Waziri huyo alikuwa akijibu mchango wa maandishi wa Mbunge wa Viti Maalum, Lucy Owenya (Chadema) aliyeliibua suala la mkazi huyo wa Moshi mjini, aanayedaiwa kuuawa kwa kuchomwa moto kama ndafu na mfanyabiashara wa mjini humo ajulikanaye kwa jina la Jaffar Abubakar maarufu kwa jina la JJ na mwenzake, Haruna Yusuph. Kutokana na hali hiyo, Waziri Masha alisema kuwa, ni kweli kuwa dereva huyo aliunguzwa na kwamba ulifanyika upelelezi mara ya kwanza na Jeshi la Polisi na ikabidi ufanyike uchunguzi mwingine. ''Kwa bahati mbaya, pale ambapo tulifanya upelelezi mara ya pili na tuakaamua kuchukua hatua dhidi ya mtuhumiwa, mtuhumiwa huyo alitoroka nchini na sasa hivi tubashirikiana na wenzetu wa Interpol ili kuweza kumtafuta mtuhumiwa huyo,'' alisema Waziri Masha. Owenya katika mchango wake wa maandishi aliochangia katika bajeti ya Wizara ya Mambo ya Ndani, alidai kuwa Swai aliuawa kikatili kwa kumwagiwa mafuta ya taa na kisha kuchomwa moto, akisingiziwa kuwa aliiba Sh 150,000, madai ambayo hayakuwa kweli. Kwa mujibu wa Mbunge huyo, fedha hizo zilidaiwa kuwa zilikuwa zimeibiwa katika hoteli, ambapo hata hivyo, baada ya kumchoma moto Swai, walikwenda kupekua ndani ya hoteli hiyo na kukuta fedha zile ndani ya mto. Aliyeibiwa alikuwa ametoka kwenye harusi na ulevi wake, akaficha fedha zile kule na kusahau alipoziweka na kwa kuwa walijuana na wakubwa, wakati huo JJ akachukua sheria mkononi na kumchoma kijana Swai, alisema Owenya katika mchango huo wa maandishi ambao, Mwananchi inayo nakala yake. Pia alisema kuwa, miongoni mwa mambo yanayotia mashaka ni pamoja na harusi ya dada yake Jafar Abubakar(JJ) ilihudhuriwa na maofisa wa andamizi katika jeshi la Polisi wakati huo Mkuu wa Jeshi hilo, Omary Iddi Mahita na aliyekuwa Kamanda wa Polisi Mkoa wa Kilimanjaro, Mohamed Chiko. Alisema kuwa, kutokana na hali hiyo, kulijengeka hisia kuwa haki isingetendeka kwa kesi ya marehemu, na kwamba aliyekuwa Mkurugenzi wa Upelelezi wa Makosa ya Jinai (DCI) wakati ule, Adadi Rajab, baada ya watuhumiwa kukimbilia kusikojulikana aliagizwa atafutwe. Unquote Perhaps some praise maybe due from Owenya for raising this rather old issue which I happened to hear whilst being in Moshi during that time and thereafter during occassional visits. Intriguingly enough,I share with you as to what the people during that time in Moshi stated: Jaffar was very arrogant and shrewd person who had the tendency to threaten people due to his links with police brass etc. There was also a similar charge raised as he had at one time hit his wife(some say girlfriend) and matter was 'dropped'. After spending sometime in jail (some say the stay in Karanga prison was at the hospital-since it is the only comfortable spot therein!) suddenly the case was dropped and he was spirited away the same day to Dar and boarded a flight during the same night to an Arab state-where he has some family members. The allegations that during the wedding of his sister the presence of the police brass merits alot of thought and if there any serious people out here than they should simply make thorough inquiries with them and yes,why not visit the courts and seek more as to how he left the courts in the first place and who signed his release there? Today as I share this with you from Moshi(and it is cold here!), many people out here are stating that Owenya is merely using this old story to gain support from the Moshi mass and or which is rather amazing..Why doesn't Owenya go and see the deceased's wife who apparently was coaxed into 'accepting' a deal with the famous Jafar's friends so that the case would than be dropped by the state?
