Na jingine Lipumba ni mtu wa mawazo yenye kutazama kwa kina hapa WaChadema lazima muone umoja wa upinzani kama Lipumba ameonelea ipo haja ya kuinunua mitambo hiyo basi ni moja kwa moja anaungana na Zitto au anampa sapoti Zito, kwa kuonyesha umoja huo kuwa ulazima wa kuwepo pamoja ni kitu kinachotakiwa katika kupambana na CCM. Lipumba angeweza kurapu na kumuweka Zitto pabaya zaidi.

Yaani umoja wa upinzani unakuja pale tu ambapo Lipumba anasema? Kwa nini Lipumba asifuate wanayotaka wengine?

Kama Lipumba ameamua mitambo inunuliwe basi ameshaona ipo haja ya kununuliwa na tusilete ubishi kwani WaTz wenyewe huwa wananunuaga vyombo vya wizi na kuwafaa.Chenye matattizo si Mitambo ni mikataba ,mikataba imevunjwa mitambo imekaa inapigwa na mvua ,ikiwa wenye mitambo watauza kwanini isinunuliwe ,najua mtasema sheria haziruhusu kununua second handa items au mitumba lakini hii si mitumba ni mitambo ambayo ililetwa kwa ajili yetu.

Natumai kabisa pindipo Lipumba atabana kwenye ununuaji basi Zitto Kabwe atapata afuweni kwa kiasi fulani na hivyo kumfanya Lipumba aonekane ni defender.

The government has issued about 70 licences to companies interested in uranium exploration, the Minister of Energy and Minerals, Mr William Ngeleja, has confirmed. Speaking at a press conference today, the minister said initial survey has indicated there are rich uranium deposits, thus the exploration would eventually make Tanzania one of the uranium producers in the world.

From 2007 two overseas companies - the British-based Uranium Resources and Australia’s Western Metals - undertook joint exploratory drilling in the country that revealed evidence of significant uranium deposits in the country, especially in Lindi and Ruvuma Regions.

Minister Ngeleja added that the Mining Industry in the country was still secure subsequent to the global financial crisis although there was a slight decline of the gold price in the market.
“It is true we are likely to be affected like many other countries in the world, but so far our mining industry is still stable and investors are coming, asking for new investments,” he said.

He observed that for the past ten years the mining sector contributed significantly to the national economy by recording about 78 million US Dollars up from only 2 million US Dollars. Up to 2008, the mining sector has grown up to 10.7 per cent compared to only 7.7 per cent ten years back, he added.

“Other advantage that we have scooped for the last ten years includes the establishment of at least six major gold mines and an increment of the gold contribution to the economy from only one per cent to 52 per cent now, as well as creation of many employments,” he pointed out. Another development is the introduction of the Gold Audit Programme (GAP) which took over from Alex Stewart Assayers in 2007.

He said ASA were charging audit fee of 16m/- per year but GAP was doing the same job at a total expense of only 3.5m/- per year. Today, the minister also inaugurated the new Mining Advisory Committee that will be tasked to advise him in all mining related issues.

He said, among other issues, the committee would advise him on matters as outlined in the Mining Act of 1998 as well as all matters pertaining to Mining Development Agreements (MDAs). He said the new committee has been appointed while the ministry was in the process to put in place the Mining Policy and eventually the new Mining Act and regulations.

He mentioned terms of references to be incorporated in the new policy as the government and public ownership in the mines, improvement of the mining taxation system and statutory compensation to victims vacating their premises for mining activities.

Others were improvement of social services around the mining sites, environmental management at the mining sites and sustainable planning to make sure mining activities did not affect the people especially after closure of mine operations. “I ask you to start the job immediately as the development of the sector lies in you, depending on how you advise the minister on the related challenges,” he told the committee.

The new committee was comprised of the presiding Chairman, Maj. Gen. Godfrey Mang’enya and other eight members, namely Mr Erick Mugurusi from the Vice-President’s Office, Mr Joseph Stanley from the Ministry of Lands, Housing and Human Settlements Development and Dr Philip Mpango from the Ministry of Finance and Economic Affairs. Others were Ms Maria Kejo from the Attorney General’s Office, Mr Richard Kesesera from the private sector, Ms Esther Nyawazwa, an MP and one member to be appointed later from the Ministry of Industries, Trade and Marketing.

What are the terms involved in these licenses? Uranium is a sensitive mineral. We do not want licenses that give the explorer ownership of almost all that is discovered. We want the people of Tanzania to be assured of at least 40% ownership of any mineral wealth that is found in their land.

Above all, we want transparency. We abhor secret deals that are entered into in even more secret hotel rooms. We call upon the minister to not sign off our inheritance in between drinks.
 
Last nails in Dowans as Tanesco shifts gear

With its abortive bid for the Dowans power plant now behind it, Tanesco has decided to buy two new generators to inject 160MW of electricity into the national grid and avert a looming power crisis.

Senior officials of the Tanzania Electric Supply Company (Tanesco) said in Dar es Salaam yesterday that the two new power-generating plants would be installed in Dar es Salaam (100MW) and Mwanza (60MW).

Tanesco distribution manager Declan Mhaiki told the monthly Editors' Forum that tenders for the project would be announced in the next four months, in accordance with the public procurement procedures and rules.

The forum is a grouping of editors and managing editors of the print and electronic media in the country.

Mr Mhaiki's disclosure comes two weeks after Tanesco was forced to bow to public pressure and withdraw its hotly debated plan to purchase second hand power generators from the controversy-ridden Dowans Tanzania Limited.

The two new plants to be installed in Dar es Salaam and Mwanza would run on heavy fuel, he said.

During the heated debate on whether or not Tanesco should acquire the used Dowans gas turbines, thus contravening the public procurement law, it was suggested that the company could source for new plants from a reputable manufacturer in less than a year.

But the Tanesco officials told the editors that "a number of investors have given us 18 months, as the period in which they can bring in the generators."

Mr Mhaiki said that they were still uncertain even about such deadline due to the ongoing financial crunch that has ravaged the private sector in the United States, where it originated, and other developed countries.

"Getting the generators this year will be very hard, and our biggest impediment lack of funds," he said. "The needs are growing. Now, we are talking about generating an additional 160MW, but this could increase in 2010."

Many of the company's current generators, he added, had been operating for years and there was need for funds for maintenance and the purchase of spare parts.

But on a more positive note, the editors were informed that the company expects to start making profits next year after recording billions of shillings in losses over the years.

Finance director Jamhuri Ngelime said the company was expected to break even next year, after reducing losses by over 50 per cent in the last three years.

In 2006, Tanesco had a debt of Sh260 billion, but this was reduced to Sh67 billion in 2007. And last year, the debt declined to Sh20 billion. Mr Ngelime said they expected to slash the debt substantially by the end of the year.

The company had been making losses because the cost of production did not correspond with the electricity tariffs, he added.

"Even when the cost of production goes up, Tanesco does not have the authority to push up the tariffs as a means to counter making losses."
The line supplying power to the north, the company said, was "overpowered" due to the high demand from a number of mining firms.

To counter the situation, Tanesco was planning to put up a fresh line from Iringa through Singida to Shinyanga.

But the project is pending as the 500 million euros assistance from the World Bank was still awaited.

According to Mr Ngelime, 24 per cent of electricity produced is lost because many of the lines are old and some generators overloaded.

Production manager Gregory Mkumu said there were plans to set up plants in Kigoma (6MW), Kasulu (2.5MW), Kibondo (2.5MW) and Sumbawanga (5MW) and Mpanda.

Currently, the national grid has 570MW but the distribution manager Mhaiki said there was need for a "spinning reserve" for certainty.

"We need at least 15 per cent extra or 105MW as a surplus on the system," he explained.

Speaking at the same forum, the Civic United Front national chairman, Prof Ibrahim Lipumba, said there should be "no political influence peddling" in the running of parastatals.

He urged President Jakaya Kikwete to call for a national dialogue to discuss a way forward amid the international financial crunch.

Prof Lipumba, who is a top economist, said the last monthly presidential television address did not deal with the problems affecting wananchi, especially poverty.

"Let's use this crisis to discuss our vulnerabilities so that we can benefit in the process," he said. He added: "We have to make sure our government is wise on internal spending."

He also criticised as a conflict of interest the appointment of MPs to the boards of parastatals yet the same bodies are accountable to the National Assembly.

The debate on whether or not to buy the Dowans turbines at Ubungo in Dar es Salaam has lately turned into a fully-fledged battle, pitting CCM politicians against one another.

At the centre of the controversy are Kyela MP Harrison Mwakyembe and his Igunga counterpart, Mr Rostam Aziz.

The latter has challenged Dr Mwakyembe to respond to charges that his ownership of an electricity generating plant, when he is the vice-chairman of the parliamentary Energy and Minerals Committee, amounts to a conflict of interest.

But Dr Mwakyembe has said he could not have declared his interest in the firm as it has yet to take off, arguing that what he's involved in as a project by some patriotic people to set up a power generating company to save the country from an energy crisis.

However, the altercation has turned ugly with Mr Aziz accusing Dr Mwakyembe of resorting to a racist campaign.

Not gas anymore WHYYYYYYYYYYYY?????????????? Tumeona trend ya bei ya mafuta inaongeza kidogo kidogo je Tanesco itaweza kufikia lengo lake la kupata faida???? Ama itaweza kupunguza bei yake kwa mlaji????

Sipendi kuita ni ufisadi lakini naona uzembe, uzalendo hakuna na labda hujuma inatengenezwa kama retaliation measure ya kukosa kununua generators za Dowans.
 
There appears to be something seriously wrong with the logic of the TANESCO officials - to go now to buy heavy oil generators wakati nchi ina plenty of natural gas is to say the least ridiculous. Further gas turbines are much easier to manufacture on order than the heavy oil ones especially the one of 100MW capacity! Also use of gas turbines is prefered from an environmental perspective.

Hili wazo la kununua heavy oil generator inaonekana kama mtu kesha suka deal nyingine kama ile ya Richmond. Watch this space - I am almost 100% sure kuwa 18 months from now another Gire will emerge this time peddling re-painted generators as new ones for over $100 million!. This is open UFISADI!
