Security agencies deployed in Kampala as terror threats increase

KAMPALA- Security agencies have deployed both the police and military police in and around the Kampala city following reports that a terrorist organisation planned to attack Entebbe International Airport today.

The US Embassy issued an advisory to its citizens in Uganda telling them to reconsider their travels through Entebbe airport today.


"The US Embassy has received information from the Uganda Police Force (UPF) that according to intelligence sources there is a specific threat to attack Entebbe International Airport by an unknown terrorist group today, July 3…. Individuals planning to travel through the airport this evening may want to review their plans in light of this information," the statement reads in part.

Last week, the Inspector General of Police, Gen. Kale Kayihura, said Entebbe Airport was at the risk of being attacked by terrorists and they (terrorists) had already carried out trial runs on how they would carry out the attack.

Today, counter terrorism police and military officers manned the city centre and all major entrances to the capital. They erected barriers and closed some roads before carrying out searches.

Kampala Metropolitan Police spokesman, Mr Patrick Onyango, said the action was to prevent terror attacks during the World Cup finals.

"We also have several international conferences underway in Munyonyo and in hotels in Kampala. We have to ensure that all those visitors are secure," Mr Onyango said.

The US Embassy has advised its citizen to remain alert.

Bundibugyo and Kasese attacks, more than 60 killed

The UPDF spokesperson for Rwenzori region, Lt Ninsiima Rwemijuma, yesterday said 55 of those killed in Bundibugyo were part of the group that attacked a police station, military barracks, a bank and the Resident District comissioner’s home on Saturday evening. Two civilians were killed in the gunfire as were two soldiers and two police officers.

The attacks

Bundibugyo Town was turned into a battlefield on Saturday as the military engaged armed groups that attacked the main police station, Kanyamwirima Barracks and Stanbic Bank offices.

By yesterday, bodies were still littered in the town’s streets as security agents continued a mop-up operation to arrest those believed to be behind the attacks.

The Inspector General of Police, Gen Kale Kayihura, and the Commander of the Special Forces, Brig Muhoozi Kainerugaba, had by last evening arrived in Bundibugyo to oversee the operations while the Defence minister, Dr Crispus Kiyonga, who hails from Kasese, was also on his way there.

The death toll in the clashes has now hit 90

"Investigations are pointing to area politicians and a witch doctor who hails from Democratic Republic of Congo who helped them attack out stations," Ms Namaye said.

Deputy police spokesperson, Ms Polly Namaye, says 75 deaths are of suspected attackers, 11 are civilians, five police officers and one soldier.




However, there are claims that more than five army officers died when the group attacked the military facility.




At least 22 rifles are missing from police and private security facilities in districts of Kasese and Bundibugyo.
Ms Namaye says the attackers were coordinated by local leader and politicians, who are yet to be interrogated.

WHERE WERE MY SPIES? MUSEVENI ASKS

President Museveni yesterday broke his silence, blaming intelligence agencies, specifically the Internal Security Organisation for failure to detect and thwart the Saturday afternoon bloody attacks in Kasese and Bundibugyo that have so far left more than 90 people.

Mr Museveni's statement yesterday questioned how the attackers had evaded intelligence agencies, there was a failure of intelligence. How did these people weave such a scheme without being pre-empted? What were the GISOs doing?" President Museveni asked.

The GISO's – Gombolola Internal Security Officers, are part of the ISO structure, that maintains presence up to the grassroots. ISO maintains presence in all parts of the country up to the parish level, and it is understood the intelligence audit will look into how its structures could have failed to detect this.




Veteran Security Chief David Pulkol, a former head of the external intelligence agencies yesterday agreed with President Museveni on the lapses in intelligence handling – and blamed the police, ISO and Chieftaincy of Military Intelligence.




"What had become of our intelligence agencies? May be everybody is looking at Kyankwanzi resolution, President Museveni's fifth term and they have forgotten about al-shabaab? This intelligence failure has baffled us. It sends a wrong message. How can this find everybody unprepared?" Mr Pulkol said, He says security and intelligence agencies are carrying out "arrest-led operations," not "intelligence-led operations", which accounts for failure to "detect, report and curtail these attacks".


ISO Director General, Brig Ronnie Balya, admitted that some of his staff – the GISOs had been in the areas for a long time and become complacent. According to Brig Balya, the law as it is currently does not provide for the transfer of GISOs. He said ISO should not be blamed alone because security at the sub-county and regional level is the responsibility of the army, police and ISO.





"There are many actors in this. We need to study it scientifically, who didn't do his work and who did," Brig Balya said, " we are going to investigate who reported and who didn't," he said by telephone.

"We have to investigate to find out who reported and who didn't report. We will examine the Rwenzori region at different levels including political, command and intelligence," the ISI Chief said.




Although, the president said the attackers had been defeated by stopping them from overrunning the UPDF 39 battalion camp, they managed to capture over 20 guns.

Mr Museveni, promised that government would deal with the perpetrators of the attack and described them as a "selfish bunch of people" and warned that the "scheme is doomed to total failure".

Good soul searching questions Mr.President, hopefully same is done by Tanzanian and Kenyan intelligence agencies

Rais kulalama kwenye public haisaidii, kwani hajui kuwa aliyepewa madaraka makubwa ya usalama wa Uganda in mwanaye Muhohozi?, na hajui kuwa top agenda ya muhohozi ni kupambana na wale wanaopinga yeye kutawazwa kuwa rais ajaye?. Shame upon him.
