UFISADI umezidi kuitikisa nchi baada ya Ofisi ya Rais Menejimenti ya Utumishi wa Umma kubaini mtandao mkubwa ambao umesababisha malipo hewa ya Sh3.4 bilioni kwa walimu wa shule za sekondari nchini.

Kubainika kwa ufisadi huo kumekuja miezi michache baada ya gazeti hili kuandika sakata la Mhasibu Paul C Mhumba, ambaye alifukuzwa kazi mwaka 2006 kwa idhini ya Rais Jakaya Kikwete, baada ya kushirikiana na Idara ya Usalama wa Taifa kuibua tuhuma za malipo hewa ya zaidi ya Sh3bilioni kwa walimu wasiokuwemo kwenye ajira.

Hata hivyo, Rais Kikwete alipotoshwa na vigogo wa Wizara ya Elimu siku chache baada ya kuingilia madarakani ili aidhinishe kufukuzwa mhasibu huyo aliyekuwa Ifunda, bila sababu za msingi.

Lakini jana, Waziri Hawa Ghasia alitoa taarifa mjini hapa inyaoonyesha kuwa fedha hizo zililipwa katika kipindi cha kati ya mwaka 2001 hadi Desemba 2007, ambacho pia Mhumba aliwahi kukieleza.

Waziri Ghasia alifafanua kwamba uchunguzi uliofanywa na Ofisi yake katika kipindi cha Machi 2007 hadi Desemba, umebaini upo mtandao mkubwa kuanzia Makao Makuu ya Wizara ya Elimu na Mafunzo ya Ufundi na Ofisi hiyo ya Utumishi.

Akizungumzia jinsi ufisadi huo ulivyofanyika, Ghasia alisema katika uchunguzi huo imebainika fedha hizo zililipwa kwa watumishi hewa 1,413, huku baadhi yao wakiwa na namba za hundi zaidi hivyo mtu moja kuwa na mishahara miwili.

Serikali kupitia Ofisi ya Rais Menejimenti ya Utumishi wa Umma, imefanya uhakiki wa rasilimali watu katika shule za Sekondari nchini chini ya Wizara ya Elimu na Mafunzo ya Ufundi na kugundua kuwepo kwa watumishi hewa 1,413, alisema waziri Ghasia na kuongeza:

Taarifa ya uhakiki huo zinaonyesha kuwa jumla ya Sh3.4 bilioni, zililipwa kama malipo hewa kwa watumishi hao, zoezi hili lilifanyika Machi hadi Desemba 2007.

Alifafahamisha kwamba ukaguzi huo pia ulibaini kuwa baadhi ya watumishi wanaolipwa mishahara hawako kazini, wamekufa na wengine wanafanyakazi katika taasisi nyingine.

Waziri Ghasia akionyesha ni jinsi gain ufisadi bado unaitikisa nchi, alitoa mfano katika shule moja mjini Moshi ambako kuna mwalimu mwenye hundi ya malipo ambaye alikuwa na cheo cha Afisa Elimu Msaidizi daraja la Kwanza, lakini hajawahi kuhudhuria mafunzo ya ualimu.

Kwa mshangao, Ghasia alisema mtu asiye na sifa alikuwa akipandishwa vyeo muda wote kana kwamba amepewa mafunzo ya ualimu, na kuhoji vipi alipelekwa kufundisha shule hiyo ambayo hata hivyo, alikata kuitaja, bila kuwa na sifa.

Alifafanua kwamba, katika zoezi hilo shule za sekondari 2,861 ambazo wakati wa uchunguzi huo zilikuwa na walimu 26,953 zilikuja kubainika walimu 1,413 walikuwa hewa ambao walilipwa mishahara benki iliyofikia kiasi hicho cha Sh3.4 bilioni.

Ghasia aliongeza kwamba, fedha hizo hazijumuishi walimu wanaodaiwa kwenda mafunzoni bila kuzingatia sheria, kanuni na taratibu zinazohusu mafunzo kwa watumishi wa umma.

Alifafanua kwamba, katika ukaguzi huo uliofanywa kutekeleza Sheria Namba 8 ya Utumishi wa Umma ya mwaka 2002, ambayo kipaumbele kilikuwa ni mahudhurio kazini, uzingatiaji kanuni za Sheria ya Ajira, Mahitaji ya Watumishi na Ukaguzi wa Malipo ya Mishahara, ilibainika baadhi ya walimu wanafundisha chini ya kiwango kwa asilimia 50.
Mikoa vinara kuwa na watumishi hewa na idadi yao katika mabano, ni Dar es Salaam (21), Morogoro (149), Mwanza (132), Iringa (119), Mbeya (101), Rukwa ( 95), Arusha (72), Dodoma (57), Shinyanga (52) na Singida (50).

Mingine ni Lindi (4), Tanga (4), Mtwara (41), Pwani (40), Kagera (35), Manyara (35), Tabora (33), Kilimanjaro (27), Ruvuma (27) Mara (19) na Kigoma wa mwisho (15).

Hatua zilizochukuliwa, waziri Ghasia alifafanua kwamba uamuzi wa kwanza ni kuwaondoa walimu hao hewa katika mfumo wa malipo ( Payroll), ambao Ofisi hiyo ilichukua hatua hiyo kwa walimu hao 1,413 katika malipo ya utumishi wa umma hadi ilipofika Desemba mwaka 2007.

Alisema hatua ya pili, Wizara ya Elimu na Mafunzo ya Ufundi imechukua hatua ya kuwaondoa kwenye orodha ya malipo ya mishahara ya watumishi 1,853 waliobanika kutokuwapo kazini bila ridhaa ya mwajiri.

Hivyo kufanya idadi ya watumishi waliondolewa kwenye orodha ya malipo kufikia 3,266 hadi ilipofika Machi, mwaka huu, huku hatua inayoendelea sasa ikiwa ni kuchunguza mtandao huo kwa undani ili watuhumiwa wafikishwe mahakamani, alisisitiza.

Alisema mchakato unaofanyika sasa ni kubaini fedha hizo zimeingia katika mikono ya nani.

Ufisadi katika Wizara ya Elimu ni moja ya kasfha kubwa, ambazo zimeubuliwa na serikali ya awamu ya nne ikiwa imeanzi miaka ya nyuma.

Kaka hawawezi kutafuta software ambayo itawaondolea ulaji take that, hakuna atakaye ikubali.
 
Mimi nawafahamu watu/walimu kibao hawako vituoni kwao, wanapokea mishahara tu miaka yote.
Shule zote ambazo zina walimu wachache, kwa uhakika zilipangiwa waalimu, ila waliripoti na kuhakikisha mishahara imetumwa then wanaomba likizo/ruhusa nk na kwenda kutafuta kazi mahali pengine, mishahara inaendelea kuingia tu, hakuna wa kustopisha.
Sasa mtu atafanyaje wakati anataka kuishi mjini wakati kapangiwa kijijini, na mshahara anautaka? Na hakuna sheria?

Mbona hao watumishi hewa wana taarifa nyingi za kuisaidia polisi?Uwajibikaji sifuri kabisa.

Hii pesa ya serikali mbona haina msimamizi?Mara ufisadi,utumishi hewa huku maskini wakizidi kuwa wengi na wafanyakazi na wafanya biashara wakikamuliwa kodi nyingi!Anguko la serikali hii hiloooooooooo!
 
The government yesterday announced the unearthing of 1,413 ghost employees on the payroll of the Ministry of Education and Vocational Training.

There is an ongoing drive to identify fictitious public servants in various ministries and government departments.

Salaries amounting to 3bn/- of the ghost workers have already been suspended, the Ministry of State in the President Office (Civil Services Management), Hawa Ghasia announced at a news conference here yesterday.

She said both the phantom workers and other officials involved in the dubious payments would be taken to court, but declined to specify the date.

Investigations, according to the minister, have already led to the identification of specific employees involved in the racket.

``All those implicated in the dirty racket will face legal action. They will be fired and taken to court,`` said the minister.

The inquiry was aimed at identifying the number of genuine staff employed by the Ministry of Education and Vocational Training.

According to the minister, the investigation has uncovered serious problems in the Education ministry, including payments of salaries to the banshee staff.

Investigations revealed that out of 26,953 teachers employed in 2,861 secondary schools, 1413 were ghost
teachers who had illegally been receiving salaries through the banks.

According to the minister, a countrywide verification exercise that was conducted between March and December last year in a number of secondary schools resulted as follows�Dar es Salaam (218), Morogoro (149), Mwanza (132) and Iringa (119), Rukwa (95), Arusha (72), Dodoma (57), Shinyanga (52) and Singida (50).

Others were Lindi (48), Tanga (48), Mtwara (41), Coast Region (40), Kagera (35), Manyara (35), Tabora (33), Kilimanjaro (27), Ruvuma (27), Mara (19) and Kigoma (15)``Dar es Salaam, Morogoro, Mwanza, and Iringa, were leading in employing a bigger number of ghost workers,`` she said.

This is not a new problem in the Ministry of Education, and is chiefly caused by failure by school managements to submit names of retired, dead, and transferred teachers to the Civil Service Department, according to Ghasia.

``This is a common and longtime phenomenon in this ministry. Ministry officials do not bother to delete names of retired teachers from the payroll, even after receiving instructions from school heads,`` said the minister.

The investigation has also unearthed teachers who had been receiving double salaries.

The minister said most of the ghost teachers were those employed under the government`s crash education programme.

The scheme has been adopted by the government to end the critical shortage of teachers in secondary schools.

``According to our investigations, the programme has contributed to the increased number of ghost teachers, because most of them have quit their jobs and joined higher level institutions,`` she said.

The minister said that officials of the Ministry of Education had been approving payments for vacant posts left by teachers who were employed under the crash programme.
Some school managements had been unable to secure permission to employ new teachers because of the ghost teachers, she said.

``The presence of phantom employees has caused serious shortage of teachers in the newly-established and old secondary schools throughout the country,`` said the minister.

Ghasia said the government had already dismissed 1853 employees of the Ministry of Education for failure to execute their duties, mostly due to absenteeism.

Wizara ya Elimu ina maafisa elimu takwimu kwenye ngazi za wilaya, hawa huwa wana kazi gani? Au wanapeleka takwimu za wanafunzi tu?

Kila mtumishi anapoajiriwa huwa ana file lake ambalo linaonyesha mwaka aliozaliwa na hivyo impliedly mwaka wa kustaafu utajulikana, hapo mwenye kosa ni nani?

Mtumishi akifariki huwa kuna taraibu za mirathi ambazo lazima zimguse mwajiri wake, hao wanaokufa na kuendelea kulipwa ina maana mambo ya mirathi huwa hayafanyiki? Na kama mambo ya mirathi yalishashughulikiwa ina maana file halionyeshi kwamba huyu mtu alishatangulia mbele ya haki???

Excuses nyingine ukizisoma zinatia kichefuchefu. Kama kila mwezi zinapotea bilioni 3, kwa mwaka ni bilioni 36. Ukininua software na ku-computerize filing system ya walimu wote Tanzania nzima utakuwa huna haja ya kuingia gharama za kwenda kila shule ku-verify idadi ya walimu.

Mimi nilidhani kwamba labda wanaolipwa ni wale ambao wamepata ajira fake na kumbe ni wastaafu na marehemu na hapo kiini ni UZEMBE na poor system ya kutunza records!

Majibu kamili ya Mwantumu Mahiza haya hapa chini. Yaani siamini kama ni huyu aliyekuwa anaongoza shule ya Mwalimu JK Nyerere kabla ya kuwa waziri!

Ghost workers` scam involves almost all ministries - Mahiza

The Education and Vocational Training Ministry said yesterday that the ghost teachers scandal unearthed on Thursday involved almost all government ministries and departments.

``It is a network that involves various government ministries and not the Education ministry alone,`` said Deputy Minister of Education and Vocational Training, Mwantumu Mahiza, in an exclusive interview here yesterday.

The Minister of State in the President`s Office (Civil Service Management), Hawa Ghasia, told reporters on Thursday that the government had unearthed 1,413 ghost workers on the payroll of the ministry of Education and Vocational Training.

But yesterday, Mahiza said although her ministry had courteously accepted to shoulder the blame, the dubious payments made to ghost teachers were facilitated by several government departments.

``The Ministry of Finance approved these payments, the Civil Service Department, which keeps records of public servants, must also be involved in one way or another. The blame should not go to the Ministry of Education and Vocational Training alone,`` she said.

Mahiza, however, said that her ministry had started conducting internal investigations soon after reports on the scandal surfaced on Thursday.

"We have started our own investigations on who were really responsible and how the dubious payments were made," she said.

The Minister for Education and Vocational Training, Prof. Jumanne Maghembe, will issue a statement once the investigations had been concluded.

She, however, could not give a specific time-frame for completion of the exercise.

The ghost teachers were uncovered by the government during an audit that was undertaken in between March and December, whereby it was established that phantom staff were pocketing 3bn/- per month.

The national-wide verification exercise conducted in secondary schools listed the number of ghost teachers as follows?Dar es Salaam (218), Morogoro (149), Mwanza (132) and Iringa (119), Rukwa (95), Arusha (72), Dodoma (57), Shinyanga (52) and Singida (50).

Out of the secondary schools in question, Dar es Salaam, Morogoro, Mwanza, and Iringa schools were leading in hosting a bigger number of ghost teachers.

The government attributes the problem to failure by school managements to submit names of retired, dead, and transferred teachers to the Civil Service Department.

Habari njema of course kutoka serikalini ni tu tutakaposikia wamesema inatosha. Wakatoka wakatuachia nchi yetu. Lakini kubwa kabisa ni kutuachia nchi katika mikono ya watu safi. Kila siku hilo ndilo dukuduku langu.
