Moscow (AFP) – President Vladimir Putin said Tuesday the situation in four territories of Ukraine that Russia claims to have annexed but does not control militarily was "extremely difficult".

Putin in September announced the annexation of four regions in the east and south of Ukraine after Moscow proxies held referendums there, denounced as a sham by Kyiv and the West.

His troops never fully controlled any of the territories and last month were forced to retreat from the regional capital of the southern Kherson region after a months-long Ukrainian counteroffensive.

"The situation in the Donetsk and Lugansk People's Republics, in the Kherson and Zaporizhzhia regions is extremely difficult," Putin told the Russian security services on their professional holiday.

Singling out those working in the "new regions of Russia", he added that "the people living there, the citizens of Russia, rely on you, on your protection".

Putin said that "maximum composure and concentration of forces" was required of Russia's counterintelligence operations.

"It is necessary to strictly suppress the actions of foreign intelligence services, to quickly identify traitors, spies and saboteurs," he added.

Putin's comments come one day after his first visit in several years to neighbouring Belarus for talks with strongman leader Alexander Lukashenko, who allowed Russian troops to initiate their military intervention in Ukraine from his territory in February.

Ukraine said after the visit that there was a growing threat of another potential attack from Belarusian territory but that its forces were taking steps to prepare.

"We closely monitor the weapons being transferred from Russia," said commander of Ukraine's joint forces, general lieutenant Sergiy Nayev.

"The level of the military threat is gradually increasing but we are also taking adequate measures".

Putin denied plans to absorb Belarus during the visit Monday but the two ex-Soviet allies vowed closer military cooperation going forward.

A former Russian deputy prime minister says he has been wounded during the shelling of a hotel in a Russian-controlled area of eastern Ukraine.
Dmitry Rogozin, who also once led Russia’s space agency, said on Thursday that he had been hit by shrapnel above the shoulder blade when the attack on the building, located on the outskirts of Donetsk city, took place a day earlier.

The 59 year old, a staunch supporter of Russia’s offensive in Ukraine, claimed in a post on his Telegram channel that he would require an operation following the incident.
“We have lived in this hotel all the last months, and for eight years the enemy has never shelled this place. Someone leaked information, and around 19:45 there were several high-precision hits, including in the place where we were directly located,” Rogozin said.

Rogozin has in recent months reportedly been involved with a team of military advisers providing support to pro-Russian forces fighting alongside Moscow’s troops in Ukraine’s east.
Donetsk city, the capital of the wider Donetsk region, has been controlled since 2014 by Kremlin-backed separatists, who have repeatedly accused Ukrainian forces of shelling the urban hub.
According to Russian media reports, Vitaly Khotsenko, the Moscow-appointed head of the government of the self-proclaimed, breakaway Donetsk People’s Republic, was also wounded in Wednesday’s shelling.
Denis Pushilin, the Russian-installed administrator of the portion of Donetsk controlled by Moscow, was quoted by Russia’s RIA news agency as saying that two more people who were next to Rogozin and Khotsenko died in the attack.
Donetsk is one of four partly-occupied regions, along with Kherson, Luhansk and Zaporizhia, that Moscow unilaterally moved to annex in September.
Combined, Luhansk and Donetsk form eastern Ukraine’s industrial Donbas region – the site of recent bitter fighting between Moscow’s forces and Ukrainian troops.

Elite Putin Officer Who Fled Russia to Avoid Ukraine War Faces Extradition​

Aformer member of Russian President Vladimir Putin's Federal Guard Service (FSO), who fled Russia to avoid the Kremlin's partial mobilization order, has been detained in Kazakhstan and faces extradition, according to local media reports.

Mikhail Zhilin, 36, was arrested on December 6 by police in Astana, the capital of Kazakhstan, as he attempted to board a flight to Armenia, according to reports.
He worked as a shift supervisor at the Federal Guard Service's special communications and information department in Siberia, and was responsible for communications between Putin's government and other Russian regions.
Zhilin had access to state secrets, which prevented him and other federal employees from leaving the country.
But on September 26, five days after Putin declared a partial mobilization, Zhilin fled to Kazakhstan and requested political asylum, which was rejected at the end of November.
On December 2, Zhilin was found guilty by a court in northeastern Kazakhstan of illegally crossing the border and sentenced to six months probation.
He attempted to fly to Armenia on December 6, but was detained at the airport in Astana.

Zhilin's wife, Ekaterina Zhilina, said she believed he was detained because Russia had placed him on an international wanted list for desertion and illegal border crossing.

She said she believes that if her husband is extradited to Russia, he will face ill-treatment and torture.
"A man who knows how to hold a weapon is now of great interest to Russia. That is, they will force him to go to war in every possible way," she said.
"We are afraid that torture will also be used for this. Because it is difficult to convince a person if he has a firm position on the war," Zhilina added.
Zhilina said her husband's relatives and lawyers are appealing the Kazakh authorities' decision to reject his political asylum request.
If extradited and convicted, Zhilin faces a maximum prison sentence of 15 years.
Siberian journalist Yevgenia Baltatarova, who is currently based in Kazakhstan, said on her Telegram channel on December 8 that the 36-year-old faces either a length prison term in Russia or service in "the death battalions," referring to the notorious mercenary unit the Wagner Group, which has been recruiting convicts for Putin's war in Ukraine.
After Putin announced a "partial" military mobilization on September 21, hundreds of thousands of Russians fled to neighboring nations, including Georgia, Finland, Kazakhstan and Mongolia.
Defense Minister Sergei Shoigu said Russia would be targeting 300,000 reservists and ex-military personnel with "certain military specialties and relevant experience." However, the figure in Putin's decree has not been disclosed to the public.
Kazakh Interior Minister Marat Akhmetzhanov has said that the Central Asian nation would only extradite Russian citizens who are on Russia's wanted list.
