Former Head of Public Service Ambassador Francis Muthaura is back in government, he is the new chairman of the LAPSSET Corridor Development Authority with effect from January 2014.

Kenya: Former Head of Public Service Ambassador Francis Muthaura is back in government.

Muthaura is the new chairman of the LAPSSET Corridor Development Authority with effect from January 2014. Muthaura’s appointment is contained in a special gazette notice (vol. CXV – No. 182) dated December 27, 2013.

In the gazette notice, President Uhuru Kenyatta has appointed 26 heads of parastatals.

Among those appointed include former MPs and retired civil servants. Former Marakwet East MP Linah Kilimo will head the Anti Female Genital Mutilation Board for three years starting next month.

Also bouncing back is former Kibwezi MP Agnes Ndetei who will chair the National Drought Management Authority Board. Philip Kaloki, a former MP from the same constituency who unsuccessfully vied for governorship of Makueni County in the March elections, will now head the Kenya Medical Training College Board.

Matu Wamae has been reappointed as chair of the New Kenya Cooperative Creameries for a further period of three years, while Col Geoffrey Kingangi will head the National Cereals and Produce Board.

The appointments, which take effect from January 14, will also see Terry Ryan take over as chair of the Kenya National Bureau of Statistics, while Taraiya ole Kores will chair the Kenya Meat Commission. The new chair of the Board of Directors of the Consolidated Bank is Benson Ateng, while Mr Mohamud Mohamed Ali will now chair the Board of the National Hospital Insurance Fund. Sam Kona will head the Kerio Valley Development Authority, while former Makueni MP Peter Kiilu will chair the Water Resource Management Authority.

The Lake Basin Development Authority and the National Water Conservation and Pipeline Corporation will now be headed by Onyango Oloo and Julius Kones, respectively.

Mr Abdul Bahari takes over as chair of the Tana and Athi River Development Authority, while Joseph Musebe steps in as chair of the Kenya Broadcasting Corporation. Kitambi Digore will head the Kenya Maritime Authority while Sammy Tangus takes over as chair of the Postal Corporation of Kenya.

Mr Edwin Yina is the new chair of the Kenya Information and Communication Board of directors.

Samwel Nyageso will chair the Kenya National Library Services Board, while Sam Njonde and Peter Kinya will head the National Sports Fund Board of Trustees, and the Kenya National Trading Corporation respectively.

Kenneth Sigilai will chair the Kenya Electricity Transmission Company, while Titus Ibui is the new chair of the Kenya Leather Development Council Board.

The Geothermal Development Company will be chaired by Simon Gicharu, while Daniel Kiongo takes over as chair of the Kenya Pipeline Company.

Lobby, MPs unite to oppose latest appointments

Civil society and political leaders at the Coast have opposed President Uhuru Kenyatta's recent public sector appointments, terming them illegal and insensitive to women and the region.

Like most critics across the Coast, region leaders and civil society were especially unhappy with the appointment of former Head of Civil Service Francis Muthaura as chairman of the Lappset Corridor Management Authority.

Many local leaders have been anticipating former Matuga MP Chirau Ali Mwakwere would be chosen to Muthaura's new office and yesterday an MP said this post should have gone to "someone from the Coast with knowledge of maritime issues," in apparent reference to the former Transport minister who lost the Kwale senatorial race.

Mombasa based human rights agency Haki Africa asked the President to rescind his appointments.

Through its Executive Director Hussein Khalid, Haki Africa said the President awarded mediocrity instead of merit.

"As an organisation championing for human rights, we wish to go on record and oppose these appointments since they clearly appear to be reward to political loyalists and not professionals who can deliver,'' Khalid said.

He added that a good number of those appointed are ex-politicians who failed to make it politically but are now being rewarded with government jobs.

Gender rule

Khalid said the appointments did not fulfil the one third gender rule.

"The appointments do not also meet the one third gender threshold as required by the Constitution and do not consider the youth factor as well as regional representation,'' he said.

Mvita MP Abdullswamad Sheriff Nassir claimed President Kenyatta's appointments go against the spirit of promoting the young professionals who he said now dominate the Senate and National Assembly.

The frustration of Ruto and his URP team is now in high gear. Ruto fought hard against the Mt Kenya Mafia when it came to appointing Cabinet Secretaries but he failed...remember Ngilu and Balala getting those positions after we were told politicians cannot be appointed as Cabinet Secretaries?..so what gives? Ruto is trying very hard to hold his fort together but rebels like Keter aint having it. Now with this in-your-face type of appointments, what does Ruto tell his URP supporters?...Nothing!

There is no defence in retaining old guards like Muthaura and Wamae...unless its all tribal arithmetic in play. There is a serious youth bulge in Kenya that needs employment and the symbolism of retaining these grey haired dinosaurs is dumbfounding! This goes to show you how these 2 amigos have lost the plot on how to govern Kenya.

Kenyans wasted there time and effort electing this Jubilee thing!

Muthaura is one out of 26 appointments and all the noise is directed towards Uhuru for appointing him. In the same vein people are in support of the notion that certain projects should only be handled by people from a certain region and you guys are perfectly okay with that. You guys are not even smart in your accusations.
Playing the type of raw politics that you want to advance here what percentage of votes did Luos and Kambas give to Jubilee to deserve 3+ seats out of 26?

Split widens over President Uhuru Kenyatta's political appointees

....MPs were last evening divided over the matter, with Moses Lessonet, the chairman of the National Assembly's Committee on the Constituencies Development Fund (CDF) terming the selection of former presidential contender Abduba Dida as illegal..

....MPs Richard Onyonka (Kitutu Chache South) and Timothy Bosire (Kitutu Masaba) castigated the Jubilee government for ignoring the youth by rewarding those who lost in the pols; mainly the old guard.

...."The names and curriculum vitae of the persons nominated to be appointed as members of the Board…. shall be submitted to Parliament for approval before appointments are made," the act reads in part.

....What is also not clear is why the President gave Dida only eight months, from January 10 to September 9, yet the tenure of the chair, according to the law, is three years.
The law reads: "Chairperson or a member of the Board other than ex-officio members shall… hold office for a period of three years, on such terms and conditions as may be specified in the instrument of appointment, but shall be eligible for appointment for not more than two terms.'

....Dida is among 10 other leaders who lost in the last elections but were cherry-picked by Uhuru to chair boards of State corporations.

First off, Muthaura's apointment is not tribal, he is not a Kikuyu but a Meru, actually Merus are linguistically closer to Kisiis than Kikuyus, so stop lying to Tanzanians here. Secondly, LAPPSET is one major project you can't trust on a young, inexperienced and unpatriotic man/woman.
There are young men and women who are bent to steal from public coffers. Why Muthaura? Lappset is Uhurus's and Ruto's Legacy. This was the dilemma they were in - if they do not get the foundation right, the whole process will be lost. Muthaura is to the largest extent rich in wisdom, experience and qualifications. He is the engineer of the working public service sector and he knows how stuff goes wrong. Moreover he is known to be a performer and a no nonsense man. While others have moved on, you are stuck to what would have been.
Its common knowledge that to the winner belongs the spoils and if you expected ODM loyalists to be rewarded by Uhuru its not gonna happen. Mwalimu Dida was running against Uhuru and now he is one of the beneficiaries of the jobs that you are complaining about, last time i checked Ruto was saying that they are creating a position to accommodate Raila but the foot soldiers are busy poisoning each other.

I said linguistically Merus are closer to Kisiis than Kikuyus, they share a lot in their languages. Actually a kikuyu can hardly understand much when listening to a Meru. As for Muthaura, some projects leadership goes beyond constitutional right in terms of qualification.

Why don't you print out the whole list instead of picking out Kikuyus and a few Kalenjins, this proves you're some Luo yet to move on. Man relax, the Jubilee manifesto is coming out alive and the JF Tanzanians you're trying to seek sympathy from will not vote for your Raila come 2017.
