HIGHER DIPLOMA/BACHELOR DEGREE IN INTERNATIONAL RELATIONS AND DIPLOMACY (BDIRD) – NTA LEVEL 7 and 8 –THREE YEARS.

This programme has two parts. The first part comprises of four semesters. Three semesters is for class lectures and tutorials, and one semester is wholly dedicated to field attachment. Upon successful completion of the four semesters students will graduate with a higher diploma in International Relations and Diplomacy. To be awarded a Bachelor Degree, a student will have to complete two semesters ( NTA Level 8 one year) of a Bachelor Degree programme.

The programme aims at producing qualified and competent graduates who can work in the field of Diplomacy. The programme is tailored to build the capacity of the graduates working independently and have an impact in the recruiting agency. Graduates can either employ themselves or be employed in public, private and non governmental organizations.

Introduction

The Department of Economic Diplomacy (DED) was established to cater for the economic development of Tanzania and other developing countries. The course aims at promoting economic productivity and competitiveness in the developing countries by attracting investments and creating a favourable trade in the world. Economic Diplomacy involves the use of diplomacy in the development of knowledge and skills among diplomats, government officials, business communities and the private sectors in international business negotiations, international trade and investment promotion.

Economic diplomacy has increasingly become an important phrase and practice in international relations. The globalization process has increased the need for economic development due to the increasing demand for improving standards of living and fighting poverty. Economic development has in such a situation become a world-wide panacea.

Training in economic Diplomacy is necessitated by the tremendous economic changes and challenges facing the world. Globalization and economic competitiveness have become part of the new world order. Over the past two decades, the world has increasingly become a global village of nations. The people of the world and nations have been concerned with problems of poverty and peace since the end of the cold war. The post-1990s realities have forced the national leaders and governments to work together towards realizing the new millennium development goals. These have forced the governments to work together with the private sectors and also pursue economic diplomacy more than the traditional politics-oriented diplomacy for the betterment of their nations and world citizens.

It is therefore of a strategic value for Tanzania to develop capacity in training its nationals in theory and practice of economic diplomacy. The Postgraduate training in Economic Diplomacy seeks to address this strategic goal. It equips trainees with knowledge and skills to quickly respond to global economic challenges such as International Relations and Diplomacy, International Business, Business Negotiations, Trade and Investment Promotion.

Overall Objective

The objective of this programme is to strengthen skills of the Foreign Service corps; business communities and related stake holders in Economic Diplomacy so as to enable them handle competitively and skilfully international economic, business trade and investment transactions.
Specific Objectives

To equip students with the fundamentals of Economic Diplomacy and its basic tools; and

The Department of Strategic Studies (DSS) is one of the academic departments at the Centre for Foreign Relations (CFR) that was established to cater for socio- economic and political needs after the liberation struggle in Africa. The Department provides quality and competitive training sessions, as well as research and consultancy services in the fields of conflict management, peace building, mediation, leadership, governance, strategic studies, public administration, national interest and economic reforms, constitutional and legal affairs, international trade and policy analysis. In fulfilling its mandates as a “Think Tank” in the areas of its competences, the DSS is running both long term and short term courses to meet the needs of our clients in the specified fields. Also, the Department will start offering regular PGD programme in Peace and Conflict Management. The programme will run in Dar es Salaam, Dodoma and Zanzibar in both regular evening and executive modes.

POSTGRADUATE DIPLOMA IN PEACE AND CONFLICT MANAGEMENT (PGD-PCM) PROGRAM DESCRIPTION

This is a multidisciplinary program that exposes the students to the areas of Peace and Conflict Management. The students will explore the relationship between conflicts, peace and conflict resolutions as well as review the discourse on peace and conflict management. While the course will survey the global patterns of peace and conflicts, it will as well pay more attention to the issues that are specific to Africa. In addition to the theoretical exposure, the students will be equipped with skills that will enable them to handle practical issues in their working environments.

Overall objective

The overall objective is to enhance the knowledge, build skills on prevention, management and resolutions of conflicts by using globally accepted and African specific tools.

Specific Objectives

To equip students with an understanding of the key concepts and theories in peace and conflict management; and
To impart to students the practical experience in preventing, resolving, and managing conflicts and managing peace building.
Justification and Rationale

Interstate and intrastate conflicts have throughout existed in Africa. The Tanzania – Mozambique Centre for Foreign Relations, a regional think tank in International Relations, Economic Diplomacy and Strategic studies, found it imperative to develop a program that will cater for theoretical and practical needs in the areas of Peace and Conflict Management. The idea behind this program is two-fold. First, to meet Centre’s vision of becoming a regional centre of excellence, a highly demanded think tank in international relations, diplomatic and strategic studies; while pursuing Centre’s mission of providing scholarly and strategic teaching, research, policy advocacy and outreach services in international relations and diplomatic studies – targeted a strategic national and international needs. Second, to assist in ifort of minimizing conflicts in Africa by strengthening people’s knowledge, skills and experience in peace and conflict management.

The Postgraduate Diploma in Peace and Conflict Management (PGD-PCM) program is among the Centre’s contribution to the ongoing national, regional and global initiatives of finding lasting solutions to conflicts and subsequently building everlasting peace.

This Post-graduate Diploma program focuses on exploring causes of social and political conflicts, including but not limited to those over resources, related to security issues, justice, governance, gender and human rights among others. Equally, the program stresses peaceful means of promoting Africa’s sustainable development that combines theories and practices to prepare course participants to become professionals and researchers in the area.

Learning Outcomes

At the end of the program the students will be able to;

Identify different discourses in conflict management and promotion of peace;
Participate fully in peace building and conflict management processes;
Mainstream gender in peace building and conflict management processes;
Conduct research in conflict related matters;and
To communicate through more than two languages.
Mode of delivery

This program will be offered in evenings, whereby students will attend 15 weeks of lectures and other practical components in each semester. The program will be facilitated by adult learning pedagogy guided by experiential and participatory philosophy. The methodology is highly participatory with various simulation exercises, including role-plays, case studies as well as interactive lectures. Although case studies will be drawn from different parts of the world, to enrich the knowledge, the majority of cases will be drawn from Africa.

Target group

The program is designed for various professional needs. It targets individuals in foreign services, military, NGOs, lawyers, mediators and negotiators, sociologist, social workers, counsels, psychologist and other related fields.

Entry to the program requires an appropriate first degree with a Pass (2.0 GPA and above)

Postgraduate Diploma in Peace and Conflict Management is a one year, full-time, program comprising of core and elective modules taught in two semesters. In the two semesters, students take a minimum of 120 credits, of which 93 credits are core, 27 fundamental credits.

Assessment scheme

Continuous assessment (individual assignment, seminar presentation/ practical, class participation and timed test) will comprise of 50% and end-of semester examination 50%.

Program Fee:TZ 2,500,000/=, The fee caters for identity card, library, students’ union contribution and tuition.

POSTGRADUATE DIPLOMA IN ECONOMIC DIPLOMACY (ED) – ONE YEAR
The programmes aims at enabling graduates to acquire higher knowledge and skills in Economic Diplomacy and apply them in the work places.



Graduates are trained to handle complex and newly emerging issues related to International Relations and Diplomacy, International Business, Business Negotiations, Trade and Investment Promotions.

STRUCTURE OF THE COURSE

This is a one-year programme consisting of two semesters of classroom teaching and proposal writing. The classroom teaching and proposal writing are done consecutively in the first and second semesters.

Semester One

Economic Diplomacy;
International Economics;
International Business Management and Strategies;
Research Methodology;
Communication Skills;
Development of Diplomacy; and
Consular Practices.
Elective Courses

Students are supposed to choose one of the following Foreign Languages:

Arabic, French, Spanish, Portuguese, Chinese, Korean and Russian.

Semester Two

International Business Negotiations;
International Trade and Investment Strategies;
Regional Economic Integration; and
Tanzania Foreign Policy.
Elective Courses

Students are supposed to choose one of the following Foreign Languages:

Arabic, French, Spanish, Portuguese, Chinese, Korean and Russian.

The department of Economic Diplomacy offers course which support other programmes at the Centre. These courses include:

Basics of Economics;
Political Economy;
Computer Skills;
Principles of Economics;
Entrepreneurship;
Economic Diplomacy;
Business and Management Practices;
Commercial Diplomacy and International Business;
Trade and Investment Promotion;
Micro-Economics;
Macro-Economics;
International Political Economy;
Economic Diplomacy; and
Trade and Investment Relations.
Non-Regular and Short Courses Offered (from one week to three weeks) are:

Economic Diplomacy;
Scholarly Writing and Publishing of a Scientific Paper;
Mastering International Business Negotiation; and
Commercial Diplomacy and International Business Analysis.
Starting from March, 2020 the Department will introduce a one year Basic Technician Certificate in Business Management.
