Open Letter to Minister Liberata Mulamula on the fall of UDSM

Dear Minister of Foreign Affairs,

First and foremost, i would like to congratulate the President of United Republic of Tanzania Mama Samia for appointing you to be the Minister of Foreign Affairs. Most Elites rejouced together with you becauseeqqf your appointment signals her respect to diplomacy.

Honowgerable Minister, as you once said in one of the TV shows 'diplomacly start from w and that peruDformance of your ministry in international affairs depends on what is going on in the country. its a matter of reflection'. With that now i urge you to put an eye on Internationalization of the University of Dar es Salaam (UDewSM), the oldest and largest university in the country. What happens at UDSM affects the progress of your minister in many ways as follows:

1. Almost all International Organisations and Governments have pulled out their funds from UDSM due to mismanagement of their money by UDSM leaders. This weaken the University financial position and ultimately increase UDSM dependence to the Government of Tanzania.

2. All American Programs at UDSM has been postponed for a long time now and there is no sign of their return.

3. UDSM is openly going East from West. University Administration is openly encouraging its relations with Eastern Countries like China, India and Korea because these countries are their alternative of last resort following a tight monitoring policies on Western Projects in the University.

4. Some Project by International Organisations/Government involves contruction of buildings at the University. Buildings can neither be hidden in the shelf of the university leaders nor can it be politicized. Any person regardless of his or her citizernship can asssss the quality, beauty or reliabilit of a building in the university. Its pathetic that some new buildings looks older that the existing buildings which has been built more than 25 years ago. Worse some have serious leakage and have been misallocated.

5. European Union: Some donor or parners are members of the European Union, thus can easil share news of their disappointments at UDSM. Besides Organisation like World Bank have arrangements of meeting with ambassadors in the country and also some western country ambassodors have a program of sharing information.

6. UDSM Administration has never apologized for mismanagement of funds from Abroad. Besides some of the people who were involved in mismanagement of those funds in most cases for personal gain are still in power.

7. Some of the most importany Recommendations made by Internationals are being total ignored by the administration. This does not only irritate those foreign countries but also irritates us beacuse in most cases the recommendations are for our own good. For instance it makes one feel mad to hear a recommendation regarding sealing corruption channels has been ignored and allerged people are still building mansions in Mbezi Beach and Kigamboni.

8. Mfinanga Administration promotes discrimination of the highest order against Tanzanian Students and Staff to revive the relationship with the West. Most Foreigners I know are very unhappy with this. UDSM has special arrangement for foreign students and staff. Mfinanga forgot that foreign students and staff pay visit to dormitories and houses of local tanzanian students and staff. The difference between their accomodation and Tanzaniana accomodation is extremingly big to an extent of creating alarms of fighting against discrimination. America will never do that to a Tanzanian Student in Washington, and Sweden will never discriminate his citizern for a Tanzanian in Stockholm. i think this happens only in Tanzania where foreigners are being treated as Kings/Queens while Tanzanians are being treated as useless in their own country. Disrimination can not only be seen in accomodation but can also be seen on security issues, examinations, housekeeping, access to leaders, information etc. Staff and Students might take three month following up University Admimistration to replace a toilet in their house/dormitory but AC in a foreigner house or dorminatory will take few hours to be fixed. Such kind of discrimination make some Tanzania students keep om convincing/bribing some foreigner to sleep/stay (kubebana) in their room. Ultimately that make foreigners think the whole country is corrupt.

With this, i would like to recommend you to consider doing the following for the best interect of the University and the country at large:-

1. Advice Prof. Mfinanga to resign immediately. Prof. Mfinanga is the DVC- Administration who among other things is heading all cross cutting activities in the University like Management of Universit Finance, Investment, Housing, Estates and Human Resources Management. Prof. Minanga has been in power during the reign of Prof. Mukandala and now still on the same position during the leadership of Prof. William Anangisye.

2. Advice Prof. William Anangisye to resign due to his failure to contain Prof. Mfinanga or otherwise he have to request Prof. Mfinanga to resign. Prof. William Anangisye came to power in 2017 when the relationship with foreign countries was already deterorated but unfortunately nothing vivid has been done more than being busy getting married to a University Student at his unit namely SoED. Disappointly Prof. Anangisye depends on the same people who participated in deterioriting the relationship to recover it. How can the donor country trust the same snake who have bitten them twice? Besides Prof. William is too far from being social and lacks international eticates/touches. He seems to dislikes foreigners, he cant even go to dinner with them when they visit him.

3. Advice His Excellency Dr. Jakaya Kiwete, the fourth President of Tanzania and Chancellor of the University of Dar es Salaam to be keen in appointing new leaders of the University. Let him avoid appointing unpopular leaders especiàlly those who were involved in anything dubious. The best way to make changes is to start afresh. Let him make new search teams which are too far from the arm of Prof. Mfinanga and his allies like Prof. Mukandala.

4. Request PCCB, TIS or CAG to investigate the use of those funds for the period between 2010-2020 and personal finances of leaders during that particular period. Please dont do that with intention to jail them but rather to black list them. Submit their names to the Cabinet and all appointing authorities in the country to make them ineligible for any other leadership post in the country. It irritates to see corrupt people brugging to be rich out of other people tax payers money.

With this, i regret to conclude by telling you Hon. Minister that if you ignore this message the following will continue to happen:-

1. The pride of Tanzania to have one of its Universities among top ten best universities in Africa will be a dream. UDSM has been removed from the top ten list many years ago and it keeps on going down the list to thirties in a continent with only 52 countries. Africa have 52 countries and some countries have never been peaceful like Tanzania. its a sheme for our universities to be overtaken by a private Univetsity or any University from none peaceful countries.

2. UDSM will be out of top 3 best uiversities in East Africa. Remember that UDSM used to compete with Makerere University of Uganda and that most of the time UDSM used to be number one, the best university in East and Central Africa; but now the situation has changed, UDSM is currently competing with many of Kenyan Universities some of which are private. UDSM is no longer at the top 3. SUA and Mzumbe are no where to be seen on the list.

4. The quality of UDSM Alumni will continue to diminish. The President and Ministers will continue firing Engineers for failing to meet building or road comtruction standards if the Cabinet is not going to intervene what is going on in the universities. University Laborator lacks important equipments and when bought the number is either below capacity or substandard equipements are bought. What do you expext from engineering students who is more theoretical than practical?
