Baada ya dhiki faraja.... Siasa zimeanza kuingia tena katika ulingo wa uwiano huku kwa akina watani wenu wa jadi. PNU na ODM zipo mbioni kuhalalisha the Annan Deal huku kimbunga cha siasa motomoto kikionekana kana kwamba kinayeyuka. Yamkini Rais Emilio Mwai Kibaki ameona kwamba sasa yupo kwenye term yake ya mwisho na muhimu sio kuleta watu wa kwao pembeni ila kuwaachia wakenya legacy ya kumkumbuka nayo. Kama hili ni la hakika basi Raila na ODM wana nafasi kubwa kumsaidia huyu mwenzetu asiyumbishwe na makaidi fulani ndani ya chama chake cha PNU kama vile ilivyokuwa baada ya ushindi wake 2002. Raila na ODM wameamua kusahau yaliyopita na kujenga taifa na akina PNU pamoja na hata ODM-K ya Kalonzo. Ile mentality ya "Winner Takes it All" sijui ni kama inatiwa kitanzi huku kwetu au ndio libeneke la siasa si mnaelewa tena wakuu tuko Afrika eti.... Sijui kama inawakumbushine mbio za riadha za masafa marefu huko New York Marathon wakati waKenya saa zingine hulipuwa kivumbi na kuchukua nambari zote tatu tangulizi....muhimu ni tim wek eti.... Wanahabari nao hawaachwi nyuma katika kuipigie debe maafikiano ya Annan kwa kuangazia Raila na Timu yake. Hata kabla ya kubuniwa kwa serikali hii mpya ya muungano, tayari harakati zinapamba moto huku Raila akipewa sasa ulinzi kama VIP na kikosi hatari cha FFU kinachowalinda wakuu nchini. PNU imefanya mkutaano wa wajumbe wake na wote 78 wamepitisha kwa kauli moja kuisapot mswada wa Annan bungeni ilikuitundika kwenye katiba na hivyo basi kuihalalalisha. ODM watafanya mkutano wao Jumatano. Msimamo wao hautakua tofauti na wa akina Kibaki (PNU). Kisha timu zote mbili au wajumbee wote nchini wa PNU na ODM watafanya mkutano wa pamoja Alhamisi asubuhi. Utaongozwa na Raila na Kibaki. Wataambiwa umuhimu wa Mswada huu na kushinikizwa waiharakishe bungeni kwa kupunguza mijadala ili wadhfa wa Mizengo Pinda wa kwetu utengezwe mara moja. Mswada wenyewe unabadilishwa toka kuwa Azimio tu na kuwa mada ya bunge au (Bill) na timu toka pande zote mbili: Mwanasheria Mkuu Amos Wako, James Aggrey Orengo ( Mwanasheria mkongwe nchini na ni mbunge wa ODM), Mutula Kilonzo (wa ODM-K) na makatibu wawili watokao PNU na ODM. Baada ya mswaada kuwasilishwa bungeni na kupitishwa na wajumbe kwa uamuzi wa pamoja, utaenda kwa Kibaki ambaye ataupiga siaini mara moja na AG Amos Wako atauchapisha kwenye gazeti la serikali kama kipengele halali cha Katiba ya Kenya. Hii ikiisha Raila na Kibaki wataketi chini na madvaiza wao na kuunda list ya baraza mseto ya mawaziri wakifuata ile 50/50% ya Annan. Kutakuwa na mawaziri 38 kwa jumla na wizara nyeti ni lazima zigawanwe pia wakifuata hio 50/50. Leo hii 4/03/2008 Raila atakutana na Kibaki katika Ofisi za Rais Nairobi. Watajadili mada ya vile ufunguzi rasmi wa Bunge alhamisi itafuatwa. Na kuonyesha kwamba mambo sasa pengine itakuwa shwari tayari Raila analindwa kama Waziri Mkuu (in-waiting) na mimi kama mwana ODM damu na mifupa nasema ni ahsante kubwa kwa mwenyezi Mungu. By last evening, Raila who is widely believed to become the second Prime Minister in independent Kenya following the historic power-sharing deal with President Kibaki had already been assigned an official motorcade with outriders. The founding father of the nation, Mzee Jomo Kenyatta, was the first PM between 1963 and 1964. Railas official motorcade is part of preparations for the implementation of the agreement signed between him and President Kibaki last Thursday. Picture by Boniface Okendo Officers from General Service Units Recce squad have also been seconded to Railas homes in Nairobi and Bondo to boost his security. Another team of officers from the same squad will be trailing him wherever he goes. Sources at his Nairobi home last night were already beefing up security. "We are erecting a temporal tent to accommodate the officers who are coming. Another team is on the way to Bondo," said a source at Railas house in Nairobi. The development came after a meeting of senior government officials at the Office of the President for the better part of Monday morning. At least four limousines have been identified to be assigned to the Langata MP, even as the concerned officers sourced for more vehicles, a source told The Standard. The security personnel will also take over the security of Railas family. Officers from Recce Company an elite squad specially trained to protect VIPs are usually seconded to supplement the security of the President, Vice-President and their families. After providing State security to Raila, senior government operatives who would soon have the Langata MP as their boss were busy trying to sort out their next headache his official residence and where his offices will be stationed. A senior government official told The Standard that the matter was a "high priority" issue already under discussion. "We are consulting over his residence and offices," said the official who promised to get back to us with further details. Under the newly structured pecking order in the country, Raila becomes the second most powerful leader after President Kibaki, and the State must quickly identify another secure palace, outside of State House, to house the PM. There were unconfirmed reports that the government was thinking of completing the stalled Sh60 million-palace in Karen that was being constructed for the countrys Vice-Presidents. Kenyans were asking several other questions concerning Railas new status. They were wondering whether Raila would be the man the President would delegate State power whenever he travels outside the country. During the presidency of Nelson Mandela in South Africa, the statesman made history when he delegated his powers to political rival, Kwazulu Natal Chief Mangosuthu Buthelezi, when he travelled overseas. On the issue of offices, Kenyans were also wondering whether Raila and Kibaki would share offices at Harambee House. Besides the two senior-most leaders, Kenyans will also be watching what image Mrs Ida Odinga will cut for herself compared to that of First Lady Lucy Kibaki who is an ambassador of goodwill. During the campaigns ahead of the December 27 elections, Ida had hoped that her husband would be the next occupant of State House and publicly challenged Lucy to welcome and show her (Ida) around the seat of power. But the new power-sharing deal now leaves the two as the most powerful women in the land. Whereas Lucy remains the First Lady, Kenyans will have to find a new and respectful reference for Ida.
