Dear JF readers,

I heard yesterday evening and this morning on radios across the country people discussing the issue of sitting allowances. Hon Zitto put it straight that the saving from this disease would be used to alleviate the suffering of majority through reduction of fuel tax. Surprisingly, I heard Hon Chiligati uttering obscenities to the opposition that if they do not want the allowances they should stop taking it. On the other hand, another MP says that the Per-diem of 80,000 is too little so it has to be supplimented by TSh 70,000 paid for sitting allowances.

Well, I have a feeling that this is an indication of a system that is out of touch with reality. Furthermore, these CCM MP are telling the people who put them to that position, that they are there to rip the sweat of the taxpayer no matter how!

On a domestic notch, the TShs 80,000 is the senior civil servant per-diem rate in a city like Dar, Arusha, etc. the other cadres get TShs 65,000 and 55,000. These rates have been there since, if I am not wrong, 2002. Hardly anything to go by given the standard of life today. Instead of advocating to raise this rate to everyone, they prefer to pay themselves allowances and leave the common mwananchi to suffer! This is the reason behind why CCM is hated by everyone who does not have the opportunuty to earn sitting allowance.

This habit is costing the economy and every sphere of life as well. Researchers are finding it hard to conduct seminars to farmers because they want to be paid "sitting allowances". Students cannot attend "entrepreneurship course" unless they are paid sitting allowances!! This is the country of allowances that have replaced "vibali" of the early to middle 80's. I read in a newspaper late April that "Wawekezaji wa uwindaji (Three companies)" have gone three years without paying land rental fees to the Serengeti District Council because these companies refused to pay for sitting allowances amounting to something above 25 million for the "Kikao cha madiwani" who would discuss their application request. The guys are still hunting!!!!

It appears that we are waiting for the Wahisani to say to us " Abolish the sitting allowances or we are not contributing to the budget" for us to heed the CDM call. Already all the projects funded by the donors are not paying for this. AND, the meetings that do not pay allowances are not attended by appropriate representatives. Senior officers normally send very junior staff to meetings not paying sitting allowances. This hurts implimentation of donor funded projects and normally money is returned un-utilised.

To sum it up, if you do not heed the CDM call, wait for the donors, if this fails, thw Wananchi will decide come 2015.

Hizo namba 1-3 huwa wakati mwingine mtu anaweza kupokea malipo ya vikao 2 au zaidi kwa siku!!


Tukiweza kupambana na haya mashetani basi tutaokoa pesa nyingi sana kuwafanya wakubwa watulize ****** yao chini (ofisini) na kufanya kazi. Je hawatabuni mbinu ya kuzitafuna kwa ujanja mwingine?

Kama kweli waheshimiwa wapo kwa niaba ya wananchi na si matumbo yao basi jambo la msingi linapoletwa linatakiwa kuwa implemented na sio kuanza kutunisha misuri. Lazima mambo mengine yawekwe kama sheria ya kufuatwa kama ilivowekwa sheria ya miaka ya mtu kuweza kuongoza. Asubuhi nimekereka sana kusikia eti kuna wabunge wa ccm wamepinga suala la kuondoshwa sitting allowance, hata kigwangala alijichanganya. jamani mtu anapoleta wazo zuri siyo ukimbilie kusema eti anataka sifa, angalia kama linamaslahi ya kumkomboa mwananchi basi unga mkono
