Kampala. It is not the first time. It happened with his first cabinet when he appointed people such as Democratic Party’s Kawanga Ssemwogerere.
In the Cabinet released yesterday evening, President Museveni appointed Uganda People’s Congress’ Beti Amongi and Uganda Federal Alliance’s Betty Kamya to the ministries of Lands and Kampala respectively.
Another is Ms Nakiwala Florence Kiyingi who he appointed State minister for Youth and Children Affairs. She belongs to the Democratic Party and postured as Go forward sympathiser during the just concluded presidential campaigns.

Explaining the appointments, presidential spokesperson Don Innocent Wanyama said the President has never had difficulty working with people from the Opposition.
“The important thing is that the appointees appreciate what he expects of them and they will deliver on those expectations,” Mr Wanyama said.
He added: “The key Opposition appointees here are Betty Kamya and Beti Amongi. These two women have a solid political track record. Their ability to deliver, therefore, is not doubtable.
Their style of opposition is not abrasive, dismissive and abusive like most other Opposition politicians. They are sober and the President working with them shouldn’t be difficult.”
Ms Kamya was once with the Forum for Democratic Party before disagreeing with its leadership and later forming her own party, the Uganda Federal Alliance, on whose ticket she contested for the presidency in 2011. She unsuccessfully contested for Rubaga North parliamentary seat, a constituency she had represented before in the House.
Ms Amongi, on the other hand, started off as Apac District representative in Parliament and later moved on to represent Oyam South.
