Nacala Corridor PTC to go live this year

AFRICA: Siemens Rail Automation says that it expects to commission the Positive Train Control signalling system it has installed on the Nacala Corridor linking Malawi and Mozambique ‘by the end of the year’.

The supplier says that the Trainguard Sentinel PTC it is supplying to the Corredor Logístico Integrado de Nacala joint venture of Mozambique state railway CFM (20%) and Brazilian mining firm Vale (80%) is ‘a combination of North American train control technology and European standards’, meeting SIL2 integrity. Under a €70m contract announced in November 2013, Siemens is to provide its Train Sentinel Positive Train Control, train integrity monitoring, Westrace solid-state interlockings and telecoms based on a microwave network with Tetra track-to-train data transmission.

An ultra-high frequency radio link is provided to ensure end-of-train detection can be maintained; a priority for Siemens was to ensure minimal lineside assets were required, ruling out the use of track-mounted balises in plain line sections for example. Siemens has also fitted out a control centre in Nacala and is providing one year of maintenance.

The Nacala project has seen existing 1 067 mm gauge lines upgraded and a new line built in Malawi as part of the US$1·1bn development of a 912 km heavy haul corridor which will link coal mines at Moatize with the new deepwater port of Nacala-à-Velha. Test trains began running along the route in November 2014, but the extra capacity made available by PTC will enable the railway to match the demand for coal transhipment as the port complex comes fully on-stream.

Nacala Corridor officially inaugurated

MOZAMBIQUE: President Filipe Nyusi joined celebrations at the deepwater port of Nacala-a-Velha on May 12 to mark the formal completion of the project to develop a 912 km ‘integrated logistics corridor’ serving northern Mozambique, southern Malawi and the Moatize coalfield. This encompassed the rehabilitation of existing lines and the construction of a new heavy haul railway across the southern part of Malawi.

Started in 2012, the Nacala Corridor project has been led by Brazilian mining conglomerate Vale and Mozambique’s state port and railway operator CFM, with support from Mitsui of Japan. Representatives from the governments of all four countries participated in the opening ceremony.

Vale CEO Murilo Ferreira told guests that the US$4·4bn project by was the company’s largest ever investment outside its home country. Brazil’s Foreign Minister Aloysio Ferreira Nunes added that the company was ‘here to stay’, noting that this was the meaning of the word Nacala in the local Macua language.

As well as the railway improvements, the Nacala Corridor project included the development of a coal export terminal at Nacala-a-Velha with a storage yard able to accommodate around 1 million tonnes of coal; it is expected to load about 150 ships a year.

A fleet of 85 GE Dash 9-BBW locomotives and 1 962 wagons has been procured to carry the export coal traffic as well as hauling general freight and passenger services, as part of a programme to create jobs and encourage economic growth in the region.

According to Vale, coal production at Moatize has risen from 3·7 million tonnes in 2012, the first year of operation, to 5·5 million tonnes in 2016; opening of the new rail link will allow this to increase 18 million tonnes per year. The first coal trains began to use the new route in November 2014, and by April 2016 the line had carried its first million tonnes. Operations have steadily expanded from two 20-wagon trains per day to 22 trains of 120 wagons, each hauled by four high-horsepower locomotives.

Vale now has a local workforce of around 2 000 Mozambican and Malawian employees, supported by more than 1 400 contractors, ‘significantly transforming the employability of the local labour force’. The company is investing heavily in personnel development in Mozambique, with more than 1 000 young people having already benefited from technical training programmes.

Lockdown tayari imeanza kuonyesha athari za kiuchumi duniani, tumeona watu wakiandamana Marekani wakitaka Rais Trump afungue nchi shughuli ziendelee na watu waishi na virusi vya corona kwa kuchukua tahadhari zitolewazo na wataalam wa Afya,na jana Rais Trump kaifungua nchi ya Marekani.

Licha ya hivyo watu tayari wameshapoteza ajira zao duniani kwa sababu ya lockdown, tumeona Marekani ajira takribani Milioni 16 zimepotea, barani Afrika japo vifo si vingi kama Marekani, Uingereza au Italy lakini sera mbovu ya lockdown tayari zimepoteza ajira ya mamilioni ya watu barani Afrika,

Lockdown duniani kote imefanya shughuli zikwame zisiendelee kwa sasa mfano Marekani na China ambapo shughuli hizo zingeweza kusaidia mataifa ya Afrika kukabiliana na hali ya umaskini.

Kwa hakika maisha ya watu wengi yanaweza kufa kiuchumi katika mapambano na ugonjwa wa corona kuliko vifo ambavyo vinaweza kutokea kutokana na ugonjwa wenyewe wa corona al maarufu Covid-19.

Mlipuko wa virusi vya corona umeikumba bara Afrika wakati ambao idadi ya watalii hususan kutoka China ilikuwa imeongezeka,kiuchumi sekta ya Utalii itaathiriwa vibaya kutokana na janga la corona.

Ripoti ya Muungano wa Afrika inasema bara hilo huenda ikapoteza karibu dola bilioni 50 katika sekta ya utalii pamoja na nafasi za ajira milioni mbili, hii ni sababu ya sera ya lockdown.

Moja ya athari ambayo virusi hivi vitasababisha ni ongezeko la madeni katika malipo ya huduma mbalimbali kwa mtu mmoja mmoja na kwa Taifa zima,

Kushuka kwa bei za bidhaa, fedha kushuka thamani na changamoto ya serikali za Afrika kutumia fedha nyingi zaidi ya bajeti yao kutasababisha madeni kuongezeka zaidi na zaidi na athari kuwa kubwa zaidi ya matokeo ya sekta ya huduma ya afya.

Idadi kubwa ya watu wanakabiliwa na njaa baada ya lockdown hadi kuwaza ni bora kufa na ugonjwa wa corona kuliko kufa kwa njaa, labda kama serikali inaweza kuingilia kati kwa kuweka jitihada ambazo zina ahueni kwao.

Katika nchi zenye uchumi unaotegemea diaspora au raia wake walio nje ya nchi kama vile Gambia, Zimbabwe na Liberia, robo ya pato jumla la kitaifa inatokana na kodi ya fedha au bidhaa zinazotumwa na raia wao wanaoishi nje ya nchi ya nchi.
