Mimi kila siku huwa nauliza hao wahisani nani aliwapaga msaada wakaendelea? Sasa unapokuwa na watu ktk nchi/serikali kama huyu katibu mkuu Lyimo anayesema "Hawa mabwana wana masharti magumu sana, ndiyo maana tunashindwa kuyafikia maendeleo… hii inasababisha nchi yetu kuendeshwa na wafadhili badala ya kujiendesha wenyewe," ...halafu wazungu wakisema sisi hatuna akili wala uwezo wa kujitawala tunakuja juu wakati ukweli wa mambo uko bayana kabisa. Hivi bila ya hawa wahisani, ni nini kitatokea? Ina maana hatuwezi ku-exist?
 
Hii bajeti inayotegemea wahisani kila mwaka kwa asilimia kubwa kiasi hicho ni hatari ya kutoweza kuamua kile ambacho tunakusudia. Kwa nini pesa yao iingizwe kwenye bajeti ya serikali? Nakumbuka miaka ya nyuma haikuwa hivyo, Je kulitokea nini? Hii inajenga kasumba kwamba hatuwezi kufanya mambo yetu na ni lazima tutegemee hawa wafadhili wakati tunawapa rasilimali zetu bure.
 
Nadhani kuna umuhimu tena wa kuangalia ile sera ya ujamaa na kujitegema. Siamini kama ilikuwa mbaya kiasi hicho. Inaweza ikawa modified kuendana na mila, utamaduni na nyakati tulizopo sasa. Kwanza hakuna nchi duniani isiyo-practise ujamaa wa aina fulani. Kidogo kidogo naanza kumwelewa Nyerere.....

Hapo ndipo huwa nawaheshimu ndugu zetu wa Kenya. Wakenya wamefanikiwa kuendesha nchi yao kwa kodi zao. Sisi hii ni paradox maana kila mwaka utegemezi wa Budget yetu unazidi kuongezeka. Mwaka 2005 Budget yetu ilikuwa iategemea wafadhili kwa 37% mwaka huu inategemea wafadhili kwa 42% badala ya ku graduate kutoka utegemezi tunazidisha utegemezi.


Kabla ya kuja huu mpangoa wa Budget Suport program ambo wafadhili wanapitishia pesa yao kwenye budget ya serikali tulikuwa na Project fund ambayo wafadhili walikuwa wanapeleka pesa yao kwenye miradi moja kwa moja. Sasa WB na IMF wakaja na huu mpango kwa majaribio kwa Tanzania na Vertnam. Tanzania wao wanafinance poverty reduction lakini Vertnam wanafadhili Investment enviroment sasa matokeo yao lazima yawe tofauti.

WAache wafadhili waje juu maana ni pesa ya walipa kodi wao hawawezi kuona inachezewa tuu nao wakae kimya. Kama tumeshauza hisa za nchi yetu kwa 40% hatunabudi kuburuzwa. Huu umatonya utatumaliza lakini acha nao wapige kelele may be serikali itasikia maana imekataa kuwasikia wananchi wake sasa tuone kama hawatawasikiliza mabwana zao.
 
Mimi naona hii sio hatari, mambo sasa yanaendelea vizuri. In my opinion huwezi kuwafanya watu wote wajinga kila mara, nchi yetu imekuwa na sifa ya kuwafool donors kwa muda mrefu sasa wameanza kushitukiwa. Media ime-play a big role na wanaoitakia mema Tanzania wametoa mchango mkubwa sana. Ni vizuri sana kuona kuwa wenzetu wanaotusaidia kuendeleza nchi wanatusaidia kuwakemea mafisadi.
Lakini more actions zinatakiwa, ikli ukweli uzidi kuwa wazi, mwizi awekwe hadharani.
 
"Hawa mabwana wana masharti magumu sana, ndiyo maana tunashindwa kuyafikia maendeleo… hii inasababisha nchi yetu kuendeshwa na wafadhili badala ya kujiendesha wenyewe," alisema Lyimo ambaye ana uzoefu na shughuli za wafadhili, kwani amewahi kuwa Katibu Mkuu katika Wizara ya Fedha kwa muda mrefu.

Huwezi kufikia maendeleo wakati kuna watu wenye fikra kama za akina Kikwete na Lowassa. Tutaendelea kutegemea mpaka mwisho wa dunia. Dar ina release pesa ya maendeleo wilayani, Lowassa anajifanya anaenda wilayani kuangalia maendeleo kumbe anaenda kuvuta mshiko wa pesa ya maendeleo...kwa mpangu huu tutaendelea kweli? Hizi safari zao zote wilayani ni wizi mtupu.

Excellencies,​

Ladies and Gentlemen.

It is a pleasure for me to officiate at the opening of the 2007 GBS Annual Review high level meeting. I would like to thank the organizers of this event, particularly the GBS Joint Secretariat and the Cluster Working Groups, for their dedication and hard work since the 2007 GBS review process was launched in May, 2007.

At this point, let me take this opportunity, on behalf of the Government of the United Republic of Tanzania, to welcome you all to the 2007 Annual Review. I am delighted to see that so many of you have been able to make time for this important event. This demonstrates your commitment and the importance you attach to this annual event. The large turn out also suggests that the GBS process is strengthening. This is very encouraging for us and only look forward to further strengthening of the GBS process.

In July this year, we witnessed a change in the leadership of the GBS DPs group. The
Swiss handed over the leadership to the UK. I want to thank the Swiss for the able leadership that kept the group intact, and therefore helped to strengthen the partnership between DPs and our Government. We will continue to count on your wealth of leadership experience as we make further efforts to realize the benefits of GBS as an effective and efficient aid modality. I would like to welcome the new DPs-GBS leadership with great optimism, based on two premises. First, because of the UK's strong commitment to the GBS modality, and second; because the new
leadership is assuming this responsibility on a solid foundation created under the previous leadership. In spite of the rather premature departure of Mr. David Stanton who I understand is moving to another job, I am confident that the new DP GBS leadership will continue working closely with the Government and other stakeholders with the same level of commitment and passion for greater progress in this area.

Excellencies, Ladies and Gentlemen, GBS is a major source of financing for the
implementation of our National Strategy for Growth and Reduction of Poverty (MKUKUTA and MKUZA). It has increased steadily over the past few years, from TShs 274.6 billion in 2002/03, to TShs 405 billion in 2003/04, TShs 434.5 billion in 2004/05, TShs 616.2 billion in 2005/06, and TShs 804.5 billion in 2006/07. In this financial year, (2007/08) GBS is expected to amount to TShs 881.3 billion (equivalent to USD 673 million). From the figures, it is obvious that GBS constitutes a major share of Official Development Assistance (ODA) to the Government of Tanzania – (38% in this financial year). The increasing amount of GBS and its growing share in total aid to Tanzania are signs of confidence that our GBS Partners have in the Government and its commitment to work towards achieving development goals by responsibly using public resources for this purpose. I would like to take this opportunity to thank GBS Partners for your continued confidence in the Government and its development
agenda and for your willingness to support it. At this point, I want to emphasize once again that GBS is the Government's preferred modality of providing official development assistance to Tanzania. This is because it allows the Government full ownership of public resource allocation responsibility for the implementation of
the MKUKUTA. Further, GBS is fully integrated in the national budget and accountability system and is subjected to the same degree of scrutiny in the national budget process as domestic resources are, and enables the Parliament to fully hold the Government to account for the proper use of development assistance. It therefore contributes to strengthening domestic accountability of the Government in public resource management. GBS has also performed better than other aid modalities in terms of aid predictability. Actual disbursements have generally been in line with funding commitments, and GBS Partners have increasingly frontloaded their GBS support in the first half and even first quarter of the financial year, which has allowed a smooth execution of the national budget. By the end of September this year, about 83 percent of the total committed GBS flows for 2007/08 had been disbursed. I would like to commend our GBS Partners for the very good performance in this regard.

Excellencies, Ladies and Gentlemen, the GBS annual review provides opportunity for
us to reflect upon our performance on our joint commitments during the year under review. This year's annual review is just about that. As some of you may recall, in May this year, based on the need to make the GBS review process more inclusive and at the same time reduce transaction costs on Government, we decided to merge the GBS process with the PER process. This also emanated from the resolutions of the 2006 GBS annual review held in October 2006. In line with that decision, the Mkukuta Cluster Working Groups were mandated to take over the Work of the former GBS Technical Working Groups and a new cycle of working programme that provides for continuous assessment of GBS commitment all year round at the Cluster Working Group level, was launched. I am pleased to note that this new system has worked relatively well against original fears that the GBS agenda would overshadow the PER focus
of the Cluster Working Groups. The new system has also worked well against worries that the GBS achievements would be jeopardized because the Mkukuta Cluster Working Groups did not seem to be actively functioning at that time. I want to commend the Cluster Working Groups for spending time to work actively on the GBS agenda in addition to their regular PER and Mkukuta agenda. The joint GBS Secretariat equally disserves praise for providing the support that was needed to make the Cluster working Groups function more actively. I am optimistic that the experience gained during this initial period will be a useful asset for better performance next year and in subsequent years.

Following the launch of the GBS cycle in May, the five Cluster Working Groups met several times to discuss and assess Government and GBS Partners' performance in meeting the commitments as outlined in the GBS Partnership Framework Memorandum (PFM) which we signed in January 2006, and the Performance Assessment Framework (PAF) Matrix. One of the positive aspects of the new arrangement is the evident improvement in the quality of dialogue on GBS. More issues are being discussed and a wider range of stakeholders are now involved than before. Another milestone, is the integration of the GBS and Public Expenditure Review (PER) processes. This is an important step towards further harmonization and rationalization of national
processes with a view to eventually having one main process for dialogue on all issues, in order to reduce transaction costs in line with the principles of the Joint Assistance Strategy for Tanzania (JAST). There is no doubt that the 2007 GBS Annual Review process has provided for broader participation and consultation with stakeholders through the PER Cluster Working Groups. The Government expects that these improvements in the quality and transparency of the GBS review process will be sustained and serve as an encouragement to other Development Partners to join the GBS Group as an important tool of implementing the Paris Declaration on Aid Effectiveness. We also expect that this will provide even greater confidence to our current GBS Partners to further increase the amount and share of GBS in their total ODA, albeit without additional conditionalities. It is also important to note that during the year, there were several occasions when DPs were able to meet political leaders. I recall, my meetings with some of you on several occasions during the year. The Prime Minister also made time to meet with some of your colleagues. This is
part of the overall Government effort to broaden and deepen the dialogue structure between Government and Development Partners. In spite of time constraints on our part, our intention is to sustain efforts to improve the quality of dialogue between us. One important feature of good quality of dialogue is to discuss issues as they arise and resolve them as part of the management function, instead of waiting to lump them at the annual review.

Excellencies, Ladies and Gentlemen,
Substantial progress has also been made in meeting our commitments for the year under
review. I will cite some of the important achievements on key Performance Assessment
Framework (PAF) commitments. As some of you will recall, the Government had committed to submit to Parliament two important bills relating to Anti-corruption legislation and a Roads Act. The two bills were submitted to Parliament in April and June 2007 respectively, and were passed and have become laws, and are now operational. Another important commitment that has been achieved is the preparation and implementation of the TANESCO Financial Recovery Plan in order to improve operational efficiency of the Power Utility. There is very good progress in the implementation of this plan. The Power Sector Master Plan and the National Energy Sector Strategy have also been updated. Several important reviews have also been conducted, including review of the BEST Programme, Tax Modernization Programme and the Second Generation Financial Sector Reform Programme. Other important reviews that have been conducted satisfactorily include the Health Sector Review and
Health Sector External Evaluation (September 2007), and the Infrastructure Sector Review (conducted in October 2007).

In spite of significant progress in these areas and others, we are also faced with challenges that have led to slippages in achieving some commitments. It has not been possible to accomplish some commitments on time largely due to the need for wider consultation with stakeholders. Commitments delayed on account of this requirement include the National Water Sector Development Strategy; Amendment of Legislations for all Crop Boards, and Presentation to Parliament of the Electricity Bill. Some sector reviews, including Agriculture and Energy will be conducted later than originally planned for similar reasons. Some of the actions in this regard will
be implemented during the upcoming Parliament Session.

I understand that these slippages have caused concerns to our Development Partners and have made it difficult for Government and DP representatives in some Cluster Working Groups to reach common conclusions in their joint assessment of progress. I want to stress and assure our Development Partners that the slippages should not be interpreted to mean lack of progress in those areas. On the contrary, a lot of progress has been made and Government is committed to implement all commitments which have been assessed to remain relevant. I would therefore like to appeal to our GBS Partners to take this into account when making their assessment of the
performance on GBS commitments. It is important to remember that while commitments are made with determination to achieve intended goals, the real world is not easily predictable.

Excellencies, Ladies and Gentlemen,
I want to stress the point that all sectors, clusters and the overall assessments of this Annual Review should be concluded with full recognition of the Government's efforts and achievements over the past year as well as in understanding of the constraints that have prevented the Government from moving forward in some areas to the extent or speed that had been expected. It is also the Government's wish and expectation that we will continue to be guided in our cooperation in the GBS process by the spirit of partnership, based on mutual trust, respect and accountability, for which Tanzania has been praised even at the international level.

Excellencies, I would like to reiterate the fact that, over the past decade the Government of Tanzania, with the support of development partners, has implemented major reforms, including macroeconomic policy and management, governance and accountability, democratization, and fight against corruption. The Government of President Kikwete has vowed to strengthen and consolidate the reforms with more focus on results, to be measured in terms of better living conditions for all Tanzanians. The Government believes that there are many examples which demonstrate positive trend in this endeavour.

Development Partners would agree that major reforms have and continue to be implemented in Tanzania to improve efficiency in the collection and use of public resources, governance, the rule of law, accountability, transparency, democratization, freedom of expression, human rights and fight against corruption. A few of the actions taken may be worth mentioning just to remind ourselves:
(a) All Government Ministries, Departments and Agencies are implementing an Anti-
Corruption Strategy and Action Plan,

(b) A new Prevention and Combating of Corruption Act was enacted recently,
(c) An Anti-Money Laundering Legislation was enacted last year,
(d) A Financial Intelligence Unit has been established,
(e) A new Public Procurement Legislation is in place and being implemented, together with strengthening of the procurement function in public institutions,
(f) A programme is in place for enhancing the capacity of the media in investigative
journalism – to help in exposing malpractices in the public service and corporate sector,
(g) A programme is in place for strengthening the non-governmental sector monitoring
capacity to empower them to probe the Government on matters of national interest,
(h) A new Public Audit Bill is under way,
(i) Budget Planning, Execution, Tracking and Reporting is among the main on-going Public
Financial Management Reforms, and
(j) Government, in collaboration with participating DPS is revising the Public Financial
Management Reform Strategy that will be adopted for implementation by mid -
November 2007.

Excellencies, Ladies and Gentlemen,
A demonstrable action which illustrates the seriousness that the leadership in Government places in improving accountability and protecting public resources is the manner in which the President of the United Republic of Tanzania, HE Jakaya Mrisho Kikwete, responded to the National Audit Report on Government financial audit for 2005/06 fiscal year. Many of you recall that the President convened a meeting of the entire Government leadership to discuss the Controller and Auditor General's Report, culminating in an action plan aimed at clearing all audit queries and strengthening control systems and practices to ensure that audit observations queries and other accounting and financial management issues are prevented from happening. This
meeting involved leadership at both Central and Local Governments. The plan, which is in line with the Public Financial Management Reforms includes among other things, strengthening the capacity of the National Audit Office – in terms of technical, human resource, budget, working environment, and enhancing National Audit Office's (NAO's) independence. The action by President Kikwete is unprecedented, demonstrating unshaken commitment to good governance, accountability and fight against corruption.

Excellencies, Ladies and Gentlemen, In conclusion, I would like to re-affirm the
Government's commitment to Financial Management Reforms to ensure high standards of
accountability for public resources. On the basis of Tanzania's track record, and the close partnership and collaboration with development partners, we have no doubt that the challenges that will surface in the course of this year's GBS Annual Review, will be adequately addressed, and progress in all areas, will be the sure way forward. I now have the privilege to announce the formal opening of the 2007 Annual GBS Review.

Ukiangalia wakati wa ukoloni, wizi wa mkoloni uliokuwa wazi kabisa na wakutumia mabavu, kejeli na dharau utaona kuwa watanzania walikuwa na ahueni fulani, wale waliokuwa wakifanya kazi japo kazi ya ushambaboy walikuwa na maana(yaani kipato chao kiliweza kuwafikisha hata next month, Ukiangalia Dar es salaam(Tanzania) ya mkoloni ni much much better, safer, arranged kwa mambo mengi sana kuliko Tanzania ya CCM, hapa maana yangu ni kuwa mkoloni mweupe alikuwa afadhari kuliko huyu mkoloni mweusi tuliyemkubali.
Angalia shule, hospitali, barabara, nyumba au hata ofisi zinazotumiwa leo na serikali alizojenga mkoloni, linganisha na walizojenga mika kumi iliyopita halau uniambie who did good job.
Kuna wakati bado tunakuwa na stigma ya mtu mweupe kutokana na mbegu tuliyopandikizwa tukiwa watoto kuhusu mzungu/mkolonni, lakini mwizi wa siku hizi ambaye ni worse inaonekana kuwa tuna mkumbatia. Mimi naona kwa kiasi fulani hao jamaa wana haki ya kutusaidia kuamua kwa sababu inaonekana wazi kabisa kuwa sisi tumesghindwa kuamua, hata tukipewa pesa za kutusaidia tunashindwa kuzitumia badala yake tunazirudishwa kwenye akaunti zao za huko Ulaya. MImi naona wana haki, what do you think, au unaonea ni bora turudi kwenye sera ya Ujamaa na Kujitegemea na tufunge mlango kabisa, no money from outside no word or order from outside? Is that what you are suggesting?!
 
Unajua a prophet is never accepted at his own country.Donors wakitia pressure ndo watajua kumbe it is serious to that extent na ndo watashika adabu.Manake watz wenzao wakiongea wanawaona wazushi bila kujaua kuwa we are all aiming at building our nation.

Mkuu hapa ni sisi wenyewe tuu. Unajua ubinafsi sasa unatuzidi watu mwanzoni walikuwa wanaona haya lakini sasa hivi wanachukua hata mchana kweupe kabisa.

Uzalendo tunatakiwa tuanze nao toka chckechea. Nakumbuka zamani tulikuwa tunafundisha kumchuki Nduli Idi Amini. Nakumbuka asubuhi mchaka mchaka tulikuwa tunaimba. "Idi Amini akifa mimi siwezi kulia, nitamtupa Kagera, awe chakula cha Mamba, piga magoti Amini*3 kwa Mwenyekiti wa Chama" some thin like that. Uonaona sasa sisi japo tulikuwa hatumjui lakini tulimchukia. Wakati wa kujamaa tulifundishwa kuwa Interprenuer yeyote ni mnyonyaji tukafundishwa binadamu wote ni sawa lakini Kwa Tanzania ya sasa binadamu wote si sawa.

Tulijengewa tabia ya kuipenda nchi yetu lakini sasa hamna siku hizi watu hata wimbo wa taifa hawaujui na wakiimba wanaimba kama kasuku bila kuangalia ujumbe wake. Kuna wimbo ule Tz*2 Nakupenda kwa Moyo wote, ......... huu wimbo namaudhui FD acha tuu.

Japan sasa hivi wamelazimisha shule zote za serikali na private lazi watoto wafundishwe Patriotism wafundishwa kuipenda nchi yao, wafundishe kuheshimu tamaduni zao..
