MJADALA WA KISIASA KATI YA UMOJA WA ULAYA (EU) NA JUMUIYA YA AFRIKA MASHARIKI (EAC) ULIOFANYIKA ARUSHA.


Katibu Mkuu wa Jumuiya ya Afrika Mashariki (EAC) na mabalozi wa Umoja wa Ulaya (EU) kwa baraka za Jamhuri ya Muungano wa Tanzania, wamefanya mjadala wa kisiasa, mjini Arusha siku ya Jumanne, tarehe 10/12/2013.

Mjadala huo wa kisiasa umefanyika katika misingi ya Makubaliano ya Cotonou yaliyofanyika kati ya Umoja wa Ulaya na majimbo ya Afrika, Karibiani na Pasifiki (ACP). Mashirika ya Kikanda pia yamejumuishwa katika mchakato huu.

Pande zote zilichanganua dhana ya kisiasa katika nchi za kusini na kujadili hatua za Jumuiya ya Afrika Mashariki katika suala la utawala, kuzuia mapigano, Ushiriki wa EAC katika amani ya Umajumui wa Afrika na Usanifu wa usalama, pamoja na vipengele vya msaada wa Umoja wa Ulaya katika maeneo hayo. Vile vile, Jumuiya ya Afrika Mashariki na Umoja wa Ulaya walizungumzia mipango ya chaguzi katika nchi hizo za Jumuiya ya Afrika Mashariki na mipango ya baadae ya kusimamia chaguzi kwenye nchi washarika.

Pia wamezungumzia juhudi za Jumuiya ya Afrika Mashariki kupambana na biashara haramu ya dawa za kulevya na silaha ndogo ndogo. Pande zote mbili zilitoa mitazamo yao kuhusu Mahakama ya Kimataifa ya makosa ya Jinai (ICC).

Mwishoni Jumuiya ya Afrika Mashariki na Umoja wa Ulaya wamejadili kuhusu mahusiano ya kibiashara, ikiwemo hatima ya Makubaliano ya Ushirikiano wa Kiuchumi kati ya kambi hizo mbili. EAC na EU wamethibitisha azimio la kufanya kazi kwa pamoja katika kukuza amani na uthabiti, na kuendeleza ukuaji barabara katika eneo hilo. Wamesisitiza azma yao katika ushirikiano na majadiliano ili kuongeza nguvu ya ajenda ya mjumuiko wa kikanda, EAC.

Mkutano huo uliendeshwa na wenyekiti wawili, Balozi Richard Sezibera, Katibu Mkuu wa Jumuiya ya Africa Mashariki (EAC) na Balozi Filiberto Ceriani Sebregondi, Mkuu wa Ujumbe wa Umoja wa Ulaya nchini Tanzania. Vile vile mkutano huu ulihudhuriwa na Mabalozi na wawakilishi kutoka Balozi za Ubelgiji, Denmark, Ujerumani, Finland, Ufaransa, Hispania, Sweden, na Uingereza pamoja na viongozi waandamizi kutoka Sekretarieti ya Jumuiya ya Afrika Mashariki.

EAC-EU HOLD A POLITICAL DIALOGUE IN ARUSHA


The Secretary-General of the East African Community (EAC) and European Union Ambassadors accredited to the United Republic of Tanzania held a Political Dialogue meeting on 10 December 2013 in Arusha, the United Republic of Tanzania.

The political dialogue takes place in the framework of the Cotonou Agreement between the EU and the ACP states. Regional Organisations are associated to this process.

The parties reviewed the political conjuncture in the countries of the sub-region and discussed EAC actions in support of governance, conflict prevention, the EAC's part-taking in the Pan-African Peace and Security Architecture, including options for EU support in these areas. The EAC and EU also discussed the planning of elections in the countries of the EAC and future plans on elections observation in the Partner States.

They also discussed the EAC’s interventions aimed at combating the trafficking of drugs and of small arms and light weapons. The two sides exchanged views on issues relating to the International Criminal Court.

Finally, the EAC and EU debated on their trade relations, including the progress towards the conclusion of an Economic Partnership Agreement (EPA) between the two blocs for mutual benefit.

The EAC and EU reaffirmed their strong commitment to work together to advance peace and stability and promote equitable growth in the region. They reiterated their commitment to cooperation and dialogue to further strengthen and deepen the regional integration agenda of the EAC.

The meeting was co-chaired by Ambassador Richard Sezibera, Secretary General of the East African Community and Ambassador Filiberto Ceriani Sebregondi, Head of the EU Delegation to Tanzania and the EAC. The meeting was further attended by Ambassadors and representatives from the Embassies of Belgium, Denmark, Germany, Finland, France, Spain, Sweden, and the United Kingdom and senior officials from the EAC Secretariat.
