INS Talwar, classified as one of the most advanced Russian-built warships, landed in Mombasa in order to conduct maritime security exercises alongside the Kenya Defence Forces (KDF).

The security exercises are aimed at assessing and improving the region's maritime security operations as well as increase interoperability among the navies within the East African region.

It is slated to conclude on Friday, August 6.
The exercise will involve participation from the USA, UK, India and international organisations such as Interpol, International Maritime Organisation (IMO), United Nations Office on Drugs and Crime (UNODC), European Union Naval Force (EUNAVFOR), and EUCAP Somalia.

During its stay, the ship will serve as host to a number of events to build stronger bridges of friendships with Kenya and the international community.

Features
The high-tech warship was originally built for the Russian army but the Talwar vessel was among the class III frigates commissioned to the Indian Navy after the Indian government inked a Ksh250 billion deal with Russia.

It incorporates stealth technologies whereby the topside and hull sections are designed to reduce detection from other ships in its radar.

The ship is also fitted with BrahMos Cruise Missiles- regarded as the fastest supersonic missile in the world. The missiles use active radar guidance with a maximum range of 220 kilometers.

The ship is also fitted with a medium-range surface-to-air missile system which is ideal to counter threats on land.

The system has a total of 24 missiles accommodated in a magazine located below deck. These types of missiles have a range of 45 kilometers and use inertial guidance and semi-active radar guidance.

• The vessel’s main gun is a forward-fitted AK-190. Its design incorporates stealth technology to reduce the radar signature of the ship. The gun has a firing rate of 60 rounds a minute and can engage targets within a range of 15.2 kilometers.
  The Talwar vessel also has a close-in weapon system. This includes two close-range guns and surface-to-air missile clusters.
  It is also fitted with a control system that involves full-color operator workstations and three central servers. The system manages and controls all weapons on board, develops combat missions depending on the situation.
  Other systems incorporated in the vessel include countermeasure systems and Anti-submarine warfare technologies.

The Multinational, Maritime Exercise Cutlass Express 21 Begins in Mombasa​

MOMBASA, Kenya – Maritime forces from East Africa, West Indian Ocean nations, Europe, North America, and several international organizations began the multinational maritime exercise Cutlass Express 2021 (CE21) with an opening ceremony held at the Bandari Maritime Academy in Mombasa, Kenya, July 26, 2021.

"Partnerships are the key to stability in Africa. Exercises like Cutlass Express bring like-minded partners together, spark discussion and collaboration, and help generate African-led solutions,” said Gen. Stephen Townsend, commander, U.S. Africa Command. “These partnerships allow us to better counter malign actors while improving security and prosperity on the continent."

CE 21, sponsored by U.S. Africa Command and led by U.S. Naval Forces Europe-Africa, U.S. Sixth Fleet, assesses and improves combined maritime law enforcement capacity, promotes national and regional security in East Africa, and increases interoperability between the U.S., African nations and international partners.

This year’s exercise leverages the recently adopted Jeddah Amendment to the Djibouti Code of Conduct, which 14 nations are signatories, as a framework for exercising information sharing practices and enforcing marine rule of law. The participating nations will be testing their ability to counter illicit trafficking, piracy, illegal fishing, as well as search and rescue situations.

“The Western Indian Ocean has been rife with many maritime challenges for a prolonged period of time due to the porous vast sea area,” said Brig. Thomas N. Nganga, Kenya Navy base commander, Mtongwe. “Through cooperation, sharing of information and combined training among the local bilateral and multilateral cooperation, there has been tremendous improvement in maritime security.”

The exercise will improve Maritime Domain Awareness (MDA), information sharing between Maritime Operation Centers (MOCs), maritime interdiction, adherence to the rule of law, and counter-proliferation interdiction capabilities in order to strengthen safety and security in East Africa.

The exercise begins with an in-port training period followed by at-sea scenarios and concludes with a senior leadership symposium. The underway portion of the exercise tests the ship’s abilities to conduct maritime interdiction operations (MIO) by boarding teams against simulated suspect vessels, detecting illicit activity, and follow-on evidence collection procedures.

The valuable operational experience gained during Cutlass Express contributes to participating countries ability to suppress and counter illegal activities, including piracy, arms trafficking, human smuggling, drug trafficking, and illegal trade in wildlife.

CE 21 is one of three U.S. Naval Forces Europe-Africa/U.S. Sixth Fleet -facilitated regional exercises undertaken to provide African forces and international partners with collaborative opportunities on comprehensive maritime security concerns.

Exercises like Cutlass Express in East Africa/Western Indian Ocean, Obangame Express in the Gulf of Guinea, and Phoenix Express in the Mediterranean fall under the international collaborative maritime capacity-building program Africa Partnership Station (APS) as part of a phased approach to building enduring relationships and combined capacity to ensure the safety and security of the regional maritime environment.

Participating nations in Cutlass Express 2021 include Comoros, Djibouti, Georgia, India, Kenya, Madagascar, Mauritius, Mozambique, Rwanda, Seychelles, Somalia, Sudan, Tanzania, United Kingdom, and the United States.

U.S. Africa Command, headquartered in Stuttgart, Germany, is one of 11 U.S. Department of Defense combatant commands, each with a geographic or functional mission that provides command and control of military forces in peace and war.

AFRICOM employs the broad-reaching diplomacy, development, and defense approach to foster interagency efforts and help negate the drivers of conflict and extremism in Africa.

U.S. Naval Forces Europe-Africa, U.S. Sixth Fleet, headquartered in Naples, Italy, conducts the full spectrum of joint and naval operations, often in concert with allied and interagency partners in order to advance U.S. national interests and security and stability in Europe and Africa.
