On October 23, 2011 this paper reported exclusively that the Terminal III project had reverted to the drawing board after an initially agreed Chinese firm to finance the work collapsed.


The company, China International Fund Limited had offered to finance the project, which the company would supply without government participation, with a negotiable mode of payment.


The deal stuck when the Chinese company opting for barter methods of exchange for the construction work, expressed its preference for allocation of a zone with potentiality for a strategic mineral.


This paper came to establish mid this year that the said zone was the Williamson Diamond mine located at Mwadui in Shinyanga, about 200 kilometers south of Lake Victoria.


The mine is co-owned by a Dutch company, Petra Diamond, with its Africa operations office in South Africa (with 75 percent shares) and the government (25 percent).


This condition was also related to the proposed investment by Sonangol in the much troubled Air Tanzania Company Limited (ATCL) that never materialised.

"$350m JK Nyerere airport tender deferred"

The government mid this week suspended temporarily the opening of the $350 million (Sh560 billion) tender to construct the modern Terminal III at the Julius Nyerere International airport indicating further delays for the expansion of the country's main airport.
The Sh560 billion airport project has been in the government's plans for three years now, waiting for the construction to start.
As per Tanzania Airports Authority (TAA) officials, the function for opening of tender documents was initially extended to Friday, November 23 but the public announcement made by the authority on Wednesday re-extended it to December 17, 2012.
The advert published in the newspapers this week read: "The general public is hereby informed that TAA has re-extended the deadline for submission and opening of the above mentioned tender for Design and Construction of Passenger Terminal III Complex at Julius Nyerere International Airport up to Monday 17 December, 2012 at 1000hrs local time."
Acting TAA Managing Director, Suleiman Said Suleiman told this paper on Friday that the extension was based on the government's intention to have the best tenders for the project to choose from.
"The examination is prepared to gauge the students' capacities, likewise out of a number of tenders we will finally get a suitable one for the project - and it is even better when the number of applicants is big. Therefore the extension is primarily aimed at suiting this purpose."
Suleiman confirmed that his office was able to float out the tender for the stalled project after assurance from the Treasury that the finances were available for the awaited work.
"Under Government procurement procedures we are obliged to get financial assurance from the Treasury and the Ministry of Transport before we could carry on with tendering arrangements. Thus in this regard everything is in line - procedures and governing laws," he affirmed.
Though Suleiman could not disclose the project financier because the mandate to comment on finance details is in the hands of the Treasury, this paper has established that the financier is the Anglo/Dutch international bank - HSBC, with its headquarters in London.

Construction of the VIP building at the tune of $9 million (Sh14.4 billion) out of which government contributed $3 million (Sh4.8 billion) was used as enticement for government authorities to approve the deal.
The eviction of residents from areas around the Dar es Salaam Airport between 2009 and 2011 cost the government Sh45 billion as compensation to evictees. Affected areas include Kigilagila, Kipawa and Kipunguni.
