    Catholic Relief Services (CRS) is an International Non-Governmental Organization specializing in Relief and Community Development Activities through its partners. The Agency provides equal opportunity regardless of race, gender, religion, or disability.


    The Project Officer will provide overall coordination, management, financial, and technical support to the implementation of the Integrated Water Resource Management (IWRM) Program covered by CRS Civil Society Organization partners Tanzania.


    Technical Assistance:

    1. Coordinate with the PM to provide technical support to partners involved in IWRM programs, assist with program strategy and work plan development, and gUide partners throughout the project management cycle as outlined in CRS ProPack documents through the development and monitoring of annual & quarterly work plans.

    2. Provide supportive supervision to IWRM Project implementing partners to ensure smooth and orderly project implementation according to the project log-frame.

    3. Facilitate good collaboration and networking among the key CRS IWRM project implementing partners, encouraging peer leaming through the sharing of lessons.

    4. Inculcate partner commitment to promote project services that reflect Catholic Social Teaching which recognize the inherent worth and dignity of each person. Furthermore, assure the application of Do no Harm Principles in IWRM programming to strengthen community mobilization and reduce stigma.


    1. Represent CRS in IWRM programming forums as the need arises.

    2. Liaise with other development organizations working in the same areas with CRS-IWRM project partners to identify opportunities for collaboration and integration, hence, advising ways to increase the impact of the IWRM Project interventions. (Including: government departments, local Catholic Church and other foreign and local NGOs.)

    3. Develop strong working relationships between CRS- IWRM Project implementing partners with relevant district authorities.

    Monitoring and Evaluation:

    1. Maintain oversight of partners' relationships and compliance with donor regulations and grant requirements. Ensure regular and accurate reporting by CRS-IWRM Project partners and provide feedback to them regularly.

    2. Coordinate with the PM and the M&E Project Officer in leading the use of monitoring and evaluation systems for learning and adaptive management among project staff and partners.

    3. Ensure compliance with CRS project implantation strategy and schedule requirements and regUlations according to the approved project proposal and work plans.

    4. Assist partners in monitoring their project progress, and indicators using standardized program tools and formats.

    5. Assist partners in adhering to reporting outline and timetable.

    Finance and Budgeting:

    1. Support the CRS Water Resource Management Team and partners on the development of the annual budget.

    2. Provide financial oversight of the partner budgets, monitor expenses through out the year and maintain an updated bUdget status report inclUding all advances and liquidations and report to the PM.

    3. Work with partners to develop an estimate ef cash needs for funds on quarterly basis to be approved by PM and provide the same cash estimates.

    4. Ensure that the PM has the information needed to ensure cash flow to meet the needs of project partners.

    5. Coordinate timely review (within three days) of receiving partner liquidations for compliance to approved bUdget and compliance with donor requirements then submit to finance officers and the PM for review and feedback

    6. Notify the PM of any financial TA needs of the partner.

    Administration and Supervision:

    1. Submit timely progress reports to the PM.

    2. Submit quarterly plans as well as detailed monthly work plans at the start of the month to the PM.

    3. Participate in writing concept notes, country operational plans or proposals according to donor and CRS Pro Pack guidance as needed.

    4. Contribute to and maintain appropriate technical reporting documents and resources.




    1. University degree in sociology or advanced diploma in social work, community development.

    2. Experience of working wijh water resource management programs at least for two years.

    3. Proven project management with 3-5 years of experience.

    4. Good leadership and communications skills.

    5. Excellent facilitation.

    6. Excellent spoken and written English.

    7. Computer literacy MS Word, Excel, PowerPoint, intemet.

    i. Ability and Willingness to spend 50 - 60% time in project sites;

    ii. Ability to work independently and meet deadlines;

    iii.The position requires travel within Tanzania in areas with limited amenities;


    I. Responsible for projecting and updating quarterly work plan;

    ii. Responsible for assuring the project implementation timeline and alerting management to challenges herein and propose solutions.
