ordinators and agents inside vote counting rooms would not be allowed to use their mobile phones to avoid misinformation to the media. However, contenders are allowed to visit poll stations but not entering vote counting chambers. Their names written in alphabetical order will be on display outside the stations and voters will have their names called out loudly to rule out the possibility for outsiders to spoil the votes, he explained.
