Controversy over Rwandan opposition politician Victoire Ingabire reached new heights this week when the government refused to provide the presidential hopeful with private security.
Ms Ingabire and her aide were last week attacked outside a government office in Kigali.
Five men were taken into police custody following the confrontation in a government office.
Ms Ingabire has stirred controversy since returning to Rwanda in mid-January after 16 years abroad, most of them spent in Europe. She has been condemned by a spectrum of Rwandan Government, media and civil society for her campaign strategy that they say pivots on ‘ethnic divisionism’ and historical inaccuracy.
Days after landing back in Rwanda for the first time since 1993, Ms Ingabire, who heads the yet-to-be-registered United Democratic Forces – Inkingi, visited the Gisozi National Genocide Memorial, the largest of its kind in Rwanda, where over 250,000 genocide victims are buried.
The Memorial tugs at the emotional heart of Rwanda’s recent history and the official determination to ensure the lessons of 1994 genocide will never be forgotten. Nearly 1 million Tutsis and moderate Hutus died in the 1994 genocide.
From the local Gacaca courts, aimed at reconciliation, to new holidays designed to inspire patriotism, many of the country’s development programmes revolve, at least in part, around the genocide. The Gisozi memorial has been a must-do stop for students, tourists, and visiting politicians.
Political establishment
But when Ms Ingabire got to the memorial, and after she bowed her head in remembrance, she raised it and said that Hutus, just like Tutsis, were killed during the genocide, and that these Hutu victims were not part of the nation’s official narrative.
Those comments and the place where she made them, have earned her the ire of Rwanda’s political establishment. From party-line newspapers to local NGOs, voices have come out in force to condemn Ms Ingabire at nearly every opportunity.
Some said that she was diminishing the reality of the 1994 genocide; others said she was denying it altogether.
While headlines from the international press focused on her attack, media within Rwanda focused on how and why Ms Ingabire “provoked a fracas''.
Indeed, the real conflict between Ms Ingabire and the ruling Rwandan Patriotic Front could by lying elsewhere.
While Ms Ingabire continues to rock the boat in Rwandan politics by saying some of the keystones of Rwanda’s reconciliation were paper-thin, the ruling party’s satellites accuse her of harbouring ‘genocide ideology,’ saying she was just as bad as extremist Hutus, who slaughtered Tutsi during the genocide.
Ibuka, an organisation that speaks for genocide survivors, has gone further and linked her family to the actual genocide.
Despite the incident, and a written request by Ms Ingabire directly to President Paul Kagame, the government declined to provide the candidate with special protection.
“What is wrong with someone trailing you as long they do not harm you?” asked the minister of Internal Security, Sheik Harelimana, adding Ms Ingabire was “one among 10 million Rwandans.”

Kagame is smart but he is not smarter. What is doing is actually digging his own grave. Rwandees should have peace and love within themselves by changing attitudes and behaviours and this is not a few years job. it goes in for generations. You cannot become smart by threatening your challengers or try to use Rwanda history to suppress others. They should establish the sources of that war and then lay a foundation to eliminate it. By linking a very opposition to Kagame to 1994 masacre is not really a good idea and Kagame himself hate it as it can be remembered when the Frenc judge said he was part of it and issued arresting warrant. We should learn how to accept challenges even if we don't like but lets learn how to agree to disagree!!!

Kwani ukisoma habari na kusikiliza si sehemu moja ya utafiti? Kagame has done a lot of good things but doesn't mean that he doesn't has bad things he did, he is not an angel! Remember he was recruited by Museveni hence thinking at least 20 years or so in power couldn't be a problem. When he does good we applaud, when he does madudu we say it openly!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

Aidha hutoi kwa sababu una uchoyo wa information, au hutoi kwa sababu huna chochote cha kutoa bali kulalama kuwa Kagame anonewa, au wewe ni kibaraka wake (bootlicker). Nadhani hoja inapingwa kwa hoja na siyo kujaribu kubisha tuuuu!!!! Weka hoja mezani, sema kwanini huyo mama kanyimwa security wakati ameomba? However I beg to differ from your view that its only us in Africa; have you considered Myanmar with Aung Su Kyi and China with Democracy advocates? Lets say its a ploy by the power greedy!

Afrika tuna matatizo sana, ni kweli Kagame anaweza kuwa anafanya mazuri lakini tukirudi nyuma tunaona mlolongo wa viongozi wengi ambao huwa wanajisifu kufanya mazuri kumbe wamevaa ngozi ya kondoo. Best scenario ni Robert Mugabe miaka 30 na ushee madarakani na Zimbabwe ni basket case. Hivi sasa wanatumia US dollars kwa kila transaction nchi ambayo ilikuwa inachapisha noti zake yenyewe na kuwa at par na US dollars wakati wa uhuru.

Kagame demands results from local gov’t officials

RUBAVU - President Paul Kagame yesterday told Local Government leaders that he is only interested in results on the ground and not meetings, adding that ‘meetings and retreats’ are not an end in themselves but rather a means to an end.
While officiating at the closing of a three-day Local Government retreat, President Kagame, wielding a 6-page document containing resolutions of the last five retreats, said that it is becoming common for leaders to go into meetings and come up with recommendations which are never implemented.
The retreat was aimed at assessing persistent challenges in local governance, identify solutions and find ways of speeding up implementation of strategic priorities.
President Kagame noted improvements in some areas of governance, saying that it was an indication of efforts being made, but cautioned that there was more to be done in order to improve the lives of ordinary citizens.
In a strong message to leaders, Kagame said told them, to ‘walk the talk.’ He said that he personally has no problems with meetings, but his major concern are the results that come out of the recommendations adopted at the end of the day.
“Can anyone show me anything new out of these recommendations? Coordination, implementation, supervision----I have heard this for the last many years. I think this is not the era to debate about planning, we have exhausted that part.”
“Meetings should not be an end in themselves but rather, a means to an end. This retreat just like all other meetings, should lead us to tangible results.”
“What we are looking at today, are results---achieving the set goals, how we can get Rwandans out of poverty and nothing else,” Kagame told the leaders.
“If the level of progress is determined by the number of meetings, then surely we have achieved our objectives.
“However, if these meetings can lead us to our set objectives, I wouldn’t have a problem if you had them every day as long as they will take us where we want to be,” Kagame said.
In reference to a Kinyarwanda word “Intego” which means ‘achieving goals’, Kagame noted that there is still a major problem when it comes to delivering results despite planning at various levels, calling for an all embracing solution to the problem.
Accountability
Kagame said that as leaders and Rwandans, they should be able to ‘think as revolutionaries’-beyond corruption and selfishness.
He reminded them that some of the principles that guided the liberation struggle were to get Rwandans in general out of poverty and not individuals. He said that he would never have a ‘sleepless night’ over people who deviate from these principles at the end of the day, when they are arrested or forced to resign.
Kagame said that he has no sympathy for those responsible for stealing public funds because they are responsible for confining Rwandans to poverty, insisting that accountability must define their day-to-day work.
“Turn over---turn over---that’s all they can say. Why shouldn’t you resign or go to prison if you are holding down the development of Rwandans?”
“Someone single-handedly holds down development and then you expect to get away with it? Why should we be patient?”
Demanding high levels of accountability, Kagame told the leaders that they have the alternative of ‘opting out’ early when appointed to positions of leadership if they know they cannot meet the demands of Rwandans, instead of wasting time and resources.
“Holding leaders accountable is a new thing. Wrongdoing by leaders has existed for a long time only that it was almost taboo to ask leaders to account for their misdeeds.”
“I would like to tell you that we will be even more vigilant in demanding accountability from leaders because we will not compromise development for the convenience of a few individuals.”
Decentralisation
On district Mayors and provincial Governors who complained about the Central Government ‘interfering’ in the district plans and budget, President Kagame said that decentralisation is not an end itself.
He reminded them that Districts and Provinces are some of the units which fall directly under the Central Government but said that the main reason is because districts sometimes have totally failed to deliver on some of the things that the government wants.
The President urged all administrative units at all levels to work in coordination as they are the major engine of growth and development.
“All organs of the district should work in tandem to move the district ahead instead of standing in the way of each other.”
He cited the example of building classrooms for the 9-Year Basic Education whose plan was in the pipeline for seven years, but not until the government intervened a few months ago that the construction of 3,000 classroom blocks started.
Kagame further cited that there are some problems that could have been solved many years ago but still stick around because the leadership has failed to deal with them once and for all.
Among these is the issue of evicting people out of Gishwati Forest and resettling them in other places where leadership of Nyabihu District has failed to implement the decision.
He also pinned Rubavu District and Western Province authorities for failing to maintain high standards of cleanliness in Rubavu town despite his directive three years ago.

From the infomation on the web. It seem this lady's party is not even registered yet in Rwanda. She just came back in the country to process the registration of her party so "provide security for her" on what basis? As of now she is just a regular citizen like the other ten million rwandans...its like you guys saying serikali iwape ulinzi waanzilishi wa CCJ...c'mon its funny..
