Mjumbe wa UN kukutana na vyama vya siasa vya Tanzania kujadili hali ya uchaguzi 2025, rais Samia apongezwa katika Demokrasia

Mwakilishi Maalum wa Katibu Mkuu wa Umoja wa Mataifa katika Umoja wa Afrika na Mkuu wa Ofisi ya Umoja wa Mataifa katika Umoja wa Afrika (UNOAU), Bw. Parfait OnangaAnyanga, ambaye ni Mjumbe Maalum wa Mhe. Antonio Guterres, Katibu Mkuu UN ameipongeza Serikali ya Jamhuri ya Muungano wa Tanzania kwa hatua ilizochukua kurejesha amani na utulivu kufuatia vurugu na matukio ya uvunjifu wa amani yaliyotokea kwenye baadhi ya maeneo nchini tarehe 29 Oktoba, 2025.

Bw. Onanga-Anyanga ametoa pongezi hizo alipofanya mazungumzo na Waziri wa Mambo ya Nje na Ushirikiano wa Afrika Mashariki, Mhe. Balozi Mahmoud Thabit Kombo (Mb.), jijini Dar es Salaam, ikiwa ni hatua ya mwanzo ya mazungumzo yake na Serikali pamoja na wadau mbalimbali wa kitaifa.

Mjumbe huyo yupo nchini kwa ziara ya kikazi kwa lengo la kufanya mashauriano na Serikali na wadau wengine wa kitaifa kuhusu hali ya kisiasa nchini, pamoja na kujadili namna Umoja wa Mataifa unavyoweza kuunga mkono juhudi za Serikali katika kuimarisha taasisi za kidemokrasia, kusimamia mageuzi na kuendeleza umoja na mshikamano wa kitaifa kupitia maridhiano jumuishi.

Aidha, amempongeza Mheshimiwa Rais Samia Suluhu Hassan kwa kuonesha utulivu na uongozi makini katika kipindi hicho kigumu kwa taifa. Amekaribisha pia uamuzi wa Serikali wa kuunda Tume ya Kuchunguza Matukio Wakati na Baada ya Uchaguzi Mkuu wa Oktoba 2025.

Bw. Onanga-Anyanga aliipongeza Tume hiyo inayoongozwa na Mhe. Mohamed Chande Othman, Jaji Mkuu Mstaafu kwa kazi yake nzuri yenye kubeba uzito na ubobezi na viwango vya hali ya juu na ya kuigwa kimataifa. Ameeleza pia kuwa muundo wa Tume hiyo unaojumuisha wajumbe kutoka kada mbalimbali umeongeza ubora na uhuru wa kazi yake.

Aidha, ameipongeza Serikali kwa juhudi zake za kurejesha imani ya wananchi na kudumisha utulivu baada ya matukio hayo, pamoja na hekima na utulivu uliotumika katika kushughulikia changamoto zilizojitokeza wakati wa kipindi cha uchaguzi.

Katika muktadha huo, Mwakilishi huyo Maalum alikaribisha mpango mpana wa kitaifa uliotangazwa na mamlaka mwezi Januari 2026 chini ya kaulimbiu ya “Repair – Rebuild – Renew,” akibainisha kuwa mpango huo unaweka msingi muhimu wa kuimarisha utawala wa kidemokrasia, kusimamia mageuzi ya taasisi pamoja na kuendeleza maridhiano ya kitaifa.

Vilevile, amempongeza Mhe. Mahmoud Kombo, kwa juhudi zake za kuielezea jumuiya ya kimataifa hatua na michakato ya ndani ya nchi inayochukuliwa kushughulikia matukio hayo na kuimarisha mshikamano wa kitaifa.

Katika ratiba ya ziara yake nchini, Bw. Onanga-Anyanga anatarajiwa kukutana na viongozi wa vyama vya siasa ikiwemo Chama cha Demokrasia na Maendeleo (CHADEMA), ACT Wazalendo, Chama cha Ukombozi wa Umma (CHAUMA) na Chama Cha Mapinduzi (CCM) ili kubadilishana mawazo kuhusu masuala ya utawala bora, demokrasia na mshikamano wa kitaifa.

Aidha, atafanya mazungumzo na Spika wa Bunge la Jamhuri ya Muungano wa Tanzania, Jaji Mkuu pamoja na Mheshimiwa Rais wa Jamhuri ya Muungano wa Tanzania ambani ni wawakilishi wa mihimili yote mitatu ya dola.

Kwa upande wake, Mhe. Balozi Mahmoud Thabit Kombo (Mb.) ameishukuru Umoja wa Mataifa kwa ushirikiano wake na kueleza kuwa Tanzania inathamini sana ushirikiano huo. Ameeleza kuwa Serikali itaendelea kushirikiana na UN na haitasita kuomba msaada wake pale inapohitajika katika kuimarisha taasisi za taifa na kulinda amani, utulivu na mshikamano wa wananchi.

Briefing delivered by Parfait Onanga-Anyanga, Special Representative of the Secretary-General to the African Union and Head of UNOAU, at the United Nations Security Council Meeting on ‘Cooperation between the United Nations and Regional Organizations including The African Union

Your Excellency, Madam President of the Security Council,

Your Excellencies, Distinguished Members of the Security Council,

Your Excellency, Ambassador Bankole Adeoye, AU Commissioner for Political Affairs, Peace and Security,

Assistant Secretary-General, Martha Ama Pobee,

Ladies and Gentlemen,

Thank you, Madam the President of the Security Council, for convening this important meeting on ‘Cooperation between the United Nations and regional organizations, including the African Union’ amidst heightened global tensions that require the full attention of this Council.

The report of the Secretary-General (S/2024/629) on ‘Strengthening the partnership between the United Nations and the African Union on issues of peace and security in Africa, including the work of the United Nations Office to the African Union’ provides an update on the key achievements and milestones in the strategic partnership between the United Nations and the African Union on issues of peace and security in Africa.

It also outlines the serious challenges to peace and security across the continent; and underscores the strategic importance – and indeed necessity – of the partnership between the United Nations and the African Union. This strategic partnership continues to grow from strength to strength.

We commend the Security Council and the AU Peace and Security Council (AUPSC) for prioritizing collaboration and information-sharing. We welcome the constructive and cordial deliberations at the last Informal Seminar and Annual Joint Consultative Meeting of the two Councils, held a year ago in Addis Ababa; and look forward to an equally productive meeting in two week’s time, under the joint leadership of Switzerland and Egypt.

During the reporting period, the two Councils have also significantly increased the frequency of the monthly informal coordination meetings between the incoming President of the Security Council and incoming Chairperson of the AUPSC, providing opportunities for enhancing synergies and complementarity. We also recognize the important role of the three African members of the Security Council (A3) who provide a critical link between the two Councils.

Special representatives and envoys of the United Nations and the African Union, and other senior officials, frequently brief the two Councils, sometimes jointly, offering critical insights and analysis to inform decision-making. During the reporting period, UNOAU and other United Nations entities also briefed the Peace and Security Council on at least 30 occasions, including at meetings held at the level of Heads of State and Government.

The two organizations also continue to meet in both formal and informal settings, to share information and analysis, and to coordinate responses to Africa’s peace and security challenges across the conflict cycle. . This includes the Annual Conference and other frequent meetings between the Secretary-General and the Chairperson of the AU Commission, the High-level strategic dialogues co-chaired by the Deputy Secretary-General and the Deputy Chairperson of the Commission, meetings of the Joint UN-AU Taskforce on Peace and Security, and the joint retreat of UN and AU Special Representatives and Envoys in Africa.

Staff-level collaboration between the two organizations continues to be a major feature of the UN-AU partnership, allowing for joint analysis and planning, a recent example being the preparations for the successor arrangements for ATMIS and the joint consultations to unpack resolution 2719, on which ASG Pobee will shortly provide an update on the operationalization process. Moreover, following the decision of African Heads of State and Government to establish the Africa Facility to Support Inclusive Transitions (AFSIT), the United Nations and the African Union are closely coordinating efforts to help address complex political transitions facing several countries.

The foregoing, though not exhaustive, shows the effectiveness, dynamism, and wide-ranging nature of UN-AU partnership.

Madam President, Excellencies,

As the Council is aware, several African countries and sub-regions continue to face significant challenges to achieving lasting peace, security and sustainable development.

The Horn of Africa continues to be confronted with several destabilizing conflicts driven by political instability, territorial disputes and an ever-worsening humanitarian situation. The AU-IGAD-UN collaboration in responding to these challenges remains essential for sustainable peace in the region.

The conflict in Sudan has resulted in a grave humanitarian emergency, leading to the largest forced displacement crisis in the world involving over 10 million people, of which more than 2 million have fled to neighbouring countries. We commend the sustained diplomatic efforts in recent months to end this deadly conflict. The AUC-led Expanded Mechanism continues to be a useful coordination platform for joint messaging to the belligerents to prioritise inclusive civilian-led political solutions and to silence the guns.

In the Sahel region, political instability and violence have intensified, while uncertainty characterizes transition processes in Burkina Faso, Guinea, Mali, and Niger. Burkina Faso, Mali and Niger have decided to withdraw their membership of the Economic Community of West African States (ECOWAS) and to establish a new Alliance of Sahel States. The United Nations and African Union are working to enhance their collective support in advancing democratic transitions in the region, working closely with ECOWAS.

More broadly, we welcome the informal engagements between the AUPSC and the countries in political transitions aiming at facilitating their return to constitutional order, including recently in Gabon.

In the Great Lakes region, the 30 July ceasefire agreement between the Democratic Republic of the Congo and Rwanda, facilitated by Angola, has translated into a reduction of fighting between conflict parties in North Kivu. I wish to commend President João Lourenço of Angola for his steadfast efforts through the Luanda process to restore peace and security in eastern Democratic Republic of the Congo. Continued regional and international support is crucial to sustain this milestone. We must remain attentive to the suffering of the civilian population who continue to face atrocities by armed groups and are forced to leave their homes. All groups must lay down their weapons and disarm. The commitment of the member States of the Southern African Development Community (SADC) to support peace efforts through the deployment of the SADC Mission in the Democratic Republic of the Congo (SAMIDRC) is also commendable. The United Nations, through resolution 2746 (2024), and the African Union have reiterated their commitment to support these efforts. For sustainable peace to be restored in eastern Democratic Republic of the Congo and the region, addressing the root causes, including through political initiatives such as the Luanda and the Nairobi processes and the quadripartite process facilitated by the African Union, is a sine qua non

Katibu Mkuu wa Umoja wa Mataifa António Guterres Jumatano alimteua Parfait Onanga-Anyanga wa Gabon kuwa Mjumbe Maalum wa Umoja wa Mataifa kwa Pembe ya Afrika.

Bw. Onanga-Anyanga ana uzoefu mkubwa ndani ya Umoja wa Mataifa, hasa katika masuala ya Afrika.

Hadi mwisho wa Februari, alikuwa Mwakilishi Maalum wa Katibu Mkuu wa Jamhuri ya Afrika ya Kati na Mkuu wa Ujumbe wa Umoja wa Mataifa wa Udhibiti wa Pamoja wa Vipimo Mbalimbali katika Jamhuri ya Afrika ya Kati ( MINUSCA ). Nafasi aliyoishikilia Bangui kwa karibu miaka mitatu na nusu na ambayo aliiacha wiki chache baada ya kukamilika kwa makubaliano ya amani kati ya serikali ya Afrika ya Kati na makundi 14 yenye silaha.

Mnamo mwaka wa 2015, Bw. Onanga-Anyanga aliratibu mwitikio wa Umoja wa Mataifa kwa mgogoro uliosababishwa na kundi la kigaidi la Boko Haram, ambalo linafanya kazi nchini Nigeria na pia linafanya kazi nchini Kamerun, Chad, na Niger, kutoka Makao Makuu ya Umoja wa Mataifa. Hapo awali, alihudumu kama Mkuu wa Ofisi ya Umoja wa Mataifa nchini Burundi (BNUB) na Mratibu Mkuu wa Mfumo mzima wa Umoja wa Mataifa kwa nchi hii ya Afrika ya Kati (2012-2014).

Afisa huyo mkuu wa Gabon ana uzoefu mkubwa wa kufanya kazi katika ofisi ya Makao Makuu ya Umoja wa Mataifa huko New York. Alihudumu kama Mkurugenzi wa Ofisi ya Naibu Katibu Mkuu wa tatu wa Umoja wa Mataifa, Mtanzania Asha-Rose Mtengeti Migiro (2007-2012), na kama Mshauri Maalum wa Msweden Jan Eliasson na Mgabon Jean Ping, Marais wa vikao vya 60 na 61 vya Baraza Kuu la Umoja wa Mataifa, mtawalia ( 2005-2007 ) . Pia alihudumu kama Mkuu wa Wafanyakazi wa Miguel d'Escoto Brockmann wa Nicaragua, ambaye alikuwa Rais wa kikao cha 59 cha Baraza Kuu (2004-2005).

Kuanzia 1998 hadi 2004, Bw. Onanga-Anyanga alishikilia nyadhifa mbalimbali za kisiasa na usimamizi katika Tume ya Maandalizi ya Shirika Kamili la Mkataba wa Marufuku ya Majaribio ya Nyuklia ( CTBTO ) huko Vienna na New York. Mapema katika taaluma yake, alihudumu kama Kaimu Katibu wa Kamati ya Ushauri ya Kudumu ya Umoja wa Mataifa kuhusu Masuala ya Usalama Afrika ya Kati.

Bw. Onanga-Anyanga pia alihudumu katika serikali ya Gabon. Alikuwa mshauri wa kwanza wa upokonyaji silaha na masuala ya kisiasa katika Ujumbe wa Kudumu wa Gabon kwa Umoja wa Mataifa huko New York.

Bw. Onanga-Anyanga ana shahada ya uzamili ya sayansi ya siasa kutoka Chuo Kikuu cha Paris 1 Panthéon-Sorbonne na shahada ya uzamili katika sosholojia kutoka Chuo Kikuu cha Omar Bongo huko Libreville. Alizaliwa mwaka wa 1960, ameoa na ni baba wa watoto watatu

About the Speaker:Mr Onanga-Anyanga has had a long and distinguished career in the UN. Prior to his appointment as Special Envoy for the Horn of Africa in March 2019, he held a variety of roles including Special Representative of the Secretary-General and Head of the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA), Coordinator of the United Nations Headquarters response to the Boko Haram Crisis, and Head of the United Nations Office in Burundi (BNUB).

In addition, Special Envoy Onanga-Anyanga has served at the Preparatory Commission of the Comprehensive Nuclear Test-Ban Treaty Organization and as First Counsellor for Disarmament and Political Affairs at the Permanent Mission of Gabon to the United Nations in New York.

An informal organisation, the Africa Group of Ambassadors at the UN, was instrumental in bringing SWAPO into contact with various governments. During the early days of petitioning by SWAPO, the Tanzanian Representative to the UN, John Malecela (who later became Tanzania’s Foreign Minister and then Prime Minister), and other members of the group, introduced SWAPO’s petitioners to other UN diplomats.

John Malecela was a respected figure and access to UN diplomats became less problematic for SWAPO petitioners. Other diplomats such as ambassadors Abdul Wahab of Egypt and Vernon Mwaanga of Zambia also played a major role in assisting SWAPO take its first steps in international relations.23 By the time SWAPO convened the Consultative Conference that brought the exiled members of the movement together in Tanga, Tanzania from December 1969 to January 1970, the movement had nine resident diplomats accredited to Algeria, Botswana, Egypt, Finland, Sweden, UK, UN and US, Tanzania.

Tanzania's opposition, CHADEMA party has called for the immidiate release of all its members arrested during what it calls a peaceful commemoration of International Women's Day.

The call comes after police in the country's Musoma region fired tear gas and apprehended members of BAWACHA, the women's wing of the CHADEMA party, arresting at least 39 attendees, including the party's Secretary General, Pamela Maassa.
