THE NRM 2011 presidential candidate, Yoweri Museveni, has promised free education for A’level students starting next year.

Museveni made the promise at different rallies in Lango sub-region. The Government is already providing free education at O’level.

“We have given you free primary education, free education at O’level, and now starting next year, we shall give you free education at HSC,” Museveni said yesterday at a rally in Alebtong district.

The party’s manifesto promises to extend free secondary education from ordinary to advanced level. The ruling National Resistance Movement party first promised to introduce free secondary education during the 2006 presidential campaigns.

Started four years ago, 110,000 students under the scheme of candidates will this week complete their for final O’Level examinations. A total of 264,560 students registered for the exams countrywide.

Under the country’s education system, a student with A’ level certificate or its equivalent can join the university.

Museveni was yesterday was given rousing welcome by NRM supporters in Alebtong. He warned head teachers against charging fees in government schools saying when the system is supposed to be free, it must bear no charges.

“It is not my plan to charge extra fees. When you say free education and then you charge money, which language do you understand?” He asked to the deafening cheering of the
wanainchi.

The President also promised to rehabilitate old secondary schools and build laboratory. He cautioned head teachers against charging parents fees for building classrooms saying it is the work of government to do so and promised his government would construct more classrooms in the next five years.

“We want parents to be free, to use their money to engage in other issues that promote development,” he said.

He said in Lira district, before UPE was introduced, there were only 26,000 pupils enrolled in Primary schools but today over 79,000 are enrolled in Primary schools.

He added that before the introduction of USE, only 11,000 students were enrolled in Secondary Schools compared to today’s 15,000 students.

Ministry of Education Publicist Aggrey Kibenge was yesterday guarded on the scheme when we sought out comments from him.

“As you know NRM is in charge, if it makes such a commitment, it means it has done ground work. If a government makes such promises, it is different,” said Kibenge .Asked if this had been discussed by the technical team at the ministry, he said, “I trust it has been discussed.

Government began offering free secondary education to 250,000 students in February of 2007. It increased the transition rate from primary to secondary school from 46% to 69%. Currently, the scheme is being implemented in 1,471 government and some private schools covering about 579,734 students.

Lakini Uganda wataweza vipi wakati wao ni nchi maskini labda kutuzidi sisi?

Wanamsemo wao waupendao sana "Uganda gifted by nature". Sisi waTZ (kama tujulikanavyo) tumeshindwa ku-appreciate kitu kama hicho...it is like "Tanzania ungifted by nature", which I dont buy!

Hili suala la kuprovide free education inawezekana kabisa. Tunachokikosa Tanzania ni uongozi ulioamua kulitekeleza hili. Uganda ni nchi maskini sana na hawana rasilimali ambazo sisi tunazo. Sisi tuna kila kitu cha kuweza kuinua uchumi wetu na kuweza kuleta maendeleo kwa wanachi wetu.

Nilisikitika sana nilipomsikia yule mkuu wetu wa nchi anasema eti suala la free education watu wengine wamejaribu na wameshindwa. Sijui hawa viongozi wetu wanafikilia nini. Kwa kweli watu kama hawa hawafai kabisa kuwa viongozi kwenye nchi hii maana wanatoa kipaumbele kwanza kwenye matumbo yao na familia zao badala ya wananchi. Kuna gharama gani za elimu ambazo serikali itashindwa kuwalipia watoto wote kwenye nchi hii?Wao wenyewe waliweza kusoma bure kabisa tena na hadi University wakati nchi hii bado ikiwa changa kabisa. Leo hii nchi imestawi ikiwa imesheheni madini ya kila aina, samaki kutoka kila kona, misitu kila kona, just to name a few.

Wakati wanalalamika kuwa nchi ni maskini wao wenyewe wanakula raha kwa kwenda mbele wakiwa kwenye Mashangingi, XV, V8 n.k. Tunahitaji viongozi wenye uchungu na nchi sio wanaosema "eti hawaoni mafisadi kwenye nchi hii". "Eti fisadi ni mtu anayeiba wake za watu". Je waatu kama hawa wanaweza kuleta maendelea kwenye nchi hii? Mtu kama huyu anaweza kufikilia kujadili mswada wa elimu bure bungeni? La asha!

Watanzania tunahitaji mabadiliko makubwa ya kuwang'oa hawa majaa wanaosema elimu na afya bure haiwezekani.

Ni priority na Political willingness. Hata wakitaka uganda iwe kama Japan, wakiset priorities zao vizuri na kukiwepo nia na dhamira ya dhati ya kisiasa, hakuna kinachoshindikana
 

Kikwete alipromisi kuwa atachukua na kutekeleza baadhi ya sera za wapinzani...

Kweli? Ataichukua ipi!?
 
Lakini Uganda wataweza vipi wakati wao ni nchi maskini labda kutuzidi sisi?

Mkuu kwanza lazima iwepo nia halafu ndiyo uangalie uwezo. Lazima kuna maeneo wataamua kuyabana ama watakuwa wanaanzisha vyanzo vipya ili kuwekeza kwenye elimu ya bure. Ni masuala ya kupanga tu.
 
Ili kufikia maendeleo yoyoye yale, sharti:
1. Penda nchi na watu wake,
2. Panga mipango shirikishi,
3. Mobilize (human and material rsources),
4. Simamia utekelezaji bila kujali CHAMA, shangazi au mjomba,
5. Tathimini na ikibindi REKEBISHA ulipokosea kwa HARAKA na kisha,
6. SONGA mbele tena
 
Ili kufikia maendeleo yoyoye yale, sharti:
1. Penda nchi na watu wake,

Ni vema na inaleta matumaini kwa wananchi wake, TZ hiyo haiwezekani gharama ni kubwa bora kuchapisha mabango na kusambaza tz nzima...:sad::sad::sad:
 
Wapigakura wote twajua ya kuwa CCM ni bomu lakini wao sasa waishi kwa kuiba kura tu vinginevyo wangelikuwa out siku mingi...............
