You mentioning the success of China but what you failing to mention is that FDI have played vital role of pushing China to Market oriented Economy. For example from 1978 -1995 China received FDI worth of USD Billion 128. with that amount of FDI you can understand why its turning point was too fast.

Second example, between 1989 to 1994 the FDI to Africa was only USD 15.28 Billion at the same time, the FDI to Malaysia alone in respective time was USD 21 Billion, in Singapore at the same time was 33 Billion ,while to Thailand was 21 USD billion. New hope as Obama gives Dar what Bush took away

Tanzania now has fresh hopes of accessing billions of shillings in contraceptive funds from the United States following the departure from office of former President George W. Bush.

President Barack Obama, who succeeded Mr Bush after his historic win in year's election, has reversed an executive order by Mr Bush that dried up family planning funds to mostly poor countries, including Tanzania.

Health and Social Welfare minister David Mwakyusa admitted in an interview with The Citizen that the means for providing family planning services were constrained following a decision by Mr Bush to restrict funding to agencies considered as helping in abetting abortion.

Crucial contraceptives, like family planning pills, condoms and other related health services were funded heavily by money donated by the US to organisations such as Marie-Stopes International and USAID, which channelled the funds to national family planning associations.

In Tanzania, the magnitude of the Bush policy was quickly manifested in a drastic reduction in government budgetary allocations to family planning programmes that fell to zero in the last financial year.

Official details indicate that the Government had not released any funds this current financial year for the essential services. This huge gap, falling from Sh7.7 billion in 2005, alarmed service providers who, are concerned about its negative consequences to the nation.

Mr Tim Roche, the head of USAID's Deliver Project, told a recent forum that Sh3.2 billion had been budgeted for contraceptives, but nothing had been released.

The trend has been declining, with allocations dropping from Sh8.7 billion in 2006/2007 to Sh2.2 billion in 2007/2008.

But Prof Mwakyusa was optimistic that the situation will now be reversed following Mr Obama�s decision to resume funding.


The minister said the Government had not yet taken stock of the full impact or effects of the funds shortage. "But I assure the public that this problem will be over since the funding is to resume," said Prof Mwakyusa.

Health experts say contraceptives were key to among other things, family planning, and reduction of maternal and infant deaths.

Marie-Stopes Tanzania head of communication John Bosco told The Citizen that it was unfortunate funds had not been set aside locally to procure the contraceptives.

He added that a number of negative effects were likely to occur among families that depended on contraceptives.

"The contraceptives are very useful in family planning and unplanned pregnancies could now shoot up if the Government does not have a budget for these products," Mr Bosco said.

He warned that abortion cases could rise if contraceptive pills were not provided to those who depended on them to avoid unwanted pregnancies.

Meanwhile, medical experts called for the establishment of a procurement monitoring mechanism to prevent misappropriation of the contraceptive funds.

The scheme did not receive any funds for the year 2008/2009.

Mr Roche argued for family planning as a worthwhile investment as it could reduce maternal deaths by up 35 per cent.

It could also reduce, he said, infant deaths by 24 per cent and child deaths by per cent.

He argued that contraceptives cut incidences of infant HIV infection and reduced recourse to abortion.

He called for the immediate release of funds allocated for contraceptive procurement in the current financial year.

Mr Roche also called for commencing of advocacy now for a 2009/2010 allocation substantial enough to cover needs and rebuild the pipeline

"Include funds for contraceptive procurement in the next Global Fund proposal and mobilize donors to make emergency "gap-bridging" pledges," he said.

He said that during the years 2004 to 2007, contraceptive funding was forthcoming and sufficient to cover the projected needs as determined by the annual quantification exercise but the allocations had since decreased dramatically.

There were also challenges such as uncertain funding levels, unpredictable procurement and unpredictable timing of release of funds by the Treasury.

Others were poor availability of logistics data at facility level and weak forecasting and monitoring capacity.

According to the February stock, the report shows the needs of microgynon doubling while others like LoFemenal, injectables, IUD, implants and condoms remain the same in the 2010 projections.
