Of late I discussed with you and therefore whistleblowing in regard to public fund stealing in the organization I am working on currently. Actually, I have been trying to share in piecemeal which in a way did not become effective.
The story started way back in 2015 whereby the CIA. Alphonse Akkarow who was then a very tough internal auditor was given a short-term transfer to Tanzania Wildlife Authority-TAWA leaving the office of the CIA under an acting person. However, from 2012 to 2015 there was immense friction which was about to take some big people out of office as clear and sufficient pieces of evidence were gathered. In this evidence, there are a number of emails I shared with one of the staff from TANAPA showing confirmation reply emails in regard to hundreds of millions of money of forgery receipts. Most of these receipts are of hotels and conferences halls in Dar es Salaam, Mbeya, Arusha, Mwanza, and Kilimanjaro regions.
While the Acting person was on the retirement process 2017, CIA. Alphonse Akkarow returned to TANAPA but by then DG Allan Kijazi denied him the office and since he was very much connected to John Kijazi then CS…akkarow was pushed away from tanapa by being transferred to Liwale District for the internal audit position.
In this way, management did “divide and rule” the internal audit department and the previous public fund stealing escalating to single-digit billions. The other guys like Justin Lema suffered the consequences for being thought might be as tough as his former boss and so exempted from some of the internal audit activities. This has been easy as Kijazi gained his friend and homeboy Christopher Mtibili who since the removal of Akkarow he was ineffectual.
How are these public stolen? There are cases where these EFD machines are technically tempered with IT people and be able to print fake receipts for supporting public payments. Secondly, is to create a phantom task force including phantom journalists and pay accordingly.
Why were these raised during JPM regime? Directly Jpm showed love to some of his begotten sons little did he know they were not human rather money scavengers. In turn Jpm makes Allan Kijazi powerful as of his own sort of Sabaya who silences anyone who tried to challenge him.
How do I support the safeguard of the public fund?
The easiest and the best way is to report confidentially to the top risk owner of a particular risk matter. Should there be any conflicting interest between the matter addressed and person consuming report, the tips are provided confidentially to external auditors or any authority provided that the issue/matter in line is within jurisdictions of their day-to-day activities.
There are cases where these external personnel, however, fail their integrity mostly due to bribes or any other inducement. In these cases, the evidence is taped for further report to CAG and any other such CEOs of other authorities and there is no short of evidence of the external auditors who were actually punished for their jeopardized integrity as a result of this report.
In case these two lines failed, the matter is normally whistle blown in very calm and light manner words without putting more evidence and clarifications to social media like jamiiforums and twitters. This is done to create a turning point for the doers, should they note that they are watched in almost 360 degrees for their doings.
Though some of the staff are suspected of information leaked out and sometimes they bear very painful consequences, it remains the only option to post the clarified evidence to social media for public consumption. ………………………………………………………………………………………….
