Mkuu, umeanza lini kujenga hoja zisizo na utafiti..? Kama ndege ilitunguliwa na wanajeshi, kwa nini Jeshi la Hyabyarimana liligeukia raia wasio na hatia? Najua we' ni mtaalam wa Politics na International Relations, unawezaje kusema genocide ni msamiati tu unaotumiwa na Kagame na si kweli kwamba waafrika wenzio kwa maelfu waliuliwa? Naomba ujifunze vizuri kuhusu maisha ya Kayumba Nyamwasa na kwa nini alitofautiana na Kagame wakati walikuwa marafiki wakubwa kabla na kipindi fulani baada ya kuchukua nchi. Pia, fanya utafiti na ujielimishe kuhusu aina na chanzo cha uasi wa M23 nchini DRC. Najua haya yote yako katika uwezo wako kuyafahamu vizuri lkn umechukuliwa na upepo wa 'uzalendo' ukaacha facts.

It is this version that Kagame et al want the world to "believe"!! Late President Habyarimana was a nationalist and worked to unite all his people, a thing that didnt sit well with his own people in the first. Hutus tolerated that!! His death triggered the massacre because now the Hutu knew the other side wanted the famous "the winner takes all". Proof of that is what happened after that. Where is Twagiramungu?? Where are all his Hutu opponents?? How many attempts on his opponents in the diaspora have gone futile?? Todate, yes - todate, Rwanda is still devided on tribal lines and Kagame wants the world to symphasize with his side of the house.

I dont think Kikwete said anything ugly but truth be told here!! Tanzania being a player in the Congo - giving a public statement like that was unfortunate. He should have known better, as an experienced diplomat. Tanzanian troops are fighting M23 in the Congo (enemy of my friend is my enemy). M23 is supported by Rwanda. If Kikwete had wanted to be a peacemaker or mediator, he should not have sent troops. If anyone wants to be a mediating party, they dont take any side!!!!

Kagame statements are so un-deplomatic and are poking Kikwete's eye!! This goes to show how low he thinks of Kikwete and this could have started some days back when he made statements about how he would turn Tanzania to a super-state if he were her president.

The most important question to ask ourselves is "Why Kagame?" Kikwete made this advice to three presidents; Museveni, Kabila and Kagame. Why it is Kagame only who is so alarmed by this advice. He knows his tricks and he doesn't want anyone to unveil the truth.

Kagame's grief over FDLR, is more on the fear of the revenge. He understand very well that, after the Tutsi under Kagame, had killed Habyarimana, the Hutu's revenge was to kill the Tutsi (cockroaches) wherever they were. It is said that when RPF (Kagame's party) conquered Rwanda by the end of 1994 with the help of Uganda, the majority of the Hutu (over 2000000) ran away from the country. Majority of them going to Zaire, where they formed an armed force to fight back the RPF. So in-fact there is no history which shows that, the FDLRs were the solely organizers of the mass killings as claimed by Kagame and his followers, but they are the most unwanted because they are fighting against the Tutsi party, Kagame's party (the RPF). Before Kagame can stand up and point fingers to Kikwete he should rethink of his acts since the first attack to Rwanda in 1990 and later on in 1994 when they killed Habyarimana? Couldn't it be the killings of Habyarimana there wasn't going to be a genocide in Rwanda because Habyarimana had already accepted and signed for a coalition government.

By the way who are all these people who are making so much noise over Kikwete's advice. Its no wonder that they are all Tutsi, its no wonder that their grief over Hutu is ongoing. Why are they so alarmed by Kikwete's comment; a very normal comment, which one can decide to accept or decline? I believe there is something underneath that is perpetuating these noises among the Rwandans - tribalism, is still on hold - I guess. Their problem is not what Kikwete said, but is on the consequence of the talk with the FDLRs.
Kaka don't think Kagame is stupid during 1994 genocide Tanzania being the neighbors of Rwanda what did we do to arrest the situation? We used to hear a lot about Interahamwe , where have they gone? You have to understand that it has taken quite some time before President Kagame has embarked on the same! Tanzania should find means to encourage her people to seek employment in Rwanda where the economy is good and there is reliable employments and in that regard we would be tackling unemployment issue rather than engaging in issues which would send us into war!! That Tanzania can put in power anyone in the region is rubbish and stupid speculations! May be you are still young you do not know the history of this country...in short the war between Uganda and Tanzania has paralyzed us economically to date! We used to hear "Miezi 18 ya kujifunga Mkanda"! Hitherto, the country is suffering post war spilling over effects!! Nadhani umewaona two super powers US & China they are geared towards economic growth and development of their people! Kwa nchi kama Tanzania lazima tujijue tunatakiwa kujijenga kiuchumi kwa kutafuta opportunities popote zilipo kama Rwanda South Sudan badala ya kuwaza kupigana, It is non sense na haitusadii sisi wala vizazi vijavyo...Je, umeshawahi kusikia Marekani inataka kupigana na Canada au Mexico? I ve never understood why Tanzania has always failed to set its priorities! We would really consider our neighbours as a turning point for our economic growth. We can invest bilateral and multilateral cooperation instead of playing these useless games! Can't we channel our strength and ego in economic diplomacy?

President Paul Kagame has called Tanzanian counterpart, Kikwete’s recent FDRL comments “utter nonsense”.

It’s for the first time, Kagame is responding to Jakaya Kikwete’s comments suggesting that the Rwandan government should negotiate with Democratic Forces for the Liberation of Rwanda (FDLR), a DR Congo based rebel group responsible for the 1994 genocide against the Tutsi, in Rwanda.

Officiating a graduation ceremony of about 45 senior military officers, at the Rwanda Defence Forces Staff and Command College, on Monday, President Kagame, said suggested negotiations with FDLR, were spoken “out of ignorance” of Rwanda’s tragic history.

“I kept quiet for the contempt I have for it (FDLR talks) because I thought it was utter nonsense spoken out of ignorance. We must be left to live our lives the way Rwandans want to live them,” observed a visibly incensed Kagame.

Kagame described Kikwete’s counsel as, “dancing on the mass graves of our people.”

President Kikwete’s comments were made during a meeting involving parties concerned with the Addis Ababa Peace, Security, and Cooperation Framework for the Democratic Republic of Congo and the region, in February/2013. Addressing participants who included Rwanda and Uganda Presidents, Kikwete suggested that Rwanda’s peace talks with FDRL would serve a lasting solution for the DR Congo crisis.

Meanwhile, Kagame called the military graduands to acquire heightened sense of service and lead by example. He advised them to “operate with the spirit of defiance”.

The graduation ceremony was attended by high ranking government and military officials, members of the diplomatic corp and other guests.

Sympathy to FDLR
President Kikwete’s comments have not been taken lightly in Rwanda and have since attracted a string of criticism condemning him for being ‘sympathetic’ to the FDLR rebel group that is composed of remnant Interahamwe militias. These are blamed for participating in the 1994 Genocide against the Tutsi that claimed over a million victims.

Earlier comments by Foreign affairs minister, Louise Mushikiwabo described Kikwete’s suggestion as “aberrant” and “shocking”, while Prof. Pierre Rwanyindo of the Kigali-based Institute of Research and Dialogue for Peace (IRDP) said Kikwete seems to “ignore the history”.

A genocide survivors group also wrote to the US President Barack Obama, highlighting Kikwete’s seeming sympathy for a group that the US has shortlisted on its list of terrorist groups.

Regional peace at stake
As Tanzania maintains a non apologetic stance for giving what has been described as an ‘uninformed opinion’ on FDLR, many observers now believe that Kikwete’s comments may not favour regional peace, stability and cooperation. They believe only offers a shadow to hide FDLR’s heinous crimes on Congolese for the last 12 years.

According to a Joint Report on Disarmament and Repatriation of All Armed Groups operating in the DRC published in 2006, FDLR was considered a threat to the entire region.

The report observed that FDLR/FOCA and other armed groups in the DRC undermine any attempts at establishing a cross border security management system.

It should be remembered that ALiR merged with FDLR as it tried to distance itself from attacks on Bwindi Forest Lodge in Uganda that claimed the lives of some tourists.

A brief disturbing history
After fleeing Rwanda in 1994, FDLR rebels have been operating in the DRC since 2001 after merging with The Army for the Liberation of Rwanda (ALiR).

Now numbering about 2000, some of its senior officials are blacklisted for committing gross human rights violations, including rape, torture in Democratic Republic of Congo where they are holdup. The United States alone has staked $5 million (about Rwf3.2 billion) for information leading to the arrest, transfer and conviction of FDLR’s leader Sylvestre Mudacumura. Trials for FDLR leaders Ignace Murwanashyaka and Straton Musoni started 2011 in Germany.

Western experts without expertise
During his address at Nyakinama, President Kagame also accused the UN Group Experts for lack of expertise on African affairs. “They’re experts for one reason – they come from our colonial masters,” he said in direct reference to UN reports alleging Rwanda’s involvement in the DRC crisis. Rwanda has since termed them as “biased” and “unfounded”

“The same people who wrote Rwanda’s story in 2012 are the same people waiting to do the same this year.”

“We can’t have people running around saying all sorts of things… some still believe we must be held on a leash by colonial masters,” he added.

Call for home-grown solutions
President Kagame reminded guests that Rwanda was bent on seeking home-grown solutions for development and welfare of Rwandans.

“Home-grown solutions are not only efficient, but also more operational and sustainable,” he said in reference to a set of policies and programmes initiated in Rwanda to respond to its unique challenges. These include Gacaca Courts for trying Genocide suspects, Umuganda for community welfare and bonding, Gir’inka that aims to improving people’s welfare through the One-Cow-per- one household, Ubudehe, an agricultural programme for improving yields and creating jobs. A recent one is Agaciro Development Fund which has so far raised Rwf30 billion to supplement the national budget.

On aid cuts to Rwanda, President Kagame warned against such threats since Rwandans can still survive within the available means.
“We can go back to our mountains and grow our potatoes. We did it and we survived,” he said.

Rwanda recently experienced massive aid cut by donors Germany, the UK, the Netherlands and the US, but most of it has since been reinstated.

“The will of our people is the will of our people and cannot be dictated,” Kagame observed before concluding his speech given after honouring the best performing military officers at the academy.

Kagame though an enthusiastic leader with objectivity remains with some black spots on his suit..

where does he place the HUTUS in his country?

Probably the Mtwara saga could not be a proper example of the peaceful negotiation that can be compared to Rwanda. By the way, there have not been wars in Mtwara. Police operations are not war.

I am confident that Kikwete is 100 times smarter than Kagame on the ongoing conflicts between FDLR and the government of Rwanda.

What do you mean by 'Police operations in Mtwara' while we saw JWTZ at work..? Do you acknowledge that the police forces failed, and the need for support of JWTZ?

Yes, and you are confident that JK is 100 times smarter in controlling his own country affairs and resolving his country's burning issues.
 
This is what I call comparing apples to oranges.

Granted, all politics is hypocrisy (and therefore no politics is hypocrisy by the way), and to be truthful Kikwete is being "conveniently conciliatory" in that he is not being consistent, but still, if you really are for reconciliation you should laud Kikwete in his stand on Rwanda, and ask him to apply the same reconciliatory acumen in Mtwara.

Right now you look full of schadenfreude, which is as basic as asexual reproduction

Dear Lukolo, you are great, just touched my heart with your comments. The situation in Rwanda is on partial peace because of the iron hand of Mr. Kagame. By the way as I understand the word Kagame is related to some kind of a muscle man (mbabe fulani). Rwanda belongs to all Rwandan people, but the Tutsi should not think it is all theirs, they are the minority and should not be allowed to suppress the majority Hutu and Watwa people. Mr Kagame should understand that the iron hand cannot bring peace, but a diplomatic talk can bring about long lasting solutions. These Tutsi have history of revenge against Hutu, they ruled them in days before,they continued to rule them during colonial rule and they wish to continue ruling forever as they are not used to being ruled.
Kagame should have been a small boy when they migrated to Tanzania and Uganda in late 50s and early 60s. He read history yes but did not see what happened and whatever history he has is from his fore fathers on the bad things Hutu did to the Tutsi, not otherwise, logically I may agree with Kagame that the only solution was to exterminate the Hutus, could have been that Kagame got the other side of the atrocities the Tutsi did to the Hutu during their reign in power, like slaughtering pregnant women and others known in Tutsi rule in those days he could have been rational.

Well the old history has no place when it comes to wanting peace to prevail. (Ya kale yamepita, sas tuangalie mapya). Mr Kagame go back and talk to your enemies and come to a negotiating table. What President Kikwete said was not deal to take it as number one enemy who is ignorant of the history and whatever un - pleasant words Kagame said of Kikwete. President Kikwete is for peace, actually regional peace initiatives. No one sleeps well when the neighbour is all the time fighting in his family, one will definetly ask the neighbors to try and have peace. This is what is disturbing President Kikwete, when Rwanda is at peace, we are at peace. What will happen when the iron hand of Kagame falls, they will definetely come to another fight. MSIENDE HUKO.
