There is a difference between theoretical power and practical power. Theoretical powers are those listed in the constitution and practical powers are how well you use those theoretical powers and how much flexibility the person above you gives.
Fore example Luhanjo has given Jairo a leave from work with pay but Kikwete has the power to reverse that decision. So Luhanjo did what he did because theoretical his powers allowed him to but also because practically the president gave him the freedom to exercise that power. Realistically I'm sure Luhanjo took action after talking to Kikwete and he did not just take action on his own.
So again the prime minister will have more power or less power depending on the flexibility he gets from the president. If the president, who has the power to reverse the prime minister's decisions, does not give the prime minister flexibility then we will see the case of Pinda who had to wait for the president to make a choice. If you look into it you will find Lowassa seemed to have more power than Pinda has now because Lowassa was given more flexibility by the president.
This is why I always say Pinda was chosen to be prime minister because he was no threat to anyone. He was just put in place because the position needed to be filled but from the beginning I knew he wasn't going to have much teeth. As an "accidental" prime minister he can never have the guts to challenge Kikwete or do anything without his approval.
