Niliwahi kushauri jinsi ya kutatua mgogoro wa tatizo la mpaka kati ya Tanzania na Malawi siku nyingi sana humu JF.

Nadhani viongozi wetu hawapaswi kupuuza yale yanayosemwa JF. Wawe wanapitia ushauri mbali mbali unaotolewa humu ndani. Zaidi ya poroja za Waziri afumaniwa kuna mambo mengi sana ambayo ni very constructive.

Watanzania tujiulize, miaka yote hii, kutia ndani kipindi ambapo Tanzania na Malawi tulikuwa na uhusiano mbaya enzi za Kamuzu Banda, kipindi ambacho wala SADC haikuwapo, hatukuwa na mgogoro na Malawi kuhusu ziwa wa kiasi hiki. Kwa nini leo?

Kama kupigana na Malawi juu ya ziwa basi ingetokea kipindi cha Kamuzu Banda.

Angalia kwamba siku zote Tanzania tumetumia nusu ya ziwa kama letu, na hatamiaka ya sabini tukaweka meli za Takoshiri kuhudumia wakazi wa mwambao wa ziwa- Mbamba Bay, Ludewa, Manda nk; kwa nini Malawi hawakulalamika juu ya nchi yao kuingiliwa siku zote hizo na wakasubiri hadi leo hii?

Sababu ni kwamba mgogoro si juu ya ziwa au mpaka, na ndio maana mazungumzo ya kusuluhisha yanakwama. Mgogoro ni mafuta mengi yanayosemekana yako katika ndani na kwenye eneo la ziwa.

Angalia kwamba hata Zanzibar wameanza suala la kujitenga baada ya kuambiwa kuna mafuta eneo la Zanzibar!

Mafuta siku zote ndio tatizo katika Afrika.

Ikiwa hivyo ndivyo, kwa nini basi mazungumzo kati yetu na Malawi juu ya suluhu ya huu mgogoro isiwe jinsi ya kugawana hii rasilimali ya mafuta itakapochimbwa popote katika ziwa? Mie nadhani tukubaliane kugawana 50:50 na kufanya juhudi zapamoja za utafutaji mafuta katika ziwa, na mambo haya ya ziwa ni la nani tuachane nayo kabisa. Ikiwa visima vya mafuta vitakuwa nchi kavu, basi Malawi au Tanzania inakuwa na haki ya kuvimiliki 100%, lakini kisima chochote cha mafuta ndani ya maji (offshore oil development) kiwe ni joint venture ya 50:50

Tukiendelea kutafuta suluhu kwa ku-focus kwenye ziwa na mpaka tutapoteza muda na fedha nyingi. Tutatajirisha wanasheria. Tuache ubinafsi, tukubali kuendelea na status quo kwamba hili ziwa ni no mans land, na hivyo tujadiliane production sharing agreement (PSA) ya mafuta yatakayotoka ndani ya ziwa.
Naomba tusaidiane kufikisha ujumbe huu kwa viongozi wetu.
 
Inaonekana hata hivyo kwamba Tanzania na Malawi wote hawakubali suluhisho la kwamba kuwe na kugawana resources za Lake Nyasa/Malawi!

Malawi and Tanzania have rebuffed a proposal by the Forum for Former African He of State to share resources of Lake Malawi as first step in resolving the dispute between the two countries.

Minister of Foreign Affairs Ephraim Chiume confirmed the development yesterday at a press briefing held in Lilongwe saying both countries would wish to resolve the border dispute first before moving to issues of resource sharing.

As reported by The Daily Times on Monday following the fresh round of talks held in Maputo and chaired by the forum's chairperson Joachim Chissano, there is now a deadlock on the matter.

Chiume revealed that the Forum's team, which also included former South African president Thabo Mbeki and former Botswana leader Festus Mogae, proposed that the best approach to reach a lasting solution to the dispute was "first of all for the countries to look at the resources found in lake Malawi."

According to Chiume, the former leaders said the two nations should come up with ways of "optimally using and sharing resources," saying with that approach the boundary issue will "automatically fall in place."

"In response, I explained Malawi's position that in as far as the matter is concerned, the fundamental issue is to determine first where the boundary lies, who owns the lake, and that thereafter, the issue of resources that may be found in the lake can be looked into," said Chiume.

According to Chiume, Tanzania has also taken a similar position on the matter but in a twist to the process, Tanzania notified the mediators that in 2005 the late president Bingu wa Mutharika wrote his then Tanzanian counterpart Benjamin Mkapa proposing the establishment of the Joint Boundary Commission.

Tanzania now states that Mutharika's letter was an admission that the boundaries between the two countries are not properly defined and should be reworked on.

Mediators in the ownership wrangle of Lake Malawi have proposed a resource-sharing agreement between Malawi and Tanzania governments.

The two countries will discuss the proposal as the mediators believe that economic integration is the solution on the matter.

The move was proposed by the two former heads of state meditating the dispute, former Mozambican president Joaquim Chisano and former South African president Thabo Mbeki during the last African Union (AU) summit in Addis Ababa, Ethiopia.

Malawi's Foreign Affairs and International Cooperation Minister George Chaponda confirmed the development but said the decision does not mean government has changed its stance on ownership of the lake.

He said Malawi and Tanzania technocrats have been told to "do their homework on the issue and come
up with a way forward."
