$5m only? I have billions in the public coffers for me

YOU CANNOT fault the logic, but the jury is still out on whether the Mo Ibrahim Prize for African Leadership will persuade African leaders not to loot their economies of billions of dollars and instead invest them in social programmes for their people. At $5 million, the prize is the world's richest, far exceeding the Nobel Peace Prize, which comes at $1.5 million. Both are however, dwarfed by the potential ill-gotten gains of looting the public coffers. Last week, former Mozambican president Joaquim Chissano became the first recipient of the award for leading his country to peace and democracy after years of civil war. Will the prize be enough to turn sitting presidents to good governance?
