LNG INVESTMENT: "PEACE" THE CORE FACTOR.

Ms. Jesca Kishoa, Member of Parliament.

Global Peace Index in Sub-Saharan Africa as of 2020 ranked Tanzania 52nd out 163 countries, with a score of 1.85, below Senegal, Botswana, Ghana and Zambia. Mauritius was the peaceful country ranked 23rd scoring 1.54, and South Sudan ranked 160th a last peaceful in Africa. I have traced this ranks to show you why peace matters in investment.

According to Oil and Gas Global Market Report 2021: Covid-19 Impact and Recovery to 2030’s report, shows that market is expected to reach $7425.02 billion in 2025 at a CAGR of 6%. However, the same market was expected to grow from $4677.45 billion in 2020 to $5870.13 billion in 2021 at a compound annual growth rate (CAGR) of 25.5%. My critical question is to assess if peace can be our YES or NO to this dilemma of either the industry is really growing or dying!

Due to global demand and efforts taken to attract LNG investment. UN promised to committed resources in green energy. Companies such as ExxonMobil and Shell have been increasingly investing in AI technology and data across multiple applications, other companies such as Sinopec, a Chinese chemical and petroleum corporation, has announced its decision to construct 10 intelligent centers to help in reducing operation costs by 20%.

It is unfortunate that, Global peace index 2020 ranked it 99th scoring 2.14. It has driven the TOTAL decision of citing the deteriorating security situation, declared force majeure on its $20 billion liquefied natural gas (LNG) project and removed all staff from its site on the Afungi Peninsula. Mozambique should rethink if “is a new global province of natural gas” yet as per corruption and human rights violations.

Unlike the mentioned countries where exacerbated by competition over natural resources. Little attention, however, has been paid to peace environment in some of developing countries, because some cases have been emerging regularly. If we think to attract LNG investment, peace has no alternative.

According to United States Institute of Peace, with a mission of “making peace possible” has reported that humanitarian crisis in Cabo Delgado is cause of Islamic State-affiliated al-Shabaab insurgents have stepped up attacks on natural gas projects that are critical to transforming the country’s economy.

Tanzania has been potentially lucky and with strategic resources, with a reserved Natural Gas of estimated volume of 57.54 cubic-feet, of which the government is in negotiation to attract invest projected to be $30 billion in Likong’o Lindi, attracting up to 15,000 direct employments and jobs, from its commencement in 2023 to 2028. I think that this project is going to be the largest in EAC and SADC and has a promising benefits to the country. The project has a role to our economic transformation

I recommend 👇🏽:

1 . The case of Mozambique should be a lesson to Tanzania by balancing the two elements; Investment and peace (stability and predictability).

2 . The construction of a delayed $30 billion liquefied natural gas project in 2023, has been under consideration since 2014. As it takes shape, our government under Her Excellency, President Samia Suluhu Hassan, should continue to insist PEACE and put eyes to maintaining it.

3 . The government should show interest and fast-truck the implementation of its expected LNG plant timely. This opportunity can be tapped by and make it a set of investment benefits and LNG giant within SADC and EAC regions.

4 . LNG is commonly viewed as catalysts of conflict because individuals, natives, groups, and governments often compete with each other over benefits and control. Should not be corrupted.

5 . PEACE is always guaranteed if citizens see the recourses benefiting the whole as the result of proper allocations, utilization and reflections to peoples life.

6 . The country should invest and allocate resources to Peace Stability and Political and Policy stability (Make Tanzania a Peaceful Always; the place to invest and stay)
