Ripoti ya Benki ya dunia kuhusu viashiria vya utoaji wa Huduma kwa Sekta za Elimu na Afya inaeleza kwamba Tanzania imeonyesha maendeleo ya kuvutia katika sekta yake ya Elimu katika kipindi cha takriba ni muongo mmoja uliyopita. Viwango vya kumaliza shule za msingi viliongezeka kutoka 55% mwaka 2000 hadi 80% mwaka 2012. Tanzania pia ilifanikisha usawa wa kijinsia kwa wanafunzi na walimu.

Pamoja na maendeleo haya ambayo ni chanya sana, imeonekana kwamba sehemu kubwa ya wanafunzi wa Kitanzania hawajifunzi mashuleni. Matokeo haya yana uwezekano mkubwa kuwa na uhusiano na ubora duni wa utoaji huduma. Mfumo wa elimu wa Tanzania unahitajika sasa kutoa ubora kwa wanafunzi wake ili kuwapatia nyenzo za kukabiliana na ushindani katika masoko ya kazi ya kitaifa, kikanda na kimataifa.

Kwa upande wa Afya, Tanzania imepata mafanikio makubwa katika miaka ya hivi karibuni. Kwa mfano, kiwango cha vifo vya watoto wachangakimeshuka kwa wastani wa 3.7% kwa mwaka, upungufu huu ukiwa ni wa kasi kubwa zaidi miongoni mwa nchi 20 katika ukanda huu.

Hata hivyo, mafanikio mengine yajayo yatakuwa na changamoto zaidi, jitihada za kupunguza vifo vya wajawazito na watotovitokanavyo na uzazi zimedhihirika kuwa ni ngumu na za gharama kubwa, na kushughulikia mapungufu ya utendaji yaliyoainishwa na tafiti katika vituo vya afya na watoa huduma walio mstari wa mbele itakuwa ni kielelezo muhimu cha maendeleo.

Wakati Dira ya Maendeleo ya Tanzania ya mwaka 2025 ikitoa mwongozo wa maendeleo ya kufanikisha nchi kuwa na hadhi ya kipato cha kati, changamoto zinazoikabili sekta ya afya ni: Ni nini kitasukuma wa hatua ijayo ya maendeleo ya afya yanayotakikana kuiwezesha nchi kufikia viwango vya ubora vya nchi zenye pato cha kati?

Nikiendaga maeneo ya vijijini ndipo naelewa ukubwa wa changamoto kwenye huduma za Afya na Elimu ulivyo.. Hali ni mbaya kwa kweli. Na mbaya zaidi huko ndiko kuna wananchi wengi zaidi kulinganisha na maeneo ya mijini..

Kama dawa ni tatizo sana, ni vyema wataalamu wa tiba asilia (wale orijino) waangaliwe kwa jicho la tatu.. Wana dawa wale.. Na wanatibu wanakijiji vizuri tu miaka kenda!
 
Nikiendaga maeneo ya vijijini ndipo naelewa ukubwa wa changamoto kwenye huduma za Afya na Elimu ulivyo.. Hali ni mbaya kwa kweli. Na mbaya zaidi huko ndiko kuna wananchi wengi zaidi kulinganisha na maeneo ya mijini..

Kwa mujibu wa Ripoti hii, ni wazi kuwa tunao walimu ambao wanaiua Elimu yetu Tanzania. Kama ni kweli dhana hii, nini pendekezo la Benki ya Dunia ili kuweza kuibadili hali hii na kuboresha maisha ya watanzania?

Na upande wa Afya ni kama walau tunaelekea kuzuri japo kuna mdororo; ripoti hii upande wa Afya na Elimu inaakisi kilichotokea wakati wa utawala wa Kikwete - Benki ya Dunia inaona dalili gani (forecast) kuelekea ripoti ijayo katika Utawala huu mpya wa Rais Magufuli?

Ni vema tukaambiwa changamoto hii itaisha lini , maana hata kama vifaa tiba vimejaa tele ( kwa maana ya MRDT'S etc ) yaani kama unaweza kujua mtu ana malaria kiasi gani lakini dawa hamna , hiyo itakuwa sawa na zero , changamoto kubwa ni miundo mbinu mibovu inayokwamisha wagonjwa kufikishwa hospitali .

Mkoa wa Morogoro ni mfano wa kutia aibu kwenye hili .

Mapendekezo yetu kwa Tanzania ni kuwa na mpango bora wa kuwaendeleza walimu walio makazini, kuchagua wanafunzi bora kujiunga na ualimu, mtaala bora, usimamizi wa walimu, ushiriki wa wazazi kusimamia maendeleo ya watoto shuleni na nyumbani na ubunifu wa utumiaji wa rasilimali chache zilizopo.
