This attribution depends on the ability to trace the origin of the activity back to its source. But if Russia develops its own internet, that possibility is ruled out. Naturally, some worry that Russia is preparing for a world of recurrent and increasingly violent cyber conflict. One of the most attractive features of the internet as we know it is that every country is vulnerable to widespread disruption and infrastructure collapse, making it less interested in launching an attack with unpredictable consequences. But if Russia is able to isolate itself from the global internet, it suddenly will care much less about what happens to it. 1) If successful, the Russian military will be able to viciously cyber-attack any nation and then withdraw and disconnect Russia from the World Wide Web, ensuring safety from cyber retribution.

2) If there should ever come a Russian "color revolution", the Putin regime can disconnect from the Internet and block the international community from knowing what draconian measures are transpiring within Russia.

3) In the not too distant future, we will witness a "Balkanisation of the Internet" in which dictators can separate their nations from the free flow of Internet information.

First I think you have forgotten to mention your source of this info.
Secondly imagine that these web isolations like the creation of lockable rooms in the big house with locks and keys for everything or every country.
The question ultimately is how safe will all the separate locks be from 'burglars'?
My take is that it's in the world's mutual interest to maintain a safe singular and neutral www as it now exists (should) with some kind of global monitoring authority under the UN.
That idea may not be practical in reality today in view of what Russia is doing against the www and the trajectory of US global politics under DJT vs Russia and China. The cyberspace rivalry between the world super powers is heading towards the end of the world, unless Europe and the US stop bickering between themselves and face not only the dangerous path cyberspace is heading to, but also other global issues like climate change, the middle East conflicts etc.
