Serikali yasaini mikataba ya Ujenzi wa Barabara ya Mzunguko (112.3km) Jijini Dodoma

Serikali leo imetia saini mikataba miwili ya kuanza rasmi kwa ujenzi wa Barabara ya lami ya njia nne ya Mzunguko (Outer Ring Road) ndani ya Jiji la Dodoma itakayokuwa na urefu wa kilometa 112.3 na kuwa barabara ndefu za aina hiyo kuliko zote katika Nchi za Afrika Mashariki na Kati na kutatua changamoto ya msongamano wa magari jijini Dodoma.

Mikataba iliyosainiwa ni baina ya Wakala wa Barabara (TANROADS) kwa niaba ya Serikali na wakandarasi wawili Civil Engineering Construction Corporation (CCECC) na AVIC INTL Project Engineering Company walioshinda zabuni ambao watajenga barabara hiyo kwa kipindi cha miezi 36. Mkandarasi Civil Engineering Construction Corporation (CCECC), atajenga kilometa 52.3 kuanzia Nala – Veyula – Mtumba – Ihumwa Dry Port na mkandarsi AVIC INTL Project Engineering Company atajenga kilometa 60 itakayoanzia Ihumwa Dry Port – Matumbulu hadi Nala.

Mradi huu utahusisha Ujenzi wa Vituo vya Afya pamoja na magari ya wagonjwa (Ambulance) matano katika maeneo ya Ihumwa, Nala, Mahomanyika na Veyula.

Aidha, itajumuisha uchimbaji wa visima virefu vya maji katika maeneno ya Ihumwa, Mahomanyika, Nala na Veyula.

Vilevile, kutakuwa na ukarabati wa Shule ya Msingi Chilwana Ihumwa na ukarabati wa barabara za Mwangaza-Medeli-Kizota-Zuzu zenye jumla ya Kilometa 28.37.

Tanzania signs road construction agreements with two Chinese firms
The construction of the 112.3-kilometer road to be financed by the African Development Bank and the government of Tanzania marked another milestone towards improvement of the east African nation’s infrastructure.

Speaking after the signing of the agreements, Patrick Mfugale, TANROADS Chief Executive Officer, said CCECC will construct 52.3 kilometers of the road for 100.8 billion Tanzanian shillings (about 43.5 million U.S. dollars) within 39 months and AVIC INTL Project Engineering Company will construct 60 kilometers of the road at 120.86 billion Tanzanian shillings within 43 months.

The agreements were signed Friday in the capital Dodoma between the Tanzania National Roads Agency (TANROADS), on behalf of the government of Tanzania, and representatives from China Civil Engineering Construction Corporation (CCECC) and AVIC INTL Project Engineering Company.

Sawa kabisa, na ni jambo jema na la kupongeza, ila miundombinu hii haiwezi kuhalalisha ukiukwaji na ukandamizaji mkubwa wa haki za raia pamoja na uminywaji wa demokrasia na uhuru wa vyombo vya habari bila kusahau ubaguzi kwa misingi ya itikadi za kisiasa.

Aidha, miradi hii na mingineyo haiwezi kuhalalisha swala zima la kupuuza masilahi ya watumishi wa umma, wastaafu,makato makubwa ya Bodi ya Mikopo, n.k.
 
Natumaini mikataba hii ingekuwa na kigezo cha local subcontractors. Mimi nilifanya kazi zamani sana kwenye makampuni yaliyokuwa yanajenga miradi iliyoasisiswa na Nyerere, kila kampuni ilikuwa na local subcontractors kadhaa, ingawa wengine hawakuwa na uwezo lakini mkataba ulikuwa unataka wawepo, kwa hiyo hao subcontractors wakawa wanabebwa na contractor mwenyewe ili contract yake iendelee kuwa valid.
 
Hiyo Ni mikataba Haina kiasi Cha fedha Cha makubariano? Je, fedha hizo Ni kutoka mapato ya ndani au mkopo kutoka kwa wahisani.

Construction Industry yoyote [ya infrastructure] ile duniani ndiyo back bone ya mapato ya nchi, ni sector ambayo inagawa kazi na mapato kwa wazawa na serikali, wfaidika ndiyo consumers -au middle class inayozalishwa na miradi hiyo. MECCO iliuliwa ili kufanikisha rushwa na ulaji kwa kutumia makampuni ya nje. Private sector ya indigeneous people iko discouraged, halafu hiki chama na serikali yake wanasema ati ipo kwa wanyonge.

Karibu 90% ya mapato yote hayo hautupati sisi yanaenda nje, na Rais anasema ati anafanikiwa, hilo barabara bila ya ku-create middle class nani atatumia?? Hakuna consumers, hakuna mapato, hiyo barabara itazeeka na hatutakuwa na pesa ya ku-repear tena. Kwa nini msiwaajiri ma International expets kwenye kampuni zenu za nchi kama mnaona hamna competitive Engineers. No brains, low IQ

We have to deal with important issue like to ensure availability of enough medicine, also.... To reduce maternity death, than to mis use public fund.
Serikali sio one dimensional, kwamba iangalie afya tu, au barabara tu, au.... infrastructure ni msingi hasa wa maendeleo....
 
Natumaini mikataba hii ingekuwa na kigezu cha local subcontractors. Mimi nilifanya kazi zamani sana kwenye makapuni yaliyokuwa yanajenga miradi iliyoasisiswa na Nyerere, kila kampuni ilikuwa na local subcontractors kadhaa, ingawa wengine hawakuwa na uwezo lakini mkataba ulikuwa unataka wawepo, kwa hiyo hao subcontractors wakawa wanabebwa na contractor mwenyewe ili contract yake iendelee kuwa valid.
Haya alifanya mwalimu ambae alikuwa anataka maisha ya wananchi yawe mazuri, lakini sasa hivi viongozi wetu wengi niwabinafsi, wanaangalia kufanikisha mradi tu bila kuangalia wananchi wake watanufaikaje wakati wa mradi.
