Before each election, a Code of Ethics for Elections is agreed on by the NEC, the government and the registered political parties wishing to participate in the elections. This Electoral Code of Conduct is a set of regulations legally binding on the parties and individual candidates.
The purpose of the Code is to sustain fairness, mutual understanding and tolerance among stakeholders and guarantee peace and tranquility throughout the electoral process.
The Code addresses three main areas:
(1) Ethics for political parties and candidates.
(2) Ethics for the government of the United Republic of Tanzania.
(3) Ethics for the National Electoral Commission.
This Electoral Code of Conduct clearly lays down the sanctions to be imposed for failure to adhere to the code which among other things include fines and disqualifications of candidates especially those who are persistant offenders.
Among the acts which are clearly stipulated in the Code which ought not to be done by political parties, candidates and supporters during the electoral process include:
(i) Use of language which is abusive, defamatory, belittling, threatening or that incites disorder or violence. Such a language shall not be allowed during the electoral process.
