Kwa hiyo pale Bagamoyo hiyo bandari inatakiwa kuserve nini cha ziada anbacho hakiwezekani kufanywa na bandari za Mtwara, Dar na Tanga zikiwekwa vema.
Kikwete anataka kila kitu kihamie Bagamoyo. Kuna ule mradi wa maendeleo pia aliurushia huko. Ikajengwa bara bara ya haraka ya Msata pia na kuacha bara bara kuu ya Dar morogoro ikijitengeneza matuta. Angeendelea kuwa Rais angetaka hata uwanja wa ndege wa KIA uhamishiwe Bagamoyo. Naunga mkono hoja ya Lowassa ya kuistopisha na kuwekeza zaidi Mtwara na Tanga.

Kama bandari ta Bagamoyo inajengwa kwa fedha za BMW hiyo sawa... Lakini kama ni kodi na jasho la watanzania basi asahau...
Tanga, Mtwara kuna potential kubwa sana kuliko Bagamoyo....

Tumesema vya kutosha juu ya sababu za bandari hii kujengwa Bagamoyo, ikumbukwe mradi huu utahusisha ujenzi wa barabara ya hadi mlandizi na km za reli hadi reli ya kati na TAZARA ambapo umbali ni kati ya km 35-65 kufikia barabara ya morogoro na reli hizo. Bila shaka mradi utaleta decongestion ya jiji la Dar es Salaam ambapo location yake inafanya ugumu kupanua bandari ya Dar kufikia hiyo TEU milion 20.

Tumesema tena, strategic location ya Dar, same as Bagamoyo ni conducive kuwa na mradi wa ukubwa wa namna hiyo kwani utaweza kuunganisha nchi tarajiwa za kiafrika bila kuhitaji miundombinu mipya mingi kujengwa tofauti na Tanga ambako ni relatively mbali na nchi hizo.

Huwezi kujenga MEGA port ya Teu 20milion kwa kulenga nchi ya Uganda yenye import and export value ya $4b na 3b$ huku ukijua kuwa Uganda sio centrally located na ni lazima ujenge na bandari nyingine. Huu ni uwendawazimu wa hali ya juu.

Tumesema sana, politically, bandari ya Dar (same as Bagamoyo ) ni good application ya Game theory katika kuwania lango kuu la bandari katika ukanda wa afrika Mashariki (Gateway), jambo ambalo hata kenya analiogopa kwani hii maana yake hata biashara ya bandari yake ya Mombasa ni mashakani. Whats a strategic move like that? Habari ya Kikwete kutoka pwani eti ndio sababu za kujenga bandari hiyo ni sababu mfu za waliozoea kufanya hivyo wsnadhani watu wote wako interested na mambo hayo.

Huwezi kuzungumzia nchi ya kipato cha kati ikiwa si landlocked conuntry na ni gateway huku bandari yako uwezo wake kwa mwaka ni Teu 800000, huu ni mzaha ambao labda ukawa ni kawaida yao kufanya sanaa hata kwenye mambo ya msingi.

Mradi huu maana yake na faida yake, unquestionably; watanganyika acheni blanlaa nyiiiingi. Kama watu hamjui mkae kimya au muilaumu serikali yenu kwa kutowaelimisha wananchi wake ikiwa pamoja na masharti/terms za mradi husika ambapo bila shakamna haki kujua. Mengine yote ni upungufu wa elimu, maarifa na reasoning capacity ya watanzania.

Watanzania tufahamu kuwa utafiti uliofanyika na wataalamu kutoka Japan na ambao ulikwishawakilishwa wizara ya viwanda umeonyesha kuwa Bagamoyo hapafai kujenga bandari. Sababu kubwa ni kuwa Bagamoyo ni shallow waters (kina kidogo sana). Ili kujenga bandari ni lazima ichimbwe sana kuongeza kina. Kwa bahati mbaya sana huwezi kuchimba kirahisi sababu Bahari ya Bagamoyo ina mwamba mgumu sana unaonekana hata kwa macho tu. Hivyo gharama ya kuvunja mwamba ili kuongeza kina ni kubwa mno. Ni sawa na kujenga Bandari mbili. Wajapani walipendekeza kupanuliwa kwa bandari ya Tanga ambayo Mungu alikwishaijenga ikiwa na kina kirefu. Huhitaji kuchimba. Isitoshe, Hayati mwalimu Nyerere alishajenga reli kuunganisha Bandari hii na mtandao wa reli nchini. Kwanini tujenge Bagamoyo? Hii tabia ya kujipendelea nyumbani kwa gharama kubwa ya taifa haikubaliki kamwe. Watanzania tukatae upuuzi huu. Lowassa upo sahihi sana kufikiria kuvunja mkataba huu wa kipuuzi. Waambie wachina wakapanue bandari za Tanga na Mtwara.

Hapa tunaongelea Bandari ambayo inasafirisha Mizigo in bulk ya Uganda, kuwafanya Waganda waache kutumia Bandari ya Mombasa badala yake watumie yetu ni kama haiwezekani kwa maana hatuwezi kufanya huwo uwekezaji, elewa viwanda vikubwa Uganda viko Mji wa Jinja na hapo katikati ambapo ndipo Uganda Railway ilikopita ikitokea Mombasa na inakwenda mpaka Ziwa Viktoria ambako pia kuna Bandari inayoshusha mizigo na kusafirishwa kwa meli, sasa ili kuwafanya watumie Bandari yetu nilazima tufanye uwekezaji wote huwo, sasa kwa mizigo ipi ya maana ya ambayo Uganda wanayo?

Haya ndiyo mabishano kutoka kwa watanganyika ambayo huwa siyapendi. Kwa ulivyosoma comments za wadau tatizo lao ni gharama au Hakuna haja ya kujenga bandari kama hiyo Bsgamoyo badala yake waendeleze Bandari za Tanga na Mtwara? Ndio yale niliyosema why watanzania mnapenda kukomaa na kitu msichokijua na kujifanya mnajua? Kwani huu mradi unajengwa fedha zenu? Ni mou kati ya China-/Oman na Tanzania. Hivyo kila pande ina nafasi ya kujua wapi aweke fedha zake? Ukumbuke pia Bagamoyo port ni kwa wachina kupitisha bidhaa za viwanda vyao kwa ajili ya masoko ya nchi kadhaa za kiafrika. Utamwambiaje akaendeleze mtwara au Tanga kama haiko katika strategic zones zake?

Kujua mradi unajengwa kwa gharama kubwa kiasi gani kwa fedha za mikopo au msaada kuna vigezo vingi vya kuangalia. Ni budi ujue huo mkopo ni wa interest kiasi gani? Ni wa miaka mingapi nk? Hata hivyo, hayo ni sehemu yenu ninyi watanzania sio kosa la mradi. Je hujui kwamba wako wafadhili wanatumia zero - interest loan lakini wanakuwa na hidden interest kupitia kwenye vipuri, teknolojia na wataalam wa mradi husika? Ndio hasara za kuwa maskini huko, ni lazima ukubali kutokuwa kwa elimu kunachangia. Na mradi wa Bagamoyo port bila shaka hautaepuka hayo.

Anyway, kwaheri ndugu nchi yenu maamuzi yenu.

Lowasa kasema tutaanza kujitegemea wenyewe bila kutegemea misaada a.k.a mikopo kutoka nchi za nje, huo ni mkakati mzuri sana, tujiunge na nchi nyingine za africa mashariki na Africa kwa ujumla kuendeleza uchumi wetu, tusaini mikataba ya gesi na madini yenye faida kwa nchi, tushughulikie wakwepa kodi kubwa kubwa, tuondoe misamaha ya kodi asiyekubali aondoke....tutafika tu, sio haya magumashi ya kuuza kila kitu na kugawa maliasili kama karanga halafu kwenda kuomba omba misaada na mikopo kwa hao hao tunaowapa maliasili zetu kwa bei za bure.

Uganda wanatumia Bandari ya Mombasa kwa sababu za Kihistoria, Wazungu walijenga Reli ya kutoka Mombasa mpaka Uganda kupitia Industrial area ya Uganda, Jinja mpaka Z.Viktoria na ndio maana inaitwa Uganda Railway hivyo kuwafanya Waganda waache kutumia Bandari ya Mombasa na kutumia ya kwetu siyo rahisi na kujenga Bandari ya Tanga tu peke yake haitoshi ni lazima pia tujenge Reli mpya ya kuunganisha Tanga na Uganda mpaka Jinja sasa hiyo siyo kazi rahisi kwani hai make economic sense yaani kutumia mabilioni ya Dola za Kimarekani kwa ajili tu ya soko la Uganda? usisahau pia kujenga Bandri mpya Ziwa Victoria n.k sasa uwekezaji wote huu kwa mizigo gani ya gani Uganda inayo import na kuexport?
Import Volume ya Uganda ni kiasi gani mpaka iweze kutufanya kufanya uwekezaji mkubwa kiasi hicho?

Jaribuni kujishuhghulisha kidogo kabla ya kulaumu kila kitu, hauwezi kuwafanya waganda waache kutumia Bandari ya Mombasa na kutumia ya kwetu kwani hakulipi kiuchumi!

Nilikuwa naliongelea hili kila siku.
Unajenga bandari ya Bagamoyo wakati hiyo hela inaweza kujenga bandari za Tanga na Mtwara na kufufua reli kwa ukanda huo.
Reli ya ukanda wa kaskazini inaanzia bandari ya Tanga hadi Burundi ikihudumia nchi za Kenya, Uganda, Rwana na Burundi.
Reli ya Ukanda wa kusini inaanzia Bandari ya mtwara hadi Congo ikihudumia nchi za Msumbiji, Malawi, Zimbabwe, Zambia na baadhi ya sehemu za Congo.
Reli inayoanzia Bandari ya DSM inahudumia njia ya kati hadi Congo.
Lowasa amefanya the best move kwenye hili.

Word of caution:
There is no such thing as Free Lunch. Kenya has borrowed 90% of the $3.8 billion from China Exim Bank to finance this project.

Haven't you guys learned from Angola?

China has lent Angola around $20 billion since a 27-year civil war ended in 2002.

They are borrowing another $25 billion from China and Brazil to fund the budget gap in 2015 due to low crude oil prices.

Repayments are often paid with oil or funds go directly to Chinese construction firms that have built roads, hospitals, houses and railways across the southern African country.

This means, however, dollars don't end up entering the real economy, increasing costs for ordinary Angolans.

There are around 50 Chinese state companies and 400 private companies operating in Angola alone.

I honestly hope that Kenyans will be able to repay the Chinese without sacrificing their future.

My concerns are two. Can Kenya afford to pay the debt? How much technology-transfer is Involved?

This is not about Kenya but Africa in general. Can Africa afford to borrow so heavily without even demanding transfer of technology?

Angola has an economy twice as big as Kenya and still struggling to pay her debts.

Kenya does not exactly have Singaporean efficiency and financial discipline. She can easily get trapped just like Angola.



Do not be so arrogant. We can all learn from Indonesians. They have awarded a $5 billion tender to the Chinese to build them a railway network this year. However, they have a clause in their contract which demands that they transfer their technology to them. The Chinese will also build a factory to manufacture components of the train in Indonesia. The construction will also involve local firms so that they can learn from their counterparts.

Their government turned down a much superior Japanese technology because the Japanese insisted the Indonesian government borrow money to finance the project and it was more expensive. The Chinese agreed to finance it privately.

Thanks to the Indonesian government's insistence of transfer of technology when she award tenders, today they are able to make small arms, car engines, military vehicles and even aviation spare parts in their country.

That is how they built a one billion dollar economy.

Only a fool will think that transfer of technology is not THAT important.

mji mwingine... JK kashindwa kuvumilia kuwaacha hivihivi ndugu zake huku wenzie wamefanya kitu kule makwao...
Kwa namna moja au nyingine ilitakiwa tuwe na akili kama za waindonesia lakini kwa bahati mbaya hizo akili hakuna afrika aka kwa watu weusi... Maisha ya mtu mweusi huwa ni ya kishabiki zaidi na si uzalendo kwa taifa.. hakuna kiongozi mzalendo africa,,TICS kapewa karamagi na lowassa alikuwepo hakupinga hili,, buzwagi imesainiwa pale churchill hotel london lowassa alikuwepo hakupinga nalo....

Me nafikiri tatizo sio eneo la kujenga hiyo bandari kwani hata bagamoyo sio shida na bado faida itapatikana tu,, tatizo hiyo bandari tunaijengaje?? Kwa gharama zipi na wapi zinatoka?? Kuna mdau ameandika hapo juu uzi mrefu na ukiusoma vizuri utaona makosa ya angola na wakenya ambapo ujenzi unafanywa na mikopo kutoka china na namna ya kulipa ni mateso makubwa,,, je kwetu ikoje?? tuna akili za waindonesia??? kwa maana ya technology transfer? au ndio upopoma!! Kama bond ni wao wajenge waoperate 50yrs wajilipe then wasepe na mengine tunacharge kama kawa na watu wetu watakodisha mayard na population inaijenga pwani kiuchumi sio mbaya acha wajenge..

Sio lazima wewe uwepo kwani hata wao hawatakuwepo... Hasara au faida ni kwa kizazi kijacho kwani bado wakiona ni hasara wanaweza kuihujumu vilevile mpaka wenyewe wakaikimbia..
