Hawa wanabinafsisha kila kitu ,hata upinzani ukipata madaraka basi wao hawana hasara tena ,bila ya shaka watakuwa wamishajijenga na hungoja kupokea faida ya hisa tu inapogawanywa ,wakati wapinzani wakianza kutafuta pa kuchuna wao watakuwa wanatia mguu ,haingii mtu.Nakumbuka niliwahi kusikia mwito eti walala hoi wajiunge katika masoko ya hisa yanafaida kweeli ,kumbe ile ni gelesha tu ,wao wamishazinunua zote.

..wana wasiwasi gani? wakikuta bakuli tupu si wanataifisha tu,zinakuwa mali ya umma,wanapeana madaraka,wakula kwa mrija!

Members of Parliament said yesterday Tanzania Railways Limited`s central line passenger services are in horrendous state and should be suspended pending massive improvement.

They made the remarks when contributing to debate on the 2008/09 budget estimates of the Prime Minister`s Office.

Long-serving legislator Tatu Ntimizi (Igalula - CCM) called on the government to rescue the thousands of Tanzanians solely depending on the services from the tragedies that are likely to befall them if no remedial measures are taken``.

``The central railway line is in appalling shape, mainly because the company (TRL) is facing numerous challenges that must be faced up to before it qualifies for permission to continue with business,`` she pointed out.

She explained that overcrowding in wagons had become more the rule than the exception and there was a looming danger of some passengers suffocating.

``Recently, a train wagon was so packed with passengers that an expectant lady gave birth right there. The situation is pathetic, intolerable, and the government must chip in with an immediate solution or we could witness worse incidents any of these days,`` warned the one-time deputy minister.

``The government should come to our rescue fast by ordering TRL to suspend passenger services on the central line until there is proof of adequate improvement,`` she noted, adding that continuing with the services was a blatant violation of human rights.

Mwanne Mchemba (Special Seats - CCM) concurring, said passengers using the central line were exposed to serious danger.

She said it appeared the operator (TRL) was just interested in minting money and had little regard for passenger safety and welfare ``because it has become routine for trains to pack passengers like cargo``.

``The company has gone to the extent of reducing the number of days for passenger service trains to operate. We were used to three days a week but this has been cut to only once a week,`` explained the MP.

She said the move was the major reason for the congestion and urged the government to give thorough explanation on the matter.

Aziza Ally, also a Special Seats legislator from the ruling CCM, observed that TRL was still using "our facilities" and had completely failed to improve services.

She was referring to the fact that the firm had taken over the management operations of the state-owned Tanzania Railways Corporation.

She told the House that, as far as she was concerned, the central line was literally ``in intensive care unit and urgently needs a life-saving injection to regain consciousness before moving smoothly``.

``Getting a train ticket is now an issue. Tickets have no seat numbers. It is total chaos,`` she said.

Veteran MP Manju Msambya (Kigoma South - CCM) narrated episodes talking of much similar experience, saying only those with really strong muscles get seats on TRL trains these days ``because it is the law of the jungle that is at play``.

He added: ``Anyone intending to travel by these trains would be well advised to take constipation-inducing tablets because toilet facilities are in terrible condition. It seems there is no one to take care of these crucial services.``

Msambya said TRL had inexplicably turned most of its focus on the transportation of cargo and very little on passenger travel, noting: ``This must be taken into very serious consideration.``

The government has 49 per cent shareholding in the central railway line, with the Indian consortium RITES holding the other 51 per cent.

Debate on the PMO`s budget estimates began on Monday and was lined up to end today.

AfDB Approves Funding for Burundi-Rwanda-Tanzania Railway Project Study

The second phase of the Dar es Salaam-Isaka-Kigali/Keza-Musongati Railway project study will cover the existing 970-km Dar es Salaam-Isaka railway link and its extensions.

The project is part of the East African Community (EAC) priority investment programme which attaches great importance to multinational poverty reduction projects, through regional infrastructure development and cooperation among member countries.

The study will benefit from lessons drawn from Phase I of the project co-financed by the AfDB which analyzed various rail alignments with associated physical and technical constraints, project environmental and social impact, economic and financial feasibility and existing institutional framework. The results were presented to a development partners' and private sector round table held in Tunis in March 2009.

Phase II will focus more on deepening the institutional framework and structuring the project in the form of a Public Private Partnership (PPP).

It will involve Analysis of the project's socioeconomic benefits, notably for the most vulnerable people (women, children, rural dwellers, etc.), in terms of business development and enhancement of economic potential (particularly in mining, industry and agriculture) as well as facilitating the low-cost marketing of goods and movement of people. There will be a comparative analysis of modes of transport (road, rail and rail-road and lake-rail combination) on the corridors to Rwanda and Burundi; The third component comprises environmental and social impact of the future railway project (impact of climate change on the project, spread of sexually-transmitted infections, including HIV/AIDS and the impact of rail transport on public security) as well as appropriate measures for mitigating the negative impacts during and after project implementation; and finally, private sector participation in financing the project and managing railway infrastructure.

The project will provide the governments of Tanzania, Rwanda and Burundi with data and decision-making tools to facilitate mobilization of financing, project implementation and railway infrastructure management.

Four mining sites will be connected to the Keza- Musongati Section by 50 km-branch lines. The Project Impact Area (PIA) covers Rwanda, Burundi and North-West Tanzania (Shinyanga and Kagera regions), with a population of 22.7 million, 53% of whom live below the poverty line.
