    Magari ndani ya eneo la Bandari ya Dar es Salaam yakisubiri kutolewa.



    Jeshi la Polisi nchini kwa kushirikiana na Polisi wa Kimataifa wamekuwa wakiendesha operasheni ya kukamata magari yanayodaiwa kuwa ni ya ‘wizi’. Magari haya yanadaiwa kuibwa Japan.
    Tunajua operesheni kama hizi zilipata kufanywa pia kwa nchi za ukanda wa Jumuiya ya Kusini mwa Afrika (SADC), kwa kuvunja mtandao wa magari ya wizi kutoka nchi hizo, yaani Afrika Kusini, Botswana, Namibia, Swaziland, Lesotho, Msumbiji, Malawi, Zambia, Zimbabwe, Angola, Jamhuri ya Kidemokrasia ya Kongo (DRC) na Tanzania yenyewe.
    Kwanza tungependa kusema wazi kwamba sisi tutakuwa watu wa mwisho kutetea wezi. Kama kuna watu au magenge ya watu yanayojihusisha na wizi wa magari, hakika si wakuonewa huruma hata kidogo, ni lazima sheria ichukue mkondo wake.
    Kwa maana hiyo, kama Jeshi la Polisi linashiriki katika operesheni za kusaka magari ya wizi, tungependa haki, uadilifu na uzingatiaji wa mazingira halisi ya kunakodaiwa kufanywa wizi huo, vikatiliwa maanani sana.
    Kwa mfano, Polisi wajihoji inawezekana vipi watu waingie katika mataifa tuliyotaja hapo juu au majirani zetu kama Kenya, Uganda, Burundi na Rwanda, kufanya vitendo vya uporaji wa magari? Jibu ni rahisi, kuiba magari na kuyavusha mpaka kwa njia za panya ni jambo rahisi na linaingia akilini.
    Lakini inapokuwa kwamba mtu ananunua gari kwa njia ya mtandao, au hata kwenda kwa wakala wa makampuni yanayojihusisha na biashara hiyo, akalipa fedha kupitia benki, akaletewa nyaraka nyingine zikiwa za kiserikali kutoka ama Japan au Dubai, kisha gari likasafirishwa baada ya kufanyiwa ukaguzi wote halali na wa kisheria, raia mwenye kumiliki gari hilo kudaiwa kuwa ameshiriki wizi ni jambo gumu kuingia akilini.
    Tunajiuliza maswali magumu kwa sababu tumesikia kwamba operesheni inayoendelea sasa ni ya magari yaliyoibwa Japan. Hebu tujiulize; hivi ni Mtanzania gani ameweza kuruka vikwazo vyote vya kiusalama na kisheria Japan hadi akaweza kuiba magari na kuyasafirisha kwa meli hadi Tanzania?
    Inawezekana kweli kuna magari yameibwa Japan, lakini ni kweli na kweli tupu kwamba Watanzania wote walioagiza magari ama kutoka Japan au Dubai wana nyaraka stahili na ambazo zilipitia mchakato wote kuanzia huko hadi kwenye mamlaka zetu za ndani kama Mamlaka ya Mapato nchini (TRA).
    Tunafikiri Watanzania kubugudhiwa kwa sababu tu mtu anaendesha gari zuri si jambo jema. Kama ni lazima kuendesha operesheni hii nchini kwa magari kutoka Japan na Dubai, tunafikiri njia moja tu ndiyo sahihi, yaani wenye magari yanayotiliwa shaka watakiwe kuwasilisha nyaraka za magari yao na kisha nakala zake wapewe wakala wa walalamikaji wa mataifa hayo, na wenye magari waachwe waendelee na shughuli zao.
    Tunasema haya tukiwalenga polisi wetu kwamba wajibu wao katika malalamiko ya Wajapan yanayoweza kuwa mbinu mpya kwa watu waliouza magari yao kihalali sasa wanataka kujipatia fidia kwa kusingizia kwamba wameibiwa, ni kutetea raia na si kuwaumiza bila kutambua kwamba wanasaidia watu laghai katika malalamiko dhidi ya watu wasio na hatia.
    Tunajua wajibu namba moja wa polisi ni kulinda maisha ya raia na mali zao, kwa hili la operesheni ya magari ya ‘wizi’ kutoka Japan tunataka kuona polisi wakitekeleza wajibu huo na si kuwa wakala wa watu wenye malalamiko yenye shaka kama haya. Wizi wa magari unawezekana zaidi katika mazingira ambayo nyaraka si muhimu, lakini pia panapowezekana kutumiwa kwa njia za panya.
    Tunawapa changamoto polisi wetu watambue kwamba kama wataegemea zaidi upande wa madai ya Wajapan, bila kujihoji kwa kina inakuwaje wizi ufanywe huko na nyaraka zote zipatikane kabla magari hayajasafirishwa kuja nchini, tunaweza kujikuta tukisaida wajanja wa taifa lingine huku tukiwasukuma wananchi wetu kwenye matatizo yasiyowahusu kwa vyovyote. Polisi wakae chonjo na madai haya!

    I find the defense really ridiculous and a bit fishy, typical of Tanzania white-collar hardcore criminals.
    It is important to note that the operation is carried out by Interpol, the border-less policing agency on understanding that criminality has become technologically sophisticated across borders with a multitude of challenges.
    There are many stolen cars in Tanzania, which have been recycled and resold in Tanzania with and bearing 'genuine papers'. How do you explain this situation?

    There are TRA/Customs 'papers' produced in Sinza, Dar es Salaam to support stolen cars, most of them (hardware) driven by well-to-do looking but jobless men and women in the city, how do you explain this scenario?

    We know existence of many networks involved in hijacking and recycling stollen cars acorss countries in the region whose control similarly requires such regionally concerted and well-coordinated efforts. We know these thugs are banking on the weakness of law enforcement and regulatory institutions of the state to enrich themselves. No reputable state can defend these gangsters.

    Just in case one was unknowingly sold a stolen car in quite an ordinary business transaction, there are procedure in the international business law guiding to claim the principal with damages if the business was carried out with a known legal person. In principle it is the cardinal responsibility of a buyer to ensure not to enter business with questionable business entities. One must use the services of professionals to achieve this obligation. Then why worries
    in effect defending the car-stealing racket? Nobody should get worried when the Interpol is helping us to clean the mess.
    We need to change our mind towards supporting decent living standards. Just in case an unethical police officer tries to drive the corruption way, do not desist, bring the issue to public you will finally enjoy your right, period.
