Muswada mpya wa vyama vyote viwili (bipartisan) unalenga kuielekeza serikali ya Rais Donald Trump kufanya mageuzi makubwa katika uhusiano wa Marekani na Tanzania, kufuatia msako wa kikatili uliotokea nchini humo baada ya uchaguzi mkuu uliopita uliogubikwa na utata.

For his part, Cruz emphasized reports of Christian persecution specifically, accusing the Tanzanian government of carrying out “a campaign of political repression and religious persecution.” He referred to instances of ballot manipulation, abduction of religious leaders, and restrictions on Christian worship at the hand of the Tanzanian government.

5 religious communities;

6 (E) the use of trans-national repression tactics that target foreign nationals,

7 Tanzanian citizens, and diaspora members regionally and internationally;

8 (F) extrajudicial killings, torture, or gross violations of internationally recognized

9 human rights; or

10 (G) other actions that violate or undermine internationally recognized human rights

11 or the civil liberties guaranteed to Tanzanian citizens under the Constitution of

12 Tanzania.

13 SEC. 6. SANCTIONS.
14 (a) In General.—Not later than 30 days after the submission of the report, the President may

15 impose sanctions described in subsection (b) with respect to any foreign person identified in the

16 report required under section 5(a)(1) that the Secretary determines meets the criteria described in

17 section 5(a)(2)(A).

18 (b) Sanctions Described.—The sanctions described in this paragraph are the following:

19 (1) BLOCKING OF PROPERTY.—The President may exercise all authorities under the

20 International Emergency Economic Powers Act (50 U.S.C. 1701 et seq.), to the extent

21 necessary to block and prohibit all transactions in property and interests in property of a

22 foreign person if such property and interests in property are in the United States, come

23 within the United States, or come within the possession or control of a United States person.

24 (2) INELIGIBILITY FOR VISAS, ADMISSION, OR PAROLE.

25 (A) VISAS, ADMISSION, OR PAROLE.—An alien described in subsection (a) shall be—

26 (i) inadmissible to the United States;

27 (ii) ineligible to receive a visa or other documentation to enter the United

28 States; and

29 (iii) otherwise ineligible to be admitted or paroled into the United States or to

30 receive any other benefit under the Immigration and Nationality Act (8 U.S.C.

31 1101 et seq.).

32 (B) CURRENT VISAS REVOKED.—

33 (i) IN GENERAL.—The visa or other entry documentation of any alien described

34 in subsection (a) is subject to revocation regardless of the issue date of the visa or

35 other entry documentation.
36 (ii) IMMEDIATE EFFECT.—A revocation under clause (i) shall, in accordance

37 with section 221(i) of the Immigration and Nationality Act (8 U.S.C. 1201(i))—

38 (I) take effect immediately; and

1 (i) the Agreement between the United Nations and the United States of

2 America regarding the Headquarters of the United Nations, signed at Lake

3 Success June 26, 1947, and entered into force November 21, 1947;

4 (ii) the Convention on Consular Relations, done at Vienna April 24, 1963, and

5 entered into force March 19, 1967; or

6 (iii) any other international agreement; or

7 (B) to carry out or assist law enforcement activity in the United States.

8 (3) EXCEPTION FOR INTELLIGENCE ACTIVITIES.—Sanctions authorized under this section

9 shall not apply to—

10 (A) any activity subject to the reporting requirements under title V of the National

11 Security Act of 1947 (50 U.S.C. 3091 et seq.); or

12 (B) any authorized intelligence activities of the United States.

13 (4) EXCEPTION RELATING TO IMPORTATION OF GOODS.—

14 (A) IN GENERAL.—The requirement to block and prohibit all transactions in all

15 property and interests in property under this section shall not include the authority or a

16 requirement to impose sanctions on the importation of goods.

17 (B) GOOD DEFINED.—In this paragraph, the term “good” means any article, natural

18 or manmade substance, material, supply or manufactured product, including inspection

19 and test equipment, and excluding technical data.

20 (g) Rulemaking.—The President is authorized to promulgate such rules and regulations as

21 may be necessary to carry out the provisions of this section (which may include regulatory

22 exceptions), including under section 205 of the International Emergency Economic Powers Act

23 (50 U.S.C. 1704)).

24 SEC. 7. PROHIBITION ON CERTAIN UNITED STATES

25 ASSISTANCE AND INVESTMENTS FOR TANZANIA.

26 (a) Prohibition.—Except as provided in subsection (c), none of the following may be

27 obligated, expended, or otherwise made available for any entity in Tanzania:

28 (1) Security assistance, as defined in section 502B(d)(2) of the Foreign Assistance Act of
29 1961 (22 U.S.C. 2304(d)(2)).

30 (2) Assistance, grants, loans, loan guarantees, insurance, equity investments, or other

31 support provided by—

32 (A) the United States International Development Finance Corporation;

33 (B) the Export-Import Bank of the United States; or

34 (C) the United States Trade and Development Agency.

35 (b) Certification.—The prohibition under subsection (a) shall terminate beginning on the date

36 that is 30 days after the date on which the Secretary of State submits to the appropriate

37 committees of Congress a written certification that the Government of Tanzania

1 (1) enacted electoral reforms to advance free, fair, and transparent elections;
2 (2) suspended politically motivated or illegitimate criminal proceedings, corrected flawed
3 or improper judicial judgments, and released opposition leaders and other individuals
4 detained on politically motivated grounds;
5 (3) taken demonstrable steps to hold government officials, members of the security
6 forces, and law enforcement personnel accountable for political abductions, electoral
7 violence, and actions that undermine democratic institutions; and
8 (4) ceased the political intimidation and censorship of media figures, journalists, and civil
9 society actors.
10 (c) Exceptions.—The prohibition under subsection (a) shall not apply to—
11 (1) humanitarian assistance;
12 (2) health assistance; and
13 (3) assistance to support democracy, human rights, governance, and civil society in

14 Tanzania.

15 SEC. 8. PROHIBITION ON MILLENNIUM CHALLENGE

16 CORPORATION FUNDS FOR TANZANIA.

17 (a) Prohibition.—Except as provided in subsection (b), no Millennium Challenge Corporation

18 funds may be committed, obligated, expended, or otherwise made available for support for any

19 threshold or compact activities in Tanzania.

20 (b) Certification.—The prohibition under subsection (a) shall terminate beginning on the date
21 that is 30 days after the date on which the Board of Directors of the Millennium Challenge

22 Corporation, acting through the Chief Executive Officer of the Millennium Challenge

23 Corporation, submits to the appropriate committees of Congress a written certification that the

24 Government of Tanzania has demonstrated an ongoing commitment to just and democratic

25 governance in accordance with the criteria described in section 607 of the Millennium Challenge
26 Act of 2003 (22 U.S.C. 7706).

27 SEC. 9. APPROPRIATE COMMITTEES OF CONGRESS

28 DEFINED.

29 In this Act, the term “appropriate committees of Congress” means—

30 (1) the Committee on Foreign Relations and the Committee on Appropriations of the

31 Senate; and
32 (2) the Committee on Foreign Affairs and the Committee on Appropriations of the House

33 of Representatives

Mnamo Desemba 4,2025 Wizara ya Mambo ya Nje ya Marekani ilisema inapitia upya uhusiano wake na Tanzania , ikidai wasiwasi kuhusu "uhuru wa kidini, uhuru wa kujieleza, vikwazo vya uwekezaji wa Marekani na vurugu dhidi ya raia."

Ombi la serikali ya Tanzania la mapendekezo kutoka kwa washawishi limekuwa likizunguka Washington wiki iliyopita huku serikali ya Rais Samia Suluhu Hassan ikitafuta usaidizi wa watu wenye ushawishi ili kuimarisha uhusiano wake uliopo na mabunge ya seneti na congress ya capitol Hill kwa kuzingatia hasa kutumia utaalamu wa vyombo vya habari inapojaribu kupinga ripoti za ukandamizaji na madai ya ukandamizaji wa kidini, ambayo imeyapinga.

Maandamano ya Tanzania yalichochewa na kutengwa kwa wagombea wakuu wa upinzani katika uchaguzi wa rais ambapo Hassan aliye madarakani alijitangaza mshindi kwa karibu asilimia 98 ya kura.

Serikali ya Samia ilikiri kwamba watu waliuawa lakini haijatoa idadi ya vifo, na imekataa madai kwamba polisi walitumia nguvu kupita kiasi.

Samia Hassan ameteua Tume kuchunguza ghasia zinazohusiana na uchaguzi lakini amekana mara kwa mara makosa yaliyofanywa na vikosi vya usalama, badala yake akiwashutumu waandamanaji kwa kujaribu kuipindua serikali.

Katika taarifa tofauti, wataalamu wa haki za binadamu wa Umoja wa Mataifa walisema wamepokea ripoti kwamba mabaki ya wale waliouawa katika maandamano hayo yalizikwa katika makaburi ya pamoja ambayo hayajatambuliwa au yalichomwa moto baada ya kutoweka kutoka kwenye vyumba vya kuhifadhia maiti.

Mnamo Desemba 9, 2025 Seneta wa Marekani Jim Risch, ambaye ni mwenyekiti wa Kamati ya Mahusiano ya Kigeni, alisema serikali ya Tanzania "haikutoa maelezo yoyote ya kuaminika kwa msako wake unaohusiana na uchaguzi." Risch pia alidai "viongozi wa Kikristo walitengwa kwa mashambulizi na utekaji nyara."

Wiki iliyopita mamlaka ya Tanzania ilipiga marufuku maandamano yaliyopangwa na kufutwa sherehe za Siku ya Uhuru za Desemba 9, 2025 siku ya uhuru wa Tabganyika ikiwahimiza raia kukaa ndani ya nyumba. Ripoti kutoka miji muhimu zilisema kulikuwa na usalama mkubwa na kwamba mitaa ilikuwa kimya.

Madai ya Wizara ya Mambo ya Nje ya Marekani ya mateso ya Wakristo nchini Tanzania huenda yamesababisha kengele za tahadhari kusikika katika Ikulu ya taifa hilo la Afrika Mashariki ambayo ipo huko Dodoma baada ya kuona mkondo wa madai kama hayo nchini Nigeria, ambayo yaliongezwa kwenye orodha ya "Nchi Yenye Mashaka Mahususi" muda mfupi baadaye.

Lakini Tanzania inaonekana kuwa katika nafasi nzuri zaidi ya kuwa mbele kuliko nchi hiyo ya Afrika Magharibi. Kwanza, imekuwa na balozi wa Marekani tangu 2021 na sasa inajaribu kuwaomba watetezi wapya ili kusaidia katika maeneo yenye udhaifu.

Tanzania haijawa na mtetezi wa muda wote wa Washington kwa zaidi ya muongo mmoja, kulingana na hati za Marekani. 21 SEC. 5. REPORT ON CERTAIN INDIVIDUALS IN

22 LEADERSHIP POSITIONS IN TANZANIA.

23 Not later than 180 days after the date of the enactment of this Act, the Secretary of State shall

24 submit to the appropriate congressional committees, the Committee on Banking, Housing, and

25 Urban Affairs of the Senate, and the Committee on Financial Services of the House of

26 Representatives a report that includes a list of each foreign person that the Secretary

27 determines

28 (1) holds a senior position in the Government of Tanzania, the leadership of Chama Cha

29 Mapinduzi, the Tanzania Police Force, the Tanzanian People’s Defense Force, or the

30 Tanzanian Intelligence and Security Service; and

31 (2) is responsible for or complicit in, or has directly or indirectly engaged in

32 (A) ordering, controlling, or otherwise directing abductions, enforced

33 disappearances, or arbitrary detention of political opponents, journalists, or civil

34 society actors;

35 (B) the targeting harassment, intimidation, detention, or use of violence against

36 journalists, media organizations, or activists to suppress dissent or silence public

37 reporting on human rights violations;

38 (C) censorship, shutdowns, or other restrictions on media, internet access, or

39 freedom of expression intended to conceal human rights abuses or prevent the

Serikali ya Tanzania iko mbioni ikifanya juhudi kubwa kumtafuta mshawishi wa Washington ili kusaidia "kuunda simulizi yake itakayobadii mawazo ya maseneta na wajumbe wa baraza la congress" huko Capitol Hill na kwingineko huku taifa hilo la Afrika Mashariki likikabiliwa na maandamano ya kupinga utawala wa Samia uliojitawaza baada ya uchaguzi wa 29 Oktoba 2025 ambazo zimesababisha mgogoro mkubwa zaidi wa kisiasa katika miongo kadhaa, kulingana na watu wawili wanaofahamu mipango yake.

Mamia ya watu wanaopinga mchakato wa uchaguzi wameuawa au kukamatwa na vikosi vya usalama tangu uchaguzi wa Oktoba 29, 2025 Umoja wa Mataifa uliripoti.

Mnamo Desemba 4,2025 Wizara ya Mambo ya Nje ya Marekani ilisema inapitia upya uhusiano wake na Tanzania , ikidai wasiwasi kuhusu "uhuru wa kidini, uhuru wa kujieleza, vikwazo vya uwekezaji wa Marekani na vurugu dhidi ya raia."

Ombi la serikali ya Tanzania la mapendekezo kutoka kwa washawishi limekuwa likizunguka Washington wiki iliyopita huku serikali ya Rais Samia Suluhu Hassan ikitafuta usaidizi wa watu wenye ushawishi ili kuimarisha uhusiano wake uliopo na mabunge ya seneti na congress ya capitol Hill kwa kuzingatia hasa kutumia utaalamu wa vyombo vya habari inapojaribu kupinga ripoti za ukandamizaji na madai ya ukandamizaji wa kidini, ambayo imeyapinga.

Maandamano ya Tanzania yalichochewa na kutengwa kwa wagombea wakuu wa upinzani katika uchaguzi wa rais ambapo Hassan aliye madarakani alijitangaza mshindi kwa karibu asilimia 98 ya kura.

Serikali ya Samia ilikiri kwamba watu waliuawa lakini haijatoa idadi ya vifo, na imekataa madai kwamba polisi walitumia nguvu kupita kiasi.

Samia Hassan ameteua Tume kuchunguza ghasia zinazohusiana na uchaguzi lakini amekana mara kwa mara makosa yaliyofanywa na vikosi vya usalama, badala yake akiwashutumu waandamanaji kwa kujaribu kuipindua serikali.

Katika taarifa tofauti, wataalamu wa haki za binadamu wa Umoja wa Mataifa walisema wamepokea ripoti kwamba mabaki ya wale waliouawa katika maandamano hayo yalizikwa katika makaburi ya pamoja ambayo hayajatambuliwa au yalichomwa moto baada ya kutoweka kutoka kwenye vyumba vya kuhifadhia maiti.
"Serikali lazima itoe taarifa kuhusu hatima na mahali walipo watu wote waliotoweka na kuhakikisha utambuzi na urejeshaji wa mabaki hayo kwa familia zao kwa heshima," wataalamu wa Umoja wa Mataifa UN walisema.

Mnamo Desemba 9, 2025 Seneta wa Marekani Jim Risch, ambaye ni mwenyekiti wa Kamati ya Mahusiano ya Kigeni, alisema serikali ya Tanzania "haikutoa maelezo yoyote ya kuaminika kwa msako wake unaohusiana na uchaguzi." Risch pia alidai "viongozi wa Kikristo walitengwa kwa mashambulizi na utekaji nyara."

Wiki iliyopita mamlaka ya Tanzania ilipiga marufuku maandamano yaliyopangwa na kufutwa sherehe za Siku ya Uhuru za Desemba 9, 2025 siku ya uhuru wa Tabganyika ikiwahimiza raia kukaa ndani ya nyumba. Ripoti kutoka miji muhimu zilisema kulikuwa na usalama mkubwa na kwamba mitaa ilikuwa kimya.

Madai ya Wizara ya Mambo ya Nje ya Marekani ya mateso ya Wakristo nchini Tanzania huenda yamesababisha kengele za tahadhari kusikika katika Ikulu ya taifa hilo la Afrika Mashariki ambayo ipo huko Dodoma baada ya kuona mkondo wa madai kama hayo nchini Nigeria, ambayo yaliongezwa kwenye orodha ya "Nchi Yenye Mashaka Mahususi" muda mfupi baadaye.

Lakini Tanzania inaonekana kuwa katika nafasi nzuri zaidi ya kuwa mbele kuliko nchi hiyo ya Afrika Magharibi. Kwanza, imekuwa na balozi wa Marekani tangu 2021 na sasa inajaribu kuwaomba watetezi wapya ili kusaidia katika maeneo yenye udhaifu.

Muswada mpya wa vyama vyote viwili (bipartisan) unalenga kuielekeza serikali ya Rais Donald Trump kufanya mageuzi makubwa katika uhusiano wa Marekani na Tanzania, kufuatia msako wa kikatili uliotokea nchini humo baada ya uchaguzi mkuu uliopita uliogubikwa na utata.

8 Be it enacted by the Senate and House of Representatives of the United States of America in

9 Congress assembled,

10 SECTION 1. SHORT TITLE.

11 This Act may be cited as the “Reassessing the United States-Tanzania Bilateral Relationship

12 Act”.

13 SEC. 2. FINDINGS.

14 Congress makes the following findings:

15 (1) Tanzania is one of Africa’s fastest growing economies with strong economic growth

16 over the past decade due to the expansion of key sectors, including agriculture, mining, and

17 tourism.

18 (2) Tanzania’s reliability as a partner to the United States is increasingly in question due

19 to ongoing political repression, violations of religious freedom and freedom of expression,

20 and persistent barriers to United States investment.

21 (3) The October 29, 2025, general elections were marked by significant political

22 interference, including ballot manipulation and vote tabulation irregularities, which favored

23 incumbent President Samia Suluhu Hassan and other candidates of Tanzania’s

24 parliamentary majority party, Chama Cha Mapinduzi (CCM).

25 (4) Leading up to the general elections in Tanzania’s October 29, 2025, election, multiple

26 incidents of political abductions and disappearances occurred in Tanzania, most recently the

27 abduction and subsequent disappearance of Tanzanian Ambassador Humphrey Polepole on

28 October 6, 2025.

29 (5) A range of actions by the CCM, a political party that has continuously held a

30 parliamentary majority and controlled Tanzania’s central government since the CCM’s

31 formation in 1977, has severely undermined democracy in the country.

32 (6) The ongoing treason trial of Chadema opposition figure Tundu Lissu, terrorism

33 charges against Chadema Deputy John Heche, and charges and detentions of other

34 opposition party members are politically motivated and intended to prevent opposition

35 figures from standing for elections.

36 (7) The Government of Tanzania has engaged in violations of religious freedom,

37 including the revocation of registration for religious institutions, harassment, detention, and

38 attacks against religious leaders, and restrictions on religious worship and expression.

39 (8) During mass citizen protests against Tanzania’s fraudulent and illegitimate October
