Kwanza naomba niseme wazi kabisa kuwa mimi sio mwanachama wa CHADEMA lakini pia sijawahi kuwa mwanachama wa chama chochote cha siasa, ila nakumbuka nilipokuwa form one (2003) (kipindi hicho naishi Muleba) Viongozi wa CHADEMA walikuja wilayani Muleba (mjini) (Nakumbuka alikuja Mbowe, Mzee Ndesamburo na wengine siwakumbuki) nakumbuka kuna mtu I think ni Mbowe alituomba tulikuwa pale uwanjani (Uwanja wa red cross Muleba) tukiunge chama mkono kwa kujiunga nacho kwa kununua kadi za uanachama ili tuwe wanachama kamili na nakumbuka huyo mtu (Mbowe?) alimuomba Mzee Ndesamburo atununulie kadi wana Muleba na mzee Ndesamburo alikubali hilo ombi.
Nakumbuka watu wengi sana tulienda kuchukua kadi ila sina uhakika kama wote waliopewa kadi bado ni wanachadema mpaka leo (Binafsi sikupewa kadi kwa sababu nilionekana bado mdogo sana ila niliambiwa nikifikisha miaka kadhaa nitapewa!) Introduction Members are the core of a strong, viable political party. They represent the party to the voting public and can be the workforce that wins campaigns. This is the people part of politics because without members a political party would not exist. Therefore it is important that political parties work to retain the members they have and that the party constantly recruits new members.
In recruiting new members it is important to understand why people would join a political party and how the party can persuade them to join. It is also important to understand why they might not join. Your party should have a member recruitment program that works through the points in this document.
Everyone in the political party should be aware of the program and help recruit new members. Once you have convinced members to join the political party, you must make sure they continue to see the benefits of being a member and grow to become productive members of the party.
Reasons Why Someone Would Join a Political Party People are social creatures and come together in groups or networks for various reasons. It is important to understand the different reasons someone might join a group so that you are able to indentify others in a particular network that you can encourage to join your political party. These are your target groups for membership recruitment and once you identify them you will be able to identify the reasons why they might join, and how to keep them happy as members.
1. My Immediate Network – "A close friend or family member asked me to join the party." These are the people you know well, the people who are most like you and who are the easiest to convince.
2. My Social Network – "My friends, colleagues, classmates, or neighbors are members and they asked me to join the party." This is your "tribe" – the people you hang out with, who you want to associate with, and who are likely to follow your example if asked.
3. My Traditional Network – "My family or associates have always been members of the party." It is expected that they will join.
4. My Issues Network – "The political party is doing something that is important to me, they told me about it and asked me to join." The party cares about the issues that these people care about – their neighborhood, their job, their child's education, their security, their healthcare – and is doing or will do something to improve the situation. The political party needs to tell these people that the party is working for them and invite them to join.

5. My Values Network – "The political party is working for something I believe in." This is a decision to join the political party based on the things these people believe to be important, their values.
6. My Self-Interest Network – "Being a member will help me get a job, go to school, meet people, build a resume, or provide other advantages." People join for other reasons other than what the party stands for or because their friends are members. These people expect to gain in some way from their association or work with the party.
7. My Political Network - In many cases someone will join a political party for various reasons – a friend asked them to join, they like the fun, social atmosphere, they feel like they are able to accomplish something, the party is working for things that are important to them, and being a member can help them personally – so the political party fulfills many of their needs and becomes their political network.
How to Get People to Join Your Political Party Once you understand why someone would join a political party, you have to know how to get them to join. • Ask them to join!
• Give them a specific reason to join.
• Tell them what the party is doing – how the party is active and what the party is accomplishing.
• Ask them to help make a difference.
• Make it fun.
• Thank them for joining!
Reasons People Do Not Join or Do Not Stay Members of a Political Party It is also important to understand why someone would not join a political party or why they would leave a political party. By understanding these reasons you will be better able to avoid making these mistakes.
• No one asked them.
• They do not feel welcome.
• It is not clear what the party stands for.
• The party is not doing anything. • It is not fun being a member.

What are the Roles, Rules, Rights and Responsibilities of Being a Member Everyone in the political party needs to understand what the benefits of being a party member are. All of this should be made clear in the organizing documents of the political party and as part of the membership recruitment program.
Roles – There are many different jobs within a political party and members can aspire to and assume these various roles, moving up within the party. They may start out as supporters, become contributors and campaign workers, be trained as organizers, run as candidates, and become party leaders. Rules – The political party will have to have clear rules about who can join the political party and how they can join. There should also be clear rules on who cannot join and when and how party membership can be taken away. All party members should understand what these rules are so that when they are recruiting new members they are following the rules.
Rights – Being a party member should have certain privileges. For example, only party members will be able to vote on policy positions taken by the party, vote for the leadership of the party, select candidates or run for office using the party name.
Responsibilities – Party members may be expected to pay dues or attend meetings as a condition of their continued membership in the political party. These responsibilities should also be clear to all members.
Steps to Encourage People to Join Your Political Party The following are the steps you should consider in identifying potential new members and getting them to join your political party:
1. Target your networks – You need to think about the various networks – immediate, social, traditional, issues, values, and self-interest – and determine where you are likely to find new party members.
2. Figure out why someone in your target network might join – Once you have identified the target groups you need to determine why someone within that group might join the party – what issues or accomplishments are important to them or how will they benefit from joining the party.

3. Develop a message that will persuade them to join – Once you have identified your target networks and understand why someone would join the party you need to give them a good reason to join. As with nearly every aspect of politics, a persuasive message can be the key.
4. Determine the best way to deliver that message – Once you have a good message, you need to figure out the best way to deliver that message. For the potential new member's immediate network, you will want their close friend or family member to ask them. For the potential new member who is in the issues network, it will be important for a party member to explain how the party is working on an issue they care about.
5. Make the pitch – Once you have determined who your target networks are, identified the reasons someone would join, developed a persuasive message, and figured out how best to deliver that message, you will need to follow through and make sure the potential new members are asked. If you have done your research and thought through the process, this should be easy.
Steps to Keep People as Happy, Productive Party Members The following are the steps you should consider once someone has joined your political party to make sure that they become good members who will contribute to your party's success:
1. Make sure the new members feel welcome – Invite new members to party meetings and events and when they attend, make sure they are warmly welcomed and included in the various activities. You may want to have particular individuals within your party who are responsible for helping new members become involved.
2. Include the new members in simple tasks so they share in the accomplishments – Figure out which issues the new members are interested in and make sure they understand how they can contribute to solving the problem or helping the political party. Get them involved in group projects or simple tasks so that they know that they are contributing to the success of the political party.
3. Let them share in the credit and thank them – Everyone wants to feel that their time and energy is valuable, is well spent and is appreciated. Make sure all members are thanked for any efforts they make. You cannot say "thank you" too many times.
4. Make sure they enjoy themselves – Politics can be a lot of hard work but it can also be a lot of fun. Make sure that your members are enjoying themselves as they work for the party and spread the message to voters.
5. Train them and help them become a better party member – Many of the tasks in a political campaign or in party building may be new to your members. Make sure you give the members clear instructions and training if necessary so that they understand what is

expected of them. As they gain new experiences make sure they are recognized for their skills and abilities.
6. Address any issues the members may have as quickly as possible – When a member has an issue or a problem, make sure they understand that you want to know about it as soon as possible and then work with them to come up with a solution that everyone will be satisfied with.
7. Make sure your members feel as though they are gaining something by being a party member – Party members can personally gain in many different ways. They gain by being included in a fun, social group. They gain by contributing to solutions on the problems they care about. They gain by being appreciated for their efforts and feeling a sense of accomplishment. They gain by acquiring new skills and stretching their abilities in new ways. You need to figure out how your members can contribute to the political party and at the same time feel as though they get something in return.
Keeping Track of Your Members The political party will need to keep accurate records of all their members so that they know how many members they have, where they are located, and whether they have met all the rules and responsibilities of being a member. It will also help if the party keeps track of their particular skills and the various tasks that they do for the political party so that you are able to thank them and call on them again when needed.
Conclusion The political party needs to make clear that member recruitment and retention is a priority and that it is everyone's responsibility. Build a recruitment aspect into everything the party does so that party members are always on the lookout for new members.
