On September 5th, American Chamber of commance (AMCHAM) Tanzania proudly hosted an engaging and insightful event themed "Unlocking PPP Potential: Empowering Diaspora and U.S. Businesses for Growth."

1. David Kafulila, Executive Director at the PPP Center, opened the event by outlining the development of the PPP Center under the PPP Act. He emphasized three key amendments introduced in the 2023 PPP Act that provide greater flexibility and new opportunities for both sectors to engage:
- Special Arrangements: This provision allows for projects that fall outside the traditional legal framework to proceed, provided they meet national interests and receive government approval.
- Direct Negotiation: This amendment permits the government to engage in direct negotiations with private entities for urgent projects.
- International Arbitration: For the first time, the 2023 amendments allow disputes between the government and private investors to be resolved through international arbitration.

Commissioner Kafulila, also highlighted the significant role of PPPs in Tanzania’s five-year development plan (2021–2026), with 74 projects currently at various stages (feasibility, procurement, and negotiation), and over USD 9 billion slated for investment in critical sectors like energy and infrastructure by 2026.

2. Michael Strain , Managing Partner of Bowmans Tanzania, outined Tanzania's evolving PPP landscape, highlighting the firm's pivotal role in steering businesses through complex legal frameworks and sharing lessons learned from other East African countries.

3. Oscar Mashaguri, Associate at Bowmans, provided a comprehensive breakdown of government legislation related to PPPs, focusing on the importance of local participation, tax incentives, and streamlined procurement processes, which are all key to unlocking future projects.

4. Aleem Tharani, Head of Project Synergy & Infrastructure Bowmans Kenya shared valuable insights from Kenya's experience with PPPs, particularly regarding the need for robust legal frameworks, effective risk management, and sustainable partnerships. His discussion on Kenya’s energy sector challenges, notably the Lake Turkana project, offered a practical perspective on how to address similar issues in Tanzania.

5. Susan Hettleman, Regional Manager of the U.S. Advocacy Center, illustrated how the U.S. government helps American companies win international contracts by leveraging government resources. Susan highlighted the Advocacy Center’s role in ensuring fair competition and helping U.S. firms tap into MDB-funded projects across sectors like infrastructure, health, and education. In 2023 alone, the center facilitated contracts worth over $52.6 billion, supporting more than 224,000 U.S. jobs.
