MONITORING AND EVALUATION (M&E) OFFICER (position level will be dependent on the experience and qualifications of the successful candidate)

Please note: In addition to Tanzanian nationals, this position is open to international candidates residing in Tanzania or abroad.

This position will report to Deputy Chief of Party/Technical Director and will supervise a Monitoring & Evaluation support staff member. This position provides overall strategic leadership for the performance monitoring, evaluation, management information systems (MIS), research and information dissemination functions of the CHAMPION project, working in collaboration with project staff, partners and technical staff at EngenderHealth head quarters.

Duties and Responsibilities
· Develop/revise, maintain and implement the Performance Monitoring Plan (PMP)
· Ensure the PMP is used in developing M&E Systems of CHAMPION and its partners.
· Ensure staff and partners understand the indicator definitions
· Develop a Data Quality Assessment (DQA) plan for CHAMPION and its partners
· Prepare the budget for CHAMPION M&E unit
· Monitor the implementation of the approved work plan
· Support strategic partners and sub-grantees in developing work plans and sound M&E systems.
· Work with the Technical Director to ensure USAID quarterly reports, Semi-Annual Progress Report (SAPR) and Annual Progress Report (APR) are prepared on time.
· Oversee and support M&E capacity building to sub-grantees, including identifying the needs of different partners, establishing the training plan and ensuring the quality of trainings to partners.
· Conceptualize, organize and participate in CHAMPION evaluations and special studies
· Ensure CHAMPION is adhering to research protocols and processes according to EngenderHealth Standard Operating Procedures and the requirements of local research authorities.
· Oversee identification, synthesis and dissemination of best practices and lessons learned from project activities;
· Organize and conduct periodic meetings with local collaborating agencies, partners and stakeholders to discuss achievements and challenges and lessons learnt
· Perform other duties as assigned

Qualifications and Skills
· Master’s degree in public health or other advanced degree in a relevant field.
· Sound knowledge and experience of monitoring and evaluation methodologies to plan and manage CHAMPION project -specific activities.
· A personal and professional commitment to gender equality
· Proven experienced in gender, reproductive health and/or HIV/STI-related projects
· Trained in quantitative and qualitative data analysis programs; SPSS, Epi Info, or ATLAS desirable.
· Experience in writing research papers for publication and presenting research findings to public health and policy specialists as well as to the media and the general public
· Experience in planning and facilitating trainings.
· Fluent in English - with excellent written and oral communication skills. Fluency in Swahili is highly desirable.
· Ability to travel up to 40% of time.
· Knowledge of relevant national and international indicators related to Gender, RH and HIV/AIDS.
· Excellent interpersonal, teamwork, and supervisory skills
