Tanzania: Police Paid Tsh 1,000 Per Day When in Major Operations

There are jobs that one can admire, but not that of a Tanzanian police officer. Policemen told the minister for Home affairs Lawrence Masha on March 18 in an open discussion at the Arusha's police officers mess that they live in deplorable conditions.They told the minister that their work conditions are so bad that some of them are demoralized and quitting the force for greener pastures.
"When we embark on major field operations, even to places as far as Loliondo, police officers get paid an allowance of Tsh. 1,000 (less than one US dollar) per person per day, regardless of whether the task is a dangerous one or not," lamented a police constable on behalf of his colleagues.
The measly allowance is usually given to the officers to cater for food and accommodation but the cheapest guest house room anywhere in Tanzania costs not less than Tsh. 3,000 per night.
"This has been happening on frequent basis, there are times when more than 10 police officers are forced to spend a whole night in a single Land-Rover while out in a special mission," he added as other officers cheered him on.
According to the police constable, the police normally work with other security departments such as the immigration, the District and Regional officers, but while out in the field their counterparts are well taken care of by comparison. "They get huge allowances, given good meals and get better accommodation," he pointed out.
"I get a monthly salary of Tsh. 115,000 (less than US $100)," said another officer, "Two years ago I used to get Tsh. 105,000, just imagine a salary increase of only Tsh. 10,000 (less than US $10) in two years," he complained. Another officer pointed out that the police start work with only a single uniform; the one they are given at the police college. "We are usually assured that another pair will come later but all in vain," he said. According to the police, some 'bigwigs' standing between them and the government block money and other services from the state coffers from reaching them and as the result their living and working conditions keep getting worse. The officers however praised the Arusha Regional Police Commander, Basilio Matei whom they described to be more sympathetic to both junior police officers and ordinary citizens. "Afande Matei always listen to our problems and has never chased anybody out of his office," they said.
Reacting to the grievances, Home Affairs Minister Lawrence Masha said he had taken note of the complaints and that he was going to work on them. "I know all these grievances are true because ever since I took up the post I have been getting text (sms) messages from police officers countrywide and their concerns are similar to those of Arusha," he assured.
