Na maneno yanayowasononesha watumishi hasa walimu kwa sababu angeambiwa athibitishe kuwa huyu mwalimu ambaye hajapandishwa daraja hawajibiki ipasavyo, sidhani kama angethibitisha. Pengine ametoa majibu ya jumla yasiyojitosheleza.

Ati wasema serikali aina ela wala senti ya kuongeza mishahara lakini ukweli ni kwamba serikali haina hela ya kuongeza mishahara ya wazembe na walevi. Nyakati za SU (Sina Uchungu) na ST (Sitaki Shida) fanya utakavyo ni mali ya umma[/B] zimepitwa na hapa kazitu.

Tujifariji mitandaoni kwa kauli za kejeli na lawama, lakini mwisho wa siku mhusika ama anapandishwa daraja na mshahara au la.

Kama mwombaji ajira anategemea kupanda cheo na kupandishwa mshahara pasipo kuwajibika, awamu hii atafute kazi kwingine na siyo serikalini na taasisi zake.

Mtumishi mvivu, mzembe na mlevi unabaki naye tu ili usimpandishe cheo si umfukuze kama unaushahidi??
Adhabu kwa mfanyakazi ni pamoja na onyo, ikiwemo kukatwa mshahara, kuteremshwa cheo, kutokupandishwa mshahara au cheo. Inaposhindikana anafukuzwa kazi.

Hatimae serikali imetoa vigezo vinavyotakiwa kutumika kama vipaumbele wakati wa kuwapandisha watumishi wa umma mshahara hivyo walevi, wavivu, wasio na nidhamu na uadilifu kutopandishwa

Katibu Mkuu, Ofisi ya Rais, Menejimenti ya Utumishi wa Umma, Dk Laurean Ndumbaro ndiye aliyetangaza vigezo hivyo vinavyopaswa kutumiwa na waajiri katika utumishi wa umma kuwapandisha watumishi mishahara.

Kwa mujibu wa Katibu Mkuu Ndumbaro, suala la upandishwaji vyeo kwa watumishi wa umma litazingatia zaidi utendaji kazi wa mtumishi husika na si suala la sifa ya Muundo wa Utumishi (Scheme of Service) pekee kwa maana ya muda wa kutumikia miaka mitatu mitatu kama wengi wanavyodhani.

Aliyasema hayo kwa wakati tofauti katika Halmashauri za Wilaya ya Nyasa, Namtumbo na Manispaa ya Songea katika ziara yake ya kikazi ya siku tano ya kuhimiza uwajibikaji mkoani Ruvuma.

Katibu Mkuu Ndumbaro alisisitiza kuwa mtumishi wa umma anayewajibika vizuri katika utendaji kazi wake wa kila siku ndiye atakayepandishwa cheo na si vinginevyo. Alilazimika kutoka ufafanuzi huo, kufuatia baadhi
ya watumishi katika halmashauri hizo kulalamika kutopandishwa madaraja (vyeo) kwa wakati kwa muda mrefu sasa wakati wenzao walioanza nao kazi wameshapandishwa vyeo, hivyo kusababisha uwepo wa tofauti kubwa ya mishahara baina yao.

“Haiwezekani Serikali ikapandisha mishahara kwa watumishi wasiowajibika, walevi na wasio na nidhamu na uadilifu katika utendaji wao wa kazi, atakayewajibika katika utendaji wake ndiye atakayepandishwa ngazi ya mshahara,” alisisitiza.

Katibu Mkuu huyo aliainisha kuwa, malalamiko mengi ni ya walimu ambao wamekuwa wakidhani kuwa kila baada ya miaka mitatu lazima wote wapandishwe vyeo (madaraja) hata kama hawajawajibika ipasavyo, suala ambalo si sahihi.

“Haiwezekani Mwalimu anayefundisha vizuri darasani na wanafunzi wake wanafaulu vizuri masomo yake akapandishwa daraja sawasawa na yule ambaye ufundishaji wake hauridhishi na ni mlevi wa kupindukia hali inayochangia wanafunzi wengi kutofaulu somo lake.”

Aidha alisema hivi karibuni, ofisi yake inatarajia kukutana na Tume ya Utumishi wa Walimu na kuzungumza na Walimu ili kutoa elimu na ufafanuzi yakinifu wa vigezo vya msingi vinavyozingatiwa katika suala la upandishaji vyeo kwa watumishi wa umma nchini kwa lengo la kuepukana na malalamiko yasiyo ya lazima.

Ukweli ni kwamba huu Utawala ni wa vichaa na malimbukeni wa madaraka....!!!!!
Ni shida sana lakini Mungu anawaona hawa wendawazimu.......!!!
