New administration under Samia Suluhu gives hope after 5 years of hopelessness

NEWS ANALYSIS OF A MINOR CABINET RESHUFFLE.


We are witnessing the expulsion of Mwendazake kitchen cabinet and the reincarnation of JK trusted hands back in the government. As much as Mwendazake was daubed with accolades that he was a man deluged with vision "alikuwa ni kiongozi shupavu na mwenye maono" now we know that was untruthful. For, if he was oozing out with visionaries then his appointees must have been an upshot of the "wisdom from above". However, now we know he was anything but that because his kitchen cabinet is being hounded out of office.

Not strange, even in the USA Obama resuscitated the Clinton kitchen cabinet but the notable difference here is the former excelled while the latter is doddering on the job.

The reappointment of Makamba Jr. at the expense of Kalemani is curious. The latter was incompetent but we thought for the sake of honouring Mwendazake his homeboy would have been spared the axe, sadly he was not. Makamba not a dream pick though because he will exploit the new docket to sign political IOUs he will need to gun down the presidency in 2030 presuming he will still be around. And, besides he knows nothing about the energy sector. We keep wondering why defeat the very purpose which was on record justifying Palamagamba transferee to the Ministry of judiciary where his skills are arguably fitted, save for his intense dislike of "accountability". We cannot say Makamba Jr appointment observed this golden rule of honouring qualifications. We seriously doubt whether Makamba will fulfil his presidential ambitions. We will share our reservations at the right opportunity. Makamba never won the Bumbuli constituency, but obtained it through a back door. And, so is everybody in the CCM tent. His insecurities are prodding him to have lobbied intensively for this post that may exalt his political stature in the homeland and at national terrain. We know a similar stratagem was pursued during 2015 CCM presidential nominations but came into a cropper.

Judge Feleshi is a controversial pick given his pillow fights with "Shangazi wa taifa". Is he being rewarded for his judicial gross misconduct? We know he was a judge of his own cause when he suspended "Shangazi wa taifa". First, her disciplinary issues were never raised or canvassed before him for a simple reason he holds no such powers to deal with them, and his decision to interdict her without affording her a due process of the law were extra judicial overreach. Now as an AG, it will be a full throttle payback time....his overzealous temerity to ensure ,"Shangazi wa taifa" never practice law for her entire life has been given a new lease of life appreciating as a judge he was powerless to pursue his pet project but now as the AG we should expect him to pursue all avenues of the law to ensure he is proven right! Such pernicious appointments question the motives and the attitude of the appointer whether she cares about the rule of law and good governance, at all!

But we know most of her picks are controversial for reasons which remain arcane. We saw a DPP brandishing a seriliazed record of prosecutorial abuse of power being patted in the back after being rewarded with judicial senior position where we expect nothing from him but continuing where he left off as DPP hitting the ground running via delivering bad decisions after bad decision going forward.

Ndugulile never bothered to learn the ropes of his job beyond hiking taxes on mobile phone money transfers so his sacking was proper but his replacement is equally naive. Our troubling quizz is what value will this neophyte add to her new portfolio. So we rule this reshuffling of the pack has nothing to do with improvement of government performance but rewarding cronies and punishing pedestrian performers....

The retention of Mwigulu Nchemba remains the most repulsive matter of this cabinet. He lacks the prerequisites to run the Treasury the earlier the appointer gets it the better for everyone.

Even without hearing from SYNOVATE or CCM nourished REDET we know her poll numbers have plummeted because she is procrastinating from dumping Mwigulu.

The replacement of the engineer with the professor at Miundombinu is a jaw dropper. The professor was there before and was found napping on the job. This is why he was shifted to Maji where he has cast a nondescript figure of derision. Now he is recycled back to ujenzi where he was perceived to be an excess baggage. We say in Pemba there must be better leaders than him if the intentions is to capture and reflect a national outlook in the cabinet.

Ms. Tax to defence is another manpower misallocation. What does she know about security and law enforcement? It is a gross misuse of her abilities. She would have fared better at the Treasury or Foreign Affairs. Having Mwigulu Nchemba who is a blue eyed boy at the Treasury and seeing this manpower misallocation we ponder what are the real issues going on? We refuse to buy on JK yarn that ministerial posts are merely administrative because the appointees must also be bringing tangible value on the table or she will be a "doormat" of her sidekicks: Just there for the sake of just being there and eat our national cake.

Get rid of Mwigulu Nchemba and put her there, and your polling number will begin to pick up.

Maybe, she does not care about her polling fortunes so long as NEC remains CCM extended department where votes never mean anything. We empathize not with her and CCM because these are not minor lapses of judgment but are fundamental lapses of judgment enticing a ballot box rebuke and atonement. For how long will JK run the government by a remote control and commit such colossal errors of judgment? Well, we know the buck stops with our sister, and not JK.

As winners of this dubitable reshuffling of the pack are craning their necks in victory and losers are massaging their losses one noteworthy point needs no reminder is CCM legitimacy to govern no longer in the hands of the electorate but in the hands of faceless bureaucrats and security apparatchik. At the end of it all this is no time for a victory parade but for a pyrrhic indulgence.
