ABIDJAN, Ivory Coast, June 9, 2020/ — The African Development Bank’s Board of Directors has approved a $1.2 million grant to Ethiopia’s government to finance a feasibility study for construction of a standard-gauge railway (SGR) link between Ethiopia and neighbouring Sudan.

The grant, from the African Development Fund, the Bank Group’s concessional-rate lending arm, would cover 35% of the total estimated $3.4 million cost of the study. The remaining funding will be provided by the NEPAD Infrastructure Project Preparation Facility (NEPAD-IPPF) in the form of a $2-million grant, and by a contribution of $100,000 each from the two countries involved. The financing was approved in January.

The two-year, comprehensive feasibility study will assess the proposed project’s technical, economic, environmental and social viability, as well as alternative financing arrangements, including a public-private partnership (PPP).

The railway line will link Addis Ababa in Ethiopia to Khartoum in Sudan, with an extension to Port Sudan on the Red Sea. The route, agreed by both governments, stretches 1,522 kilometres between Addis Ababa and Port Sudan.

According to the document presented to directors of the African Development Fund, the absence of a regional arterial route linking Ethiopia, Sudan and other countries in the Horn of Africa is a brake on trade, development and regional integration. The movement of goods and people between Sudan and Ethiopia often requires the use of several modes of transport, which increases costs and lengthens journey times.

The feasibility study’s findings will be keenly awaited because its implementation would benefit a large proportion of Ethiopia’s 110 million people and 43 million inhabitants of Sudan, as well as populations in the wider region.

The proposed project is aligned with the Bank’s Country Strategy Paper 2016-2020 for Ethiopia. It is also consistent with the long-term development goals of the Sudanese Government, as set out in its national 25-year strategy (2007-2031). It also accords with the Bank’s Ten-Year Strategy 2013-2022 and the operational priority of infrastructure development. The proposed project also would satisfy four of the Bank’s High 5 strategic priorities: Integrate Africa, Feed Africa, Industrialize Africa, and Improve the Quality of Life for the People of Africa.

Sharing a border with a country doesn't necessarily mean businessmen have to use your port. Efficiency is everything in freight business.
In this Case Kenya is more efficient for any sane Business man. It's easier to Move goods from Kampala to Mombasa than Kampala to Dar. It will even be easier & faster once the SGR gets to Kampala & Kisumu. Traders will have a Variety of options & cheaper prices on the Kenyan side than the road to nowhere with Tanzania. Ethiopia too will prefer Lamu to Djibouti cause of efficiency & capacity Kenya offers.

DAR ES SALAAM, July 13 (Xinhua) -- Large vessels from across the world will soon be able to anchor in Tanzania's largest Dar es Salaam Port following upgrades undertaken by China Harbour Engineering Company (CHEC).

In July 2017, Tanzanian President John Magufuli officially launched the project to upgrade the east African nation's largest port, which mainly involves the upgrade of seven existing berths and the building of a new berth.

The upgrade will enable large vessels with a load carrying capacity of up to 70,000 tonnes to dock at the port, while currently the port accommodates vessels with a capacity of under 30,000 tonnes, said Wallace Rugalema, a site engineer for CHEC, who has high expectations for the ongoing project.

"The upgrade of the Dar es Salaam Port by the CHEC will definitely boost the port's handling capacity of cargo from across the world," said Rugalema, adding that the upgrade project also deepens the anchorage and strengthens the yard at the port.

Feasibility report for the project shows that the port's cargo handling capacity will be increased to about 17.65 million tonnes per year upon completion of the upgrade, a 26-percent increase over the current capacity.

Last year, Tanzanian Foreign Minister Palamagamba Kabudi said the expansion of the Dar es Salaam Port is a vivid example of Tanzania's participation in the China-proposed Belt and Road Initiative, adding that the country is committed to unlocking the potential of interlinked production networks and value chains that are enshrined in the initiative.

According to the Tanzania Ports Authority (TPA), the Dar es Salaam Port handles about 95 percent of the country's international trade and serves the neighboring landlocked countries like Malawi, Zambia, Burundi, Rwanda and Uganda.

The port is strategically placed to serve as a convenient freight linkage not only to and from East and Central African countries but also to the Middle and Far East, Europe, Australia and America, the TPA said.

For Tanzanian workers on the project site, upgrading their country's largest part is an opportunity to update their own skills.

Rugalema said that Tanzanian engineers and trainees working on the project benefit from the technical know-how provided by their Chinese colleagues.

Edwine Christopher, the CHEC human resources officer, said that the project, 80 percent of which has been completed, provided jobs to 900 Tanzanians.

Asked how the COVID-19 outbreak impacted the project, Christopher said that CHEC management observed all prevention and protection guidelines provided by health authorities to ensure employee safety.

"The guidelines included hand washing, wearing of face masks and social distancing," said Christopher, adding that "luckily all employees are safe to date." Enditem
