Dr. Jakaya Mrisho Kikwete has re-appointed Prof. Bonaventure Sylvand Ishengoma Rutinwa to the position of Deputy Vice Chancellor - Academic from 2021/2022 to 2024/2025 effective from 1st December, 2021.
Professor Rutinwa joined the University of Dar es Salaam in 1987 as a Tutorial Assistant. He holds a Bachelor of Laws, LL.B. (Hons) (Dar), Master of Laws, LL.M, (Queen’s University at Kingston, Canada), Bachelor of Civil Law, BCL, (Post Graduate Degree) (University of Oxford), Postgraduate Certificate in Refugee and Humanitarian Studies (University of Oxford) and PhD in International Refugee Law (University of Oxford). Before joining the academic staff of the University of Dar es Salaam, Prof. Rutinwa served as a State Attorney in the Attorney General’s Chambers, Ministry of Legal and Constitutional Affairs. He was promoted to associate professorship in 2004.
Until this re-appointment, Professor Rutinwa was serving in this position of Deputy Vice Chancellor-Academic since December 2017. He has also served as Chief Corporate Counsel and Secretary to the University Council between 2015 and 2017 and Chairman of the University of Dar es Salaam Tender Board until 2017; Dean, University of Dar es Salaam School of Law between 2012 and 2015; Coordinator, International Migration Management Project from 2007 to 2015; and Coordinator, Centre for the Study of Forced Migration between 1995 and 1997 and from 2012 to 2015; and Senior Legal Advisor to the United Nations High Commissioner for Refugees Office in Tanzania between 2004 and 2012. Prof. Rutinwa is an Advocate of the High Court of Tanzania and the Court of Appeal since 1993 and has also served as chairperson and member in a number of key national and international committees and boards.
