Badala ya Tanesco kuwa na monopoly ya sole provider wa umeme Tanzania Kampuni nyingine ziruhusiwe kuprovide umeme. Kama ilivyotokea kwa TTCL... Tanesco inaweza kuendelea kuwa inalease miundombinu yake kwa providers tofauti....

Faida ya kuwa na providers tofauti itakuwa pamoja na ushindani wa kibiashara kwahiyo bei kupungua na huduma kuwa bora

Wenzetu UK wanazaidi ya kampuni 18 zinazotoa huduma ya umeme kuna mita kwenye nyumba na mtu unalipa kulingana na units unazotumia; unaweza kubadilisha supplier wakati wowote unaotaka; na bei kutoka supplier mpaka supplier ni tofauti kwahiyo unaweza ukasave pesa...

Kwa taarifa yako; Wapo waheshimiwa wanaoamka kila asubuhi, jicho lao lote lipo kwa Tanesco na wanaulizia maswali kadhaa kuizunguka Tanesco unayodhani ipo kwa ajili ya mwananchi anayelala-hoi..! mfano: Haya yaweza kuwa ndio wanayojiuliza wenye-meno, wanaomiliki 'Mradi wao huo'!

  • Mradi wangu wa Luku umeingiza ngapi leo au utaingiza ngapi mwezi huu?
  • Lile fungu la kupeleka kwa IPTL, ya kwangu imeingia ktk account?
  • Na Dowans yale masuala ambayo Tanesco wanatakiwa watugawie yamewekwa vyema?

Mjomba; Ukitafakari trend hii na nyingine ambazo zimeshaandikwa ktk media kadhaa, utagundua kuwa kubinafsisha au kuleta kampuni mbadala kwa Tanesco ni ndoto na ni jinamizi kwa makundi ya wabinafsi wanaofaidika na mirija na mianya iliyotoholewa hapo juu...

Nchi yetu inakwisha...Tunahitaji ukombozi...Tunahitaji Taifa jipya, Watendaji wapya na dira mpya!!!

Mkuu kama hufahamu huu ndio mpango wa mafisadi kuliua shirika la Tanesco (kama ilivyokuwa ATC au ATCL) ili zije kampuni zao uchwara kutuuzia umeme kwa bei ya kulangua. Binafsi siungi mkono hili kwani Tanesco haijashindwa kutupa umeme wa uhakika. Kuna vyanzo vingi sana vya umeme kwa bei nafuu na wataalamu wameshafanya uchunguzi na kuviona (Mfano Hydro-electric power plant mto Rufiji, Umeme wa makaa ya mawe). But hawataki kuzitekeleza hizi kwasababu zikionekana na manufaa hoja ya tanesco kuwawa itaonekana ni pointless. Ndio tanzania hiyo kila kitu is a deal

Ni kweli TTCL waliiua kimakusudi ili private companies zao zifanye kazi..... pia Air Tanzania ilikufa pale walipouza routes zao..... Lakini kama kampuni zenye track record na historia nzuri (hata kutoka nje zikija).... that means zitacompete na kampuni nyingine na obvious umeme utashuka.

Although TTCL waliiua (sababu ya uzembe na uendeshaji mbovu) lakini ona sasa Tarifs za simu zilivyo cheap sababu ya competition... pia am sure Tanesco bado itakuwa big player sababu bado inamiliki (miundo mbinu) na huenda ikaendelea kumake money kwa kulease some of miundombinu yake....

Unajua hata England ilikuwa na mpango wa kuanzisha nuclear energy ila ilibidi iombe msaada France sababu ndio wana better technical know how.... hata hiyo Kampuni itakapoingia England bado kuna kampuni kama EON, Southern Energy. MEB, n.k. ambazo watacompete.

Kaka I know your intentions are good kwamba once competition ikija definitely kutakuwa na price wars ambapo sisi wateja tunaweza kuneemeka but unajua mkuu tatizo liko katika bureaucracy ya nchi yetu na mustakbali wa Tanesco kama shirika la wazawa kuwa ni mdau wa sekta ya nishati. Unajua mfano umezungumzia mobile firms but mobile firms ni private companies of whom tumeanza kujua wengine karibuni kumbe akina Rostam na wengineo wana hisa katika kampuni hizo mfano Vodacom na Zain. Hata hivyo hili si tatizo kwani hata kama mobile firms ni private still serikali inacontrol some of the stakes yaani inamiliki shares na hili linasaidia sana kufatilia mwenendo wa kampuni.

Tukija kwa Tanesco kwanza nishati ni sekta very sensitive kwani inagusa mpaka katika usalama wa nchi. Sasa tukianza kuruhusu hii sekta ikamilikiwa na private firms ni hatari kwani tunaweza kujiweka katika mazingira tata. Nitakupa mfano kama kampuni Mfano EON, N-Power na GDF na zenginezo zikija tutakuwa tunaweka usalama wa nchi yetu katika mikono ya nchi za ulaya na marekani. Siku tukija kukorofishana nao wakazima mitambo yao nchi inakuwa katika kiza!!! Ndio maana hata wenzetu mfano UK kuna makampuni ya private kama EON, NPower na mengineyo but yote yanakuwa yanafata base price from British energy company (kampuni inamilikiwa na serikali yenyewe). Sasa hivi inasaidia kuweka monitoring mechanism in the energy sector. Vilevile inasaidia kuestablish na autonomy kama unakumbuka mvutano baina ya Russia na England kuhusu gesi na Russia walipozima mitambo yao kulazimisha bei ipande UK walitumia gesi kutoka scotland kufidia yale mapungufu. Sasa lazima pawepo na mechanism ya kuiprotect Tanesco as well kuhakikisha usalama wa nchi hautetereki ili kuzuia tusije kuwa watumwa wa nchi za magharibi.

Lakini wenzetu wameruhusu hili kwavile vyanzo vya kuzalisha umeme walikuwa wameishiwa na hawana je Tanesco halina vyanzo vya kutosha kutengeneza umeme na kuzalisha umeme? Jibu unakuta hapana sasa kwanini wainvite foreign companies kuja kutumia hivyo hivyo vyanzo vyetu kutengeneza umeme? Mie hapo huwa nashindwa la kusema.

Na kuhusu vyanzo vya umeme Tanesco inaweza kuendelea kuwa inavimiliki lakini ikawa inalease kwa makampuni ambayo yakawa yanailipa Tanesco kwa kuvitumia; pia with competition kubweteka kutakwisha probably with enough sunshine we have inaweza ikaja kampuni na kuweza ku-utilize solar energy as an addition of power generation. Tatizo kubwa la kampuni nyingi za serikali ni uvivu, uzembe, na kutokujali and these people need to be challenged... (just give me one example ya kampuni/ofisi ya serikali which is doing good).... Hakuna sababu sisi uzembe umeshakuwa kwenye damu na bila kusukumwa hatuendi

Few weeks ago the debate about TANESCO and DOWANS diffused across the media and local political arena. To my understanding this is not the first time to see the battle between Wananchi and Tanesco. Last year the name Richmond was added in Kamusi ya Kiswahili as a new vocabulary in power industry, and then few years ago it was IPTL. Tanesco has been part of the problem for many years, however recently our leaders saw the urgency of change. Despite, none of them provides the realistic path toward that change.

Tanesco control the whole Tanzania power system (Generation, Transmission and Distribution), that make them a monopoly on that sector. Because of monopoly status Tanesco influenced the over priced of services, inefficiency, lack of transparency to the shareholders (wananchi) and poor cost management structure. Tanzania economy is growing by average of 6%, with over 200% increases in Foreign Direct Investment since 1963 when Tanesco was formed. However, less than 15% of Tanzanian has access of electricity even though Tanesco has been in business for the past 46 years. In addition, those who have electricity face 130 days of power outages in a year (equal to 4 month and 10 days in a year). The power outages increase the operating cost for different industries which ends up reducing the total profit of those companies, and as a result Tanzania government collect less revenue through taxes.

In order for Tanzania to maintain 6% economic growth, increase the national revenue and archive MKUKUTA and MGD (which I don’t think it can happen), the urgency of energy reform should be on top of the list. Few things can be done toward that reform and this is my humble opinions.

First, Tanesco must be commercialized. This will include the revamping of the whole Tanesco value chain. Also, the door should be open for outsourcing some parts of the value chain as long it will increase efficiency and reduce management cost. This will provides a good transition process toward privatization.

Second, Tanzania government needs to create National Grid Management Council (NGMC) which will include engineers, lawyers, management gurus and qualified policy maker. The purpose of this council will be to advice the government toward the whole reform. For instance at the beginning the council will focus on advice the government toward the crafting of legislation which will provides a legal basis for power sector regulation, unbundling and privatization. Also, NGMC will assemble the team (the Czars) which will take over the management of Tanesco. This team will focus on one thing, a transformation of Tanesco into a competitive model.

Third, after NGMC assembled (the Czars) management team for Tanesco, the government should limit their power to broad policy issue. The Czars will operate day to day administration activities. This team will need to perform its activities professional with more freedom and without undue from any other interested party (government, parliament or consumer). For instance, if necessary the Czars will impose new price which will be necessary to recover costs, or the Czars might announce the massive lay off in order to reduce labor cost. The independence of the Czars doesn’t mean lack of accountability; the Czars should be accountable to the law lather than a minister which changing a day-to-day political priorities.

The fourth step in the reform process is unbundling. Unbundling means dividing Tanesco into separate companies on a vertical or horizontal or both bases. To my opinion I believe Tanesco needs vertical unbundling, means breaking Tanesco into three companies, where each new company will focus on one of the three major electricity functions: generation, transmission or distribution. The three companies will do business with each other on commercial basis and nothing otherwise. This will provide a good bridge toward privatization.

Finally, after the government enforced all of the above then private sector participation could be allowed. To limit the 100% take over, the government should own more than 40% stake, which in the future should be floated in DSE for Tanzanian to own part of each of the three main power companies.

I should put it clear that, this process will take more than five steps that I proposed, however I strong believe this steps can provide a strong debate among Tanzanian which might end up toward reforming of Tanesco. To tear down the bureaucratic organization like Tanesco will need more than a page and half proposal. Despite that, there is no golden bullet when it comes reform any power sector, to mention in few we saw in California, Chile, New York and Argentina.

I strong believe Tanesco need reform. Naamini kabisa kwamba serikali ibakishe kazi moja tu nayo ni uzalishaji, usambazaji na uzaji wapewe wengine wengi.

USA wamefanya hivyo, Australia wamefanya hivyo, it works na wateja ndio wanao faidika.

Very Useful Post.... Its true hizi kazi za generation; transmission and distribution inabidi zigawanyike..... I think its better kama Tanesco ita concentrate kwenye generation and transmission na private companies zikacompete kwenye distribution.... lakini kama the suggestion kwenye post yako ikifuatwa it can all be better than what we have now.

Sadly hakuna shirika hata mmoja la umma lililoweza kujiendesha kibiashara but wazo lako nakubaliana nalo kwa asilimia 100% na ndio wenzetu nchi zilizoendelea wanafanya hivyo. Wazo zuri lakini mkuu
