Nafikiri msomi ni yule ambaye Elimu imemkomboa haijalishi unanini mfano degree master dr au prof.

Sasa katibu aseme hao anaowaambia wawapandishe vyeo je ANAUHAKIKA NA HAO VIONGOZI?

Akipata majibu kama kweli watumishi hewa walikuwepo na wasimamizi ndio wale wale basi naomba chuo alichosoma huyo katibu wampokonye degree zake

Sasa ndio watavuliwa nguo wadada wasiojitambua ili wapate vyeo na inawezekana wale wanaojitambua wakawa wasindikizaji tu maoficn

Mbona serikali haifuati yale yanayotakiwa mfano likizo tu watumishi hawalipwi mafunzo kwa vitendo kazin hakuna

Hatimae serikali imetoa vigezo vinavyotakiwa kutumika kama vipaumbele wakati wa kuwapandisha watumishi wa umma mshahara hivyo walevi, wavivu, wasio na nidhamu na uadilifu kutopandishwa

Katibu Mkuu, Ofisi ya Rais, Menejimenti ya Utumishi wa Umma, Dk Laurean Ndumbaro ndiye aliyetangaza vigezo hivyo vinavyopaswa kutumiwa na waajiri katika utumishi wa umma kuwapandisha watumishi mishahara.

Kwa mujibu wa Katibu Mkuu Ndumbaro, suala la upandishwaji vyeo kwa watumishi wa umma litazingatia zaidi utendaji kazi wa mtumishi husika na si suala la sifa ya Muundo wa Utumishi (Scheme of Service) pekee kwa maana ya muda wa kutumikia miaka mitatu mitatu kama wengi wanavyodhani.

Aliyasema hayo kwa wakati tofauti katika Halmashauri za Wilaya ya Nyasa, Namtumbo na Manispaa ya Songea katika ziara yake ya kikazi ya siku tano ya kuhimiza uwajibikaji mkoani Ruvuma.

Katibu Mkuu Ndumbaro alisisitiza kuwa mtumishi wa umma anayewajibika vizuri katika utendaji kazi wake wa kila siku ndiye atakayepandishwa cheo na si vinginevyo. Alilazimika kutoka ufafanuzi huo, kufuatia baadhi
ya watumishi katika halmashauri hizo kulalamika kutopandishwa madaraja (vyeo) kwa wakati kwa muda mrefu sasa wakati wenzao walioanza nao kazi wameshapandishwa vyeo, hivyo kusababisha uwepo wa tofauti kubwa ya mishahara baina yao.

“Haiwezekani Serikali ikapandisha mishahara kwa watumishi wasiowajibika, walevi na wasio na nidhamu na uadilifu katika utendaji wao wa kazi, atakayewajibika katika utendaji wake ndiye atakayepandishwa ngazi ya mshahara,” alisisitiza.

Katibu Mkuu huyo aliainisha kuwa, malalamiko mengi ni ya walimu ambao wamekuwa wakidhani kuwa kila baada ya miaka mitatu lazima wote wapandishwe vyeo (madaraja) hata kama hawajawajibika ipasavyo, suala ambalo si sahihi.

“Haiwezekani Mwalimu anayefundisha vizuri darasani na wanafunzi wake wanafaulu vizuri masomo yake akapandishwa daraja sawasawa na yule ambaye ufundishaji wake hauridhishi na ni mlevi wa kupindukia hali inayochangia wanafunzi wengi kutofaulu somo lake.”

Aidha alisema hivi karibuni, ofisi yake inatarajia kukutana na Tume ya Utumishi wa Walimu na kuzungumza na Walimu ili kutoa elimu na ufafanuzi yakinifu wa vigezo vya msingi vinavyozingatiwa katika suala la upandishaji vyeo kwa watumishi wa umma nchini kwa lengo la kuepukana na malalamiko yasiyo ya lazima.

Kama ndio hivyo basi kuna shule walimu wake hawata pandishwa madaraja milele na kuna masomo ambayo walimu wake hawatapandishwa madaraja milele hasa somo la hisabati ,nchi hii hai ishi vioja viongozi wetu wana fikiri mambo nusu nusu kwa kila kitu sijui ndio upeo mdogo ama laa!!

Halafu utapima vip kuwa huyu anawajibika na huyu hawajibiki maana mwanafunzi anaanza la kwanza au form one na mwalimu mwingine form two mwingine , form three mwingine form 4 mwingine na kati ya hawa wote wamechangia kufeli au kufahuru kwa mtoto jeee!!

Inamana walimu wa madarasa ya mitihani yaa la nne la saba form two na form 4 pekee ndio watakao kuwa kwenye vipimo hivyo?? Kweli tuna viongozi wenye akili ndogo sana sana. Waende vijijini huko wakafanye research miundo mbinu ya shule na vitendea kazi mashuleni halafu warudi kurekebisha hizo kauli zao

Kuna uwezekano mkubwa wa nyongeza ya mishahara kutokuwepo mwezi huu wa Nov, kuna mtu ametoka juzi kwa Afisa Utumishi wa Halmashauri ya wilaya moja, alikuwa anataka kuchukua mkopo,akapewa hiyo tahadhari ili asije chukua mkopo mkubwa akitegemea mshahara kupanda.
Hivi nini wajibu wa vyama vya wafanyakazi, mbona hawawatetei hawa watumishi wakati wanawalipisha ada kila mwezi, nini kazi ya hii ada kama hakuna wanachowasaidia hawa watumishi.
