Mshahara serikalini wapendekezwa:Kima cha chini 100,000/-

BARAZA la Majadiliano na Kamati ya Utumishi wa Umma, limewasilisha mapendekezo kwa Waziri wa Nchi Ofisi ya Rais Menejimenti ya Utumishi wa Umma, Bibi Hawa Ghasia, likipendekeza kima cha chini cha mshahara kwa mtumishi wa umma uwe sh. 100,000.

Kama Bibi Ghasia ataridhia mapendekezo ya Baraza hilo, ambalo limeundwa kisheria kujadili maslahi na ustawi wa wafanyakazi katika utumishi wa umma, kima cha chini cha mshahara wa wafanyakazi wa Serikali kitakuwa kinatofautiana kwa sh. 10,000 na cha mtumishi wa ndani anayefanya kazi kwa Balozi.

Akizungumza na waandishi wa habari Dar es Salaam jana, Mwenyekiti wa Baraza hilo, Bibi Anastasia Mmuni, alisema mapendekezo hayo yana unafuu ikilinganishwa na kima cha chini cha sh. 84,740 kilipitishwa katika bajeti ya mwaka huu.

Bibi Mmuni alisema kwa mujibu wa sheria, mapendekezo hayo yatawasilishwa kwa waziri mwenye dhamana ya utumishi, ili kupata baraka na kwa kuzingatia taratibu hizo, mapendekezo hayo tayari yamewasilishwa kwa Bibi Ghasia.

Alisema Baraza lilipokea na kujadili taarifa ya kamati ndogo iliyoundwa Septemba 14 mwaka huu na kukubaliana nayo juu ya nyongeza ya kima cha chini kwa watumishi wa umma kwa mwaka 2007/08.

Alipoulizwa kama mapendekezo hayo yanaendana na ahadi ya Rais Jakaya Kikwete aliyoitoa alipoingia madarakani kuwa anataka kuona mfanyakazi wa umma anapotoka ofisini kwenda kula anarudi akiwa amebadilisha nguo kutokana na kupata maslahi bora, Bibi Mmuni alikiri kuwa kiasi hicho hakitoshi.

"Baraza linajua kiasi hiki hakitoshi, lakini ni bora kuliko kubaki kile kile kilichopitishwa kwenye bajeti," alisema Bibi Mmuni. Alipoulizwa kama haoni kuwa Baraza lake litakuwa linajiaibisha mbele ya jamii kwa kupendekeza kiasi ambacho linafahamu hakitoshi, Bibi Mmuni alikataa hilo.

"Tumejiaibisha kwa lipi? Nadhani hatujajiaibisha," alisema na kuongeza kuwa kamati ndogo iliyotoa mapendekezo hayo ilikuwa na wataalamu mbalimbali iliyoangalia mambo mengi kuhusiana na maslahi ya mfanyakazi wa umma.

Alipoulizwa kama kiasi hicho kilichopendekezwa hakitaibua mvutano baina ya vyama vya wafanyakazi na Serikali, alisema: "Kwenye Baraza tulikuwa na uwakilishi sawa, nusu ya wawakilishi walitoka vyama vya wafanyakazi ambao wameridhia kiwango hicho." Alisema wamependekeza wafanyakazi wa kima cha chini wasikatwe mishahara.

Katika madai yao wafanyakazi wamekuwa wakisisitiza kima cha chini cha mtumishi wa umma kiwe sh. 315,000. Hivi Karibuni Serikali ilitangaza viwango vipya vya kima cha chini kwa watumishi wa sekta ya binafsi ambavyo viligawanywa katika makundi wa juu ukiwa ni sh. 350,000.

Katika makundi hayo wafanyakazi ambao wanapata kima cha chini kinachokaribiana kabisa na sh. 100,000 zilizopendekezwa kwa ajili ya watumishi wa umma ni wafanyakazi wa ndani na wahudumu wa baa.

Nakubaliana na hilo ulilosema, well put! Mimi nadhani kwanza kabisa ni lazima serikali itambue mchango wa sekta binfasi katika kutoa ajira. Hivyo inabidi ipunguze kodi wanazotozwa, including corporate taxes. Also kodi hizi zingine wanaokatwa waajiriwa na mwajiri zipunguzwe.

Third: EDUCATION, EDUCATION! A qualified teacher is worth all the money to an employer then a 'vodafasta' teacher! So hata wananchi wajue that they have to strive to get a better education. I saw how Ugandans after the war walijitahidi kusomesha watoto wao! Na sisi tujitahidi na tusitafute kisingizio cha umaskini always! Lazima jamii nzima ione umuhimu wa kusomesha watoto wao! But I am not excusing the government, as it also needs to look at ways of enabling children to get education and not any but QUALITY education!

What happened now is just chaos and will increase instability in the country! Mass unemployment, increase in crime and a continued rising inflation! We urgently need people with vision at the helm of government!

Teachers in Kenya are the highest paid in East Africa, a new survey has revealed.

The survey conducted this year by Education International in the three countries shows that a primary school teacher in Kenya earns more than a secondary school teacher in Tanzania.

According to the report titled: "Teacher Supply, Recruitment and Retention," the average salary for a primary school teacher in Kenya is Sh10,184, Uganda Sh7,705 and Tanzania Sh1,340.

A secondary school teacher earns an average monthly salary of Sh20,435 in Kenya, Sh17,420 in Uganda and Sh8,375 in Tanzania.

However, the report says teachers in the region earn less than other professionals with similar or comparable qualifications and levels of experience, both in the public and private sectors.

Forced to moonlight

"As a result, teachers are forced to moonlight and to engage in other income-generating activities in order to make ends meet.

The net effect of moonlighting is that it usually leaves teachers exhausted and with little time to prepare for lessons and the quality of education suffers," the report states.

It also reveals the status of the teaching profession in the three countries is on the decline, mainly attributed to low salaries and poor conditions of service.

The survey shows the majority of primary school teachers in Kenya remain in the profession until retirement, but in secondary schools, the number of those leaving for other jobs is on the increase.

It further states that Kenya and Uganda have many qualified teachers who are jobless despite an acute shortage of teaching staff in the three countries.

According to the report, there are 40,000 trained teachers in Kenya who are yet to be absorbed while Uganda has 10,000.

Tanzania, however, has a critical shortage of qualified teachers, especially at secondary school level, says the report.

It recommends the improvement of teacher perks in the three countries, provision of housing for the teaching staff and hiring of qualified teachers to ease the current shortage.

This says it all! Wenzetu wana walimu wengi they are not being absorbed! So what happens? They come to the Tanzanian market and get employed (at salary like they would get in Kenya or even more) because there's desperate need for them
People it's simple: DEMAND AND SUPPLY!
And ask about the qualification of the Tanzanian teacher vis-a-vis Kenyan teacher?
I respect and remember my teachers in primary and secondary heshima yao! Wao walikuwa kweli waalimu, but today waalimu wengi ni vodafasta, sexual harassement is acute (hiyo ni topic nyingine), working morals low.
If they want salaries raised they should raise their own standards too. How come doctors from Bongo just pack their bags and go to Botswana, Swaziland? Because they are properly qualified!
I am not happy about the brain drain and the lack of proper education, sishabikii, but I would love to see such issues discussed when we talk about salaries because they DO matter.
The whole civil service has to be reformed from top to bottom na tupate watu wenye fikra mpya waje na mipango mipya that will revolutionize things! We need real changes and true leadership! Vinginevyo we are just swept along!
