Extraordinary Summit of Heads of State and Government in Maputo, Mozambique on 23 June, 2021​

The Southern African Development Community (SADC) will hold Extraordinary Summit of Heads of State and Government on 23rd June, 2021 in Maputo, Republic of Mozambique to discuss issues of regional integration, cooperation and development.

His Excellency Filipe Jacinto Nyusi, President of the Republic of Mozambique will Chair the Extraordinary Summit in his capacity as the current Chairperson of SADC.

The Republic of Mozambique and several SADC Member States have declared days of national mourning in honour of the late first President of the Republic of Zambia H.E Dr Kenneth David Buchizya Kaunda who played a pivotal role in the formation of the Southern African Development Coordination Conference (SADCC), the forerunner to SADC and in this regard, the SADC flag, and those of SADC Member States shall be flown at half-mast during the Extraordinary Summit and preceding meetings.

Summit will, among the key issues, discuss the regional response and support to the Republic of Mozambique in addressing terrorism, regional food and nutrition security, gender and development, and progress in the regional response to HIV and AIDS and COVID-19 pandemic.

The Summit will review progress made in the implementation of the theme of the 40th SADC Summit; SADC: 40 Years Building Peace and Security, and Promoting Development and Resilience in the Face of Global Challenges, which was endorsed by the SADC Summit in August, 2020.

The Summit will also mark the regional commemoration of the 40th Anniversary of SADC with the launch of three publications by His Excellency Filipe Jacinto Nyusi, President of the Republic of Mozambique, in his capacity as the Chairperson of SADC.

The publications to be launched are; 40 Years of SADC: Enhancing Regional Cooperation and Integration; Volume 2 of Mozambique SADC Success Stories; and the Hashim Mbita (Southern African Liberation Struggles). General Hashim Mbita | The Presidency

The Summit of Heads of State and Government is the supreme policy-making institution of SADC with the responsibility for the overall policy direction and control of functions of the community in accordance with Article 10 of the SADC Treaty.

SUMMIT TROIKA OF THE ORGAN
The SADC Organ on Politics Defence and Security is managed on a Troika basis and is responsible for promoting peace and security in the SADC region. It is mandated to steer and provide Member states with direction regarding matters that threaten peace, security and stability in the region. It is coordinated at the level of Summit, consisting of a Chairperson, Incoming Chairperson and Outgoing Chairperson, and reports to the SADC Summit Chairperson.
The SADC Summit and Organ Troika Summit are mutually exclusive; and, the Chairperson of the Organ does not simultaneously hold the Chair of the Summit. The Organ structure, operations and functions are regulated by the Protocol on Politics, Defence and Security Cooperation. Like the Summit chair, the Organ chair rotates on an annual basis.

Who is General Hashim Mbita :
Profile of General Hashim Mbita
General Hashim Mbita was born in Tabora, Tanzania where he grew up and went to the famous Tabora School, known for nurturing luminaries of the immediate post-independence government from Mwalimu Julius Nyerere to Chief Said Abdallah Fundikira.

He worked as Press Secretary to President Nyerere and later as the Tanganyika African National Union’s Publicity Secretary. Given Nyerere’s overhaul and rebranding of the army following the 1964 army mutiny, including the introduction of political education, Mbita was sent for military training in the United Kingdom and then appointed Political Commissar in the army. This was a position at the time that was called for courage and commitment because it was highly dangerous.

In 1970 he was appointed Party National Executive Secretary. In 1972 he was appointed Executive Secretary of the then Organisation of African Unity’s (OAU) Liberation Committee.

He focused on expediting support for the armed struggle, resulting in cracks appearing in Lisbon, which would eventually see a coup against the Caetano fascist regime leading to the liberation of Mozambique, Angola, Guinea Bissau and Cape Verde in 1975. But his greatest challenge was over Zimbabwe.

At the Final Meeting of the OAU Liberation Committee in Arusha in August 1994, Nyerere praised General Mbita for “his contribution to the liberation of the continent.” General Mbita faced many challenges.

Firstly, not withstanding the Cold War, the Eastern bloc – which supported the liberation struggle – was itself divided with the Soviet block and China supporting different movements in each colonised country. General Mbita’s work and commitment to liberation is known in all the African countries that went through the armed struggle
