Kwanini TCRA hawahakiki ubora wa "Mobile Phone Apps" zinazotumiwa na umma kama ambavyo TFDA na TBS wanavyohakiki bidhaa zingine (tangible products) ingawa nimesikia TBS na TFDA zimeunganishwa na kuwa shirika moja ila sina uhakika mpaka sasa.
Nimeamua kuuliza swali hili kwa maana kwamba katika karne hii ya 21 ya science and technology ni rahisi sana kwa mtu ama kikundi cha watu kuunda hizi Computer/Mobile Phone Apps huku akiaminisha kuwa ni bidhaa njema kwa matumizi ya Mtanzania kumbe akawa na agenda yake ya siri ikiwa ni pamoja na kufanya udukuzi wa taarifa za watu kisha akawa anazituma kwa watu wasio na nia njema na ustawi wa nchi yetu.
Kama TFDA pamoja na TBS wanaweza kufanya ukaguzi wa bidhaa zinazotumiwa na Watanzania (zinazozalishwa ndani pamoja na nje ya nchi) sasa Kwanini TCRA hawakagui hizi "virtual products" ili kuona kama ni sahihi kwa matumizi ya Mtanzania?

People are worried about FaceApp largely because the developer, Yaroslav Goncharov, is based in Russia.
Given Russia’s meddling in the 2016 election, people have a right to be concerned about what it might mean if millions of us are uploading our selfies to foreign servers. After all, pictures are often used for fake profiles or for identity theft.
Still, there’s no evidence yet that Goncharov is anything more than a Russian developer making a fun app. But, even if there is no ill intent, there are very valid fears that photos uploaded to the servers could be shared with foreign governments.
CNBC spoke with FaceApp on Wednesday. The company said the application only uploads the picture you want to edit, and it only holds most pictures for 48 hours. While there’s no proof the photo is actually deleted, security experts like Will Strafach, who goes by Chronic on Twitter, have confirmed that just the picture — and not your whole photo library — is uploaded when you use the app:
Yes, FaceApp owns that photo after you upload it, but other companies, like Snapchat, have similar terms when you post public images and video to its app. But we only have the developer’s word to go by, and there’s no way for consumers to ask that their pictures be deleted permanently.
And that’s what has a lot of people worried.

Ukiikiuka hiyo na kugundulika kwenye audit zao madhara yake ni bonge la fine au/na kufungiwa kama sikosei.
TCRA wanaweza wakasema waiadopt hiyo kwa hapa Tanzania on top of sheria ya mitandao, but changamoto ya sheria yoyote ile ni kuhakikisha inafuatwa, enforcing it. Sheria kama hizo zipo kwa ajili ya data za financial institutions kama banks ndo maana utasikia every while bank kadhaa zinapigwa fine mfano kwa kutunza data katika server zilizo nje ya ardhi ya Tanzania.
Kukagua huduma zote na apps zote kutahitaji manpower ya kitaalamu kubwa sana na hibyo fedha nyingi sana.
Swali la kujiuliza ni je, TCRA na serikali kwa ujumla inajali usalama wa data binafsi za wananchi zilizomo mikononi mwa watoa huduma za kimtandao kiasi cha kukagua mifumo yao kuhakikisha data hizo hazitumiii vibaya?
Kwa Android Apps hupakuliwa kwenye Google Play Store, or at least ni inatakiwa zipakuliwe kutoka kwenye Google Play Store, yenyewe Play Store ina feature inaitwa Play Protect.
Means kila App ambayo ipo Play Store ni imeonwa na Play Protect kuwa ni inafaa in terms ya privacy mpaka virus.
Ukidownload App kutokea kwenye Website nyingine na huku Play Protect umeiactivate hiyo App haitakaa.
Kwa hapo sioni kama TCRA wana kazi ya kupima 'ubora' wa App.
Na hata tukija kwenye suala ya kwamba kuna Apps zinavujisha data za mtumiaji au zinatunza data zako bila kujua naona TISS na kitengo cha Cyber Crimes cha Polisi kina kazi hiyo zaidi kuliko TCRA.
Ndiyo maana hata screenshot ya huu uzi inaonyesha ni FBI ndiyo wanatakiwa kuchunguza FaceTime App, unless bodi yao ya mawasiliano ipo ndani ya FBI basi nilichoandika kitakuwa ni komedi.
